Requirements

Applicants wanting to open a Certified Family or Certified Center:


Must contact Child Care Licensing Division (CCLD) to schedule a precertification visit to see if your location or home can be licensed.

Applicants wanting to open a Registered Family Program:


Must complete IRF Part 1 through OCCD Educadium


After completing IRF Part 1, contact your Regional CCR&R to scheudle and complete IRF Part 2




Be willing to accept children and families participating in Employment Related Day Care.




Enroll program in Find Child Care Oregon and accept referrals.




Commit to becoming licensed by the State of Oregon Child Care Licensing Division (CCLD).




Provide full-day (more than six hours), full-year child care services. 




Participate in grant evaluations and surveys.




Spend grant funds on approved business expenses.

Additional Requirements

Licensed or Committed to be Licensed

Licensing is not required to apply for funding, however, applicants must be licensed or show progress toward licensing before funds will be issued. 

Not licensed:

New Registered Family Child Care - Must attach the Introduction to Registered Family Child Care-Part Two training certificate (Provided by CCR&R upon completion of IRFCC Training Part Two)


New Certified Family or Certified Centers - Must attach copy of Pre-certification Consultation Form (Provided by licensing specialist)


*If you don’t have your precertification form when submitting your application, you can still apply but will need to submit the precertification before funding is dispersed 

Licensed with CCLD:


Program must have a compliance history that meets funding eligibility.

 

If applicants have two or more serious licensing violations in the last 12 months they will not be eligible to receive funding.

What is a Serious Violation?

Serious Violation means an allegation or finding of noncompliance in which:


Children are in imminent danger

There are more children in care than allowed by licensing capacity 

Prohibited disciplinary methods are being used

Children are not being supervised 

Multiple or serious fire, health, or safety hazards are present 

Extreme unsanitary conditions are present

Safe Sleep violations 

Adults are present who are not enrolled in the Central Background Registry 

Providing care without the appropriate CCLD certification Safe Sleep violations
