Mr. Rick Horn Bio
I have been on the Mandan Public School Board since 2014 and I am currently chairman of the board’s finance and facility subcommittee. I had been a public member of the committee for many years prior to being elected to the board.
I grew up and graduated from Edmore Public School. I have a Bachelor of Accounting degree from the University of North Dakota. I am a Certified Public Accountant and previously worked for a regional accounting firm focusing on financial and compliance audits of governmental and non-profit entities.
I have been married to my wife Lynnette for 28 years and we have 3 children. Lynnette is a Family Liaison, LBSW for the Mandan High School and Alternative Education. Ashton has been a para-professional for the Mandan Middle School for 4 years. Alexis works for the State Tax Commissioner’s Office and Austin is a senior at Mandan High School.
I am currently the majority owner of a local housing management company. I am the Director for a senior housing property in Mandan as well as the Morton, Mercer, and Emmons County Housing Authorities. I have experience in accounting, auditing, fraud detection, budget management and federal housing programs. I am a past president and current treasurer for the North Dakota National Association of Housing and Redevelopment Organization (ND NAHRO).

Mandan Soccer Club – board member and treasurer

Magic Soccer Club – treasurer
I have been the school board member who has been a part of the planning process for acquiring land for the new school buildings and attending meetings with landowners to acquire the best location for our high school. Therefore, I bring the experience needed to bring this project to fruition. As a CPA, I am qualified to understand the financial challenges which our District faces and as a fiscally conservative CPA, I believe we must continue to be good stewards of our taxpayers' money.
