Importance of Confidentiality
Provider trust is essential for our system, as it allows us to consistently collect essential information for various reports and maintain the accuracy in our referral database.
When providers comprehend our processes and confidentiality measures, along with where the collected information is stored, how it is utilized, and the benefits of sharing their information, they are more likely to engage and foster a trusting relationship with us.
FCCO Data Sharing
FCCO categorizes data into two types:
• Not Shareable:
Personal Identifiable Information and Confidential Data
• Shareable:
Non-identifiable data.
FCCO Confidentiality
FCCO's Restricted fields contain identifying and/or confidential information about a child care provider that should not be disclosed outside our immediate internal partners.
Restricted fields allow us to protect the child care providers details, ensuring that reports cannot be traced back to specific individuals, preventing the misuse of information.
FCCO Internal Partners
Internal partners are the organizations with whom we can share private information of a child care program or a group of child care programs programs.
Who are our internal partners?
• Department of Early Learning and Care (DELC)
• Child Care Resource and Referral Agencies (CCR&Rs)
• Early Learning Hubs (ELH)
FCCO - Data and User Agreement
FCCO Data and User Agreement was developed to assure all agency users of FCCO acknowledge the importance of data and system confidentiality.
This is especially important for a shared database, such as FCCO, that holds sensitive information about Early Learning Programs, individuals seeking child care, and children.
Our FCCO data agreement establishes the terms for storing, protecting, processing, accessing, and utilizing data. The agreement also defines what users can and cannot do with data.
*All Agency Users must agree to the FCCO Data and User Agreement once a year
FCCO - Data Sharing Fields
FCCO users are allowed to share Non-identifiable data.
Non-identifiable data means data that cannot be traced back to specific individuals, preventing the misuse of information.
FCCO permits sharing ONLY the data listed in this document with individuals outside our internal partners in part or in whole.
(RESTRICTED)
FCCO users are NOT allowed to share Personal Identifiable Information and/or Confidential Information.
Personal Identifiable Information means data that can be traced back to specific individuals.
FCCO prohibits sharing the data listed in this document outside our internal partners under any circumstances. *Misuse or distribution of this data may result in FCCO account termination.
For individuals outside our internal partners requesting Personal Identifiable Information and/or Confidential Information, a data requests must be submitted through: Public Record Request
*Requests for public records in the custody of the Department of Early Learning and Care must be submitted in writing. The agency may charge a fee.
FCCO Shareable Fields but NOT Recommended
FCCO users are allowed to share Non-identifiable data.
FCCO does not recommend sharing the data listed in this document as we have identified it to be inconsistent across regions.
To share this data CCR&R agencies must ensure its accuracy and completeness for their region.
