ABSTRACT

The waste management crisis in Bali, particularly in Denpasar City, has become a significant environmental governance challenge due to rising waste generation, limited treatment capacity, and the planned closure of the Suwung Regional Landfill. This study analyzes the effectiveness of waste management governance based on Good Environmental Governance principles and examines the relationship between regional budgeting patterns and the risks of corruption and environmental negligence. The research employs a normative legal method supported by a socio-legal approach, utilizing legal regulations, budget documents, official reports, and relevant literature. Statutory, conceptual, and case approaches are applied to evaluate governance practices and fiscal policies in waste management. The findings reveal that waste governance in Bali has not fully implemented the principles of transparency, accountability, public participation, and sustainability. The overcapacity of the Suwung Landfill, the underperformance of waste treatment facilities, and weak oversight of public-private partnerships indicate persistent structural governance deficiencies. Furthermore, disproportionate allocations within the Regional Revenue and Expenditure Budget (APBD) and the utilization of Foreign Tourist Levy (PWA) funds suggest potential policy corruption and green corruption practices. These conditions undermine environmental service effectiveness and heighten the risk of environmental degradation. The study concludes that sustainable waste management requires stronger environmental governance, mandatory ecological spending, greater fiscal transparency, and robust anti-corruption safeguards alongside technical solutions.
