Fitial is new chairperson of Civil Service Commission 

11/26/2025 - Joseph Patrick Fitial is the new chairperson of the CNMI Civil Service Commission. 

Fitial informed executive department heads of the commission’s recent election of officers and committee assignments. According to a memo shared with the legislature, Richard Farrell is vice chairperson, Michele Joab is secretary, and Victoria Bellas is the fiscal and budget officer. Raymond Muna, Elvira Mesngon, and Frances Torres are listed as members.

Muna chairs the Personnel Matters standing committee. They are expected to manage matters concerning personnel issues, including classification and compensation and grievances, and appeals. Mesngon chairs the Regulatory and Governance Committee. They are tasked with reviewing and updating bylaws and regulations.  Joab chairs the strategic planning and reporting committee. They are able to establish strategic goals, assess performance metrics, and prepare public reports. Bellas chairs the Fiscal Strategy committee. The committee will develop and implement financial strategies for personnel and office operations.
