Harrassment / Nondiscrimination Policy

Natrona County School District is committed to creating a learning and working environment that is free from harassment or discrimination based on race, ethnicity, disability, ancestry, national origin, religion or sexual orientation, and therefore, the District prohibits any form of such harassment or discrimination. The District is committed to pursuit of equality for all of its school community members and the promotion of positive attitudes which respect the cultural diversity of our society. The District prohibits any form of harassment or discrimination based on race, color, disability, ancestry, national origin, religion or sexual orientation. Any person who engages in such harassment or discrimination while acting as a member of the school community will be in violation of this policy. The District is committed to the enforcement of this policy and the prohibition against any form of harassment or discrimination based on race, color, disability, ancestry, national origin, religion or sexual orientation. The District will act to investigate all complaints of such harassment or discrimination, act to impose discipline applicable to any member of the Natrona County School District #1 community found to have violated this policy, up to and including termination or expulsion, and the District will take reasonable steps to prevent reoccurrence.

Reporting Procedures

a. Any student who believes he or she has been the victim of sexual harassment or discrimination by a student or an employee of the District or by any third person on school grounds during hours of school and/or during a school activity should report the alleged acts immediately to the building principal. If the complaint involves the building principal or other building supervisor, the complaint should be made to the Associate Superintendent for Human Resources.

b. Any member of the school community with knowledge or belief of conduct that may constitute sexual harassment or discrimination shall report the alleged act immediately to the building administrator or other building supervisor. If the complaint involves the building administrator or other building supervisor, the complaint should be made to the Associate Superintendent for Human Resources. The reporting party or complainant is encouraged and expected to complete the sexual harassment and discrimination complaint reporting form available from the administrator of each building or from the NCSD #1 Human Resources Office for all sexual harassment or discrimination complaints. However, the use of that form is not mandatory. If the reporting party or complainant is unable or unwilling to fill out the appropriate form, the building administrator or supervisor shall take the complaint information and complete the appropriate form on his or her behalf.

c. Any NCSD #1 employee who fails to report to the building administrator or supervisor an allegation of sexual harassment or discrimination to the employee shall be subject to discipline including but not limited to oral warning, written reprimand, demotion, suspension, non-renewal, dismissal, and/or termination.

d. In all other cases not involving allegations of student to student sexual harassment or discrimination, if a report of alleged sexual harassment, written or verbal, is given to a building principal or supervisor, the building principal or supervisor shall immediately notify the Associate Superintendent for Human Resources without screening or investigating the report.

e. Failure by the building principal or supervisor to report any sexual harassment or discrimination allegation as provided herein will result in disciplinary action which may include, but is not limited to, warning, written reprimand, demotion, non-renewal and/or dismissal.

f. Submission of a complaint or report of sexual harassment or discrimination will not affect the reporting student’s future grades or classroom assignments.

g. The District will attempt to respect the confidentiality of the student making the report or complaint and the individual(s) against whom the complaint is filed to the extent possible, consistent with the District’s legal obligations to investigate allegations and take disciplinary and/or corrective action and the requirements and provisions of applicable laws, rules and regulations. NCSD#1 cannot guarantee confidentiality to witnesses or to any person making a report or complaint or any person accused of sexual harassment or discrimination.
