‘Effect’ focuses on the analysis of consequences, while ‘concern’ needs the additional part of corresponding measures.
Both the 'effect' and 'point of concern' questions require candidates to conduct 'consequence analysis', i.e. there was no need to analyse the causes of the behaviour or event. However, ‘concern’ requires more in-depth analysis than ‘effect’.
The question of "negative effects of excessive use of smartphones on young people" only requires students to present the impacts on young people in terms of their studies, health and interpersonal relationships.
If the question is changed from ‘negative effects’ to ‘points of concern’, presenting the effects above can only explain ‘why should that be a concern’, the question further requires how different stakeholders express their concerns. For example, schools will formulate policies on the use of mobile phones in schools, and the government will conduct education and publicity campaigns.
This shows that the difference between the two types of questions lies in the depth of inference.
