John Wallace
John Wallace began his officiating career in 1973 in the Mojave Desert before moving to Germany and officiating abroad for 7 years. He returned to California and the NCOA and was a vital member of the association from 1983 until 2023. John’s actions on the field and in his daily life exemplifies the courage that NCOA officials should aspire to.
Annually we honor John by recognizing an official who exemplifies this type of courage.

Ray Pulley was a football official for over 30 years in both youth and high school. During this time, Ray touched the lives of athletes, coaches, and officials all over California. He mentored many officials and provided quality officiating to the game that he loved. Coaches, players, fans, family members, and officials respected Ray for what he contributed to the game of football.
