National SLMC Standards
The evaluation process is completely online using the NCEES (North Carolina Educator Effectiveness System) system accessible through NCEdCloud. You get your NCEdCloud login from your school data manager. Once logged into NCEdCloud, click on the NCEES – LEA 410 icon.
Training: SLMC will be trained on the evaluation process.
Orientation: Within 2 weeks of your first day of work, your principal/evaluator should provide you with instructions for accessing: the SLMC Evaluation Rubric, the NC Evaluation policy, and a schedule for completing all components.
Self-Assessment: Using the SLMC Evaluation Rubric the SLMC shall rate his or her own performance at the beginning of the year and reflect on his or her performance throughout the year. (This is done in the NCEES system accessible through NCEdCloud)
Professional Development Plan (PDP): At the beginning of the school year the SLMC will write a PDP with two to three goals to be achieved throughout the school year. The principal or evaluator at your school may provide one or more goals for you, and you may need to create one or two goals based on the SLMC Evaluation Rubric. (This is done in the NCEES system accessible through NCEdCloud)
Pre-Observation Conference: Before the first formal observation, the principal/evaluator shall meet with the SLMC to discuss his/her self- assessment based on the SLMC Evaluation Rubric, the employee’s most recent PDP, and the lesson(s)/professional activities to be observed.
Observations: The number of evaluations, formal or informal, evaluator or peer is based on which evaluation cycle the SLMC is on. See below for the different evaluation cycles to determine which you are on. Late hires will be on a special schedule.
Post-Observation Conference: The principal shall conduct a post-observation conference no later than ten school days after each formal observation.
Summary Evaluation Conference and Scoring the Teacher Summary Rating Form: Prior to the end of the school year and following LEA timelines, the principal shall conduct a summary evaluation conference with the SLMC. During the summary evaluation conference, the principal and SLMC shall discuss the SLMC’s self-assessment, the SLMC’s most recent Professional Development Plan, the components of the North Carolina Teacher Evaluation Process completed during the year, classroom observations, artifacts submitted or collected during the evaluation process and other evidence of the SLMC’s performance on the Rubric.
The principal shall:
Give a rating for each Element in the Rubric;
Make a written comment on any Element marked “Not Demonstrated;”
Give an overall rating of each Standard in the Rubric;
Provide the SLMC with the opportunity to add comments to the Summary Rating Form;
Review the completed Summary Rating Form with the SLMC; and
Secure the SLMCs signature on the Record of Evaluation Activities and Summary Rating Form.
Comprehensive Evaluation Cycle: New teachers/staff who have not been employed for at least three consecutive years will be evaluated on this evaluation cycle. The principal shall conduct a Comprehensive Evaluation which includes at least three formal observations. A peer shall conduct one formal observation of a new teacher. A formal observation shall last at least forty-five (45) minutes or an entire class period.

Standard Evaluation Cycle: Experienced teachers/staff (including those with career status) that have completed three or more consecutive years may be evaluated on this cycle. The principal shall conduct observations following one of the evaluation cycle types for all teachers/staff with greater than three years of experience. During the licensure renewal year, the principal shall conduct a standard evaluation cycle. A formal observation shall last at least forty-five (45) minutes or an entire class period. An informal observation shall be at least twenty (20) minutes in duration.
