Notice of Public Comment Period: FY 2027 TISA District Plan and Accountability Report
Moore County Schools invites parents, educators, and community members to review and provide feedback on our draft FY 2027 Tennessee Investment in Student Achievement (TISA) District Plan and Accountability Report.
Pursuant to state law (T.C.A. § 49-3-112), all Tennessee school districts must present their local strategic goals, performance targets, and funding allocations for public review prior to submitting the final plan to the Tennessee Department of Education by November 1.
The 2026–2027 district plan establishes key academic performance targets across four primary areas:
Goal 1: 3rd Grade English Language Arts (ELA)
Target: Achieve a 44.35% proficiency rate on the 3rd Grade ELA TCAP for 2026–2027, progressing toward a long-term target of 70% proficiency by 2030.
Key Strategies: Full implementation of High-Quality Instructional Materials (HQIM) such as CKLA/Amplify, instructional coaching walk-throughs using the ELA IPG tool, and targeted Tier II/III interventions supported by mClass and Boost tools.
Goal 2: College & Career Readiness / ACT
Target: Increase the percentage of students scoring a composite 21 or higher on the ACT to 46% for 2026–2027, building toward 53.6% by the 2028–2029 school year.
Key Strategies: Conducting intensive ACT Boot Camps per semester across grades 7–12, utilizing the SAILS program for 9th/10th grade diagnostic tracking, and maintaining rigorous ACT-aligned instruction across high school courses.
Goal 3: Districtwide K–12 ELA Performance & Early Literacy
Target: Raise ELA proficiency by 3 percentage points across all grade bands in 2026–2027 (Grades 3–5 to 45%, Grades 6–8 to 43%, and Grades 9–12 to 44%). For grades K–2, move at least 5% of students annually from "At Risk" or "Below Average" to "Benchmark" on AimsWeb assessments.
Key Strategies: Implementation of SAVVAS and CKLA/Amplify aligned with the Science of Reading, data-driven instruction meetings, and high-dosage tutoring via the TN ALL Corps Tutoring Innovation Grant.
Goal 4: Districtwide Mathematics Performance
Target: Increase math TCAP/EOC proficiency rates by 3 percentage points per grade band in 2026–2027 (Grades 3–5 to 39%, Grades 6–8 to 45%, and High School EOC to 24%).
Key Strategies: Implementation of HQIM programs (iReady Math and Big Ideas), Math IPG walkthroughs, and targeted before-school and small-group tutoring.
