"Given this, MSEA and MCEA legal counsel advises that for any class where one or more students does not have permission to be recorded, that the certificated teacher of record use the MCPS “first preferred method” found at the bottom of page one of the document released yesterday. When using this method, during the time of recording, our legal counsel advises educators to turn off the audio and video of all students, record the pertinent instruction, and then end the recording prior to engaging with all students, when audio and video can again be turned on. In doing so, a teacher can provide equitable instructional access to all students, regardless of the permission to record status, and eliminate liability."
"Last, we are suggesting that teachers use the SPOTLIGHT feature (like pinning in Google Meets) where the view stays on the pinned person, or the teacher in this case. Teachers can do this by going to Participants>More>Spotlight. This will configure the recording to only capture the shared screen, the teacher’s video, and any audio in the class. Note: student voices will be captured in the recording, but not their video or the chat."

On a Chromebook: It is commonly believed you can't spotlight if you're hosting a meeting on a Chromebook. I do not weigh in with certainty on either side of the debate. Here are screenshots from a teacher at Wood MS who was able to do so.
