1481 Negotiations update
As of 4/19/24, we are getting closer to finishing the discussions for all items.
Next steps will be sharing all updated contract language, meetings for discussion, and then a general membership vote on the new contract items.
Thank you for your patience during these long negotiations. Remember we have 5 contracts and these updates will be for all of the 2024-2027 years. Then, for 2025-2026 we can talk about updates to only 2 contract items and salary/benefits. Similarly, for 2026-2027, only 2 contract items and salary/benefits will be open for updates.

April 9, 2024 UPDATES from AFT (National)
Student Loans and Taxes!
Happy Spring! I wanted to flag several economic and educational opportunities for you and your members this month. We’ve been working overtime with the Biden administration on fixing key issues for our members, including addressing the student debt crisis, ensuring students have access to college, reducing teacher shortages, and more. These are real solutions to improve the lives of our members, our families and our communities.
There’s a lot of information in here, so please be sure to read it through and pass on the information to your members.
Reducing student debt: First, in case you missed it, on April 1 we co-hosted a webinar with the White House and the National Education Association on the Saving on a Valuable Education, or SAVE, plan—the most affordable income-driven student loan repayment plan in history. You may be more familiar with the Public Service Loan Forgiveness program; SAVE complements PSLF by allowing public service workers to reduce their monthly payments while accruing credit toward full forgiveness after 10 years of loan payments. For everyone else, it still offers the potential to greatly reduce monthly payments. Check out our webinar recording and the wonderful stories of how SAVE has transformed AFT and NEA members’ lives.
Yesterday, President Joe Biden announced life-changing real solutions to ease the student debt burden for nearly 30 million Americans. When enacted, these new regulations will alleviate runaway interest for student loans up to $20,000, automatically discharge debt for many AFT members eligible for PSLF or SAVE, eliminate debt for borrowers who have been paying for 20 years, help borrowers enrolled in low-financial-value programs or institutions, and assist borrowers experiencing hardship due to student debt. The AFT was represented during the negotiated rulemaking by an AFT leader who advocated to ensure that any borrower struggling to pay back student debt would benefit from these regulations. Helping students access college: Next, you’ve likely seen stories about problems with the Free Application for Federal Student Aid. Every year, millions of high school seniors complete the FAFSA, a form used by colleges, states and the federal government to determine financial aid for college. The FAFSA collects information about the student’s family income, assets and other factors to determine their eligibility for grants, loans and work-study programs. This year, because of updates and improvements, there have been technical glitches and delays in the rollout of the FAFSA. This had led to a steep drop in FAFSA completions, which could have real and irrevocable harms for colleges, families, communities and, most importantly, students. If you work in a high school or know a high school senior or their family member, please encourage them to complete their FAFSA now.
Free tax online filing: The Biden administration has worked to make filing taxes easier than ever. Many of us have relied on paid online services, but the Biden administration has rolled out a pilot program to allow eligible taxpayers to easily file their taxes online for free. The program is available in Arizona, California, Florida, Massachusetts, Nevada, New Hampshire, New York, South Dakota, Tennessee, Texas, Washington and Wyoming. This means our members in these 12 states who have relatively simple tax situations can skip the paid services and save money. Let’s make sure all our members in the pilot states know that they may be eligible to file for free by this weekend’s deadline. This is yet another way that Biden is working to make life easier for everyday people. Please share this site with your members.
Reducing the teacher shortage: Finally, on April 10, the AFT is co-hosting a webinar for affiliates to learn more about Registered Apprenticeship Programs for teachers. Registered Apprenticeship Programs in education have rapidly expanded across the U.S. as an emerging approach to improving access and reducing barriers to entry into the educator workforce. The Department of Education published a brief on challenges facing the educator workforce, and it introduced RAPs as a strategy to address shortages. And in 2023, the AFT and the NEA participated in the development of national RAP guidelines for K-12 teachers. With the increased interest in expanding Registered Apprenticeships Programs in education, the Department of Labor funded the creation of the Educator Registered Apprenticeship Intermediary to support the design and development of new programs across the country. In partnership with the AFT and the NEA, the Educator Registered Apprenticeship Intermediary is hosting a webinar on April 10 at 4 p.m. Eastern time for AFT and NEA affiliate representatives to learn more.

Special Education Summit report out from Joana Bundoc (OHS teacher)
The conversations during the Summit primarily centered around three key themes:
Finding Strengths: Supporting Learners with Disabilities
(UDL) Universal Design for Learning: Everyone Learns Differently
Understanding Learner Variability
Additionally, discussions also focused on various barriers to learning, including those related to goals, methods, materials, assessments, and environment. These conversations highlighted the importance of Universal Design for Learning (UDL) principles, which emphasize providing multiple means of engagement, representation, and action to overcome these barriers effectively.
Overall, the summit provided a valuable opportunity for participants to engage in self-reflection on their own experiences as learners, considering both their strengths and challenges. This allowed for exploration of similarities and differences between our experiences and those of our students.
Moving forward, it would be advantageous to ensure greater representation from our district, including our service providers such as SLPs and Psychologists. Hearing and learning from the best practices of other districts can provide valuable insights. Overall, I'm grateful for the opportunity to meet new people and gain valuable experiences. And on a lighter note, I must mention that the food ordered by Steve was absolutely awesome!
Leadership Summit/Division Council/State Council report out from Michaela Ott and Michelle Llanda (JF teachers)
We are both so grateful to have been able to participate in the CFT March Summit. We were able to sit alongside many leaders in education from around the state and have a say in important matters affecting our school system.
We certainly learned a lot through this experience. We were able to attend various workshops related to topics such as mental health awareness, community schools, and lobbying. In both these workshops and in the general sessions, we were exposed to new terminology and concepts that will allow us to better comprehend and participate in future union events.
We walked away with a deeper understanding of how our union influences salary increases and other important decisions made by school districts and the state government, as well as just how tight-knit our union leaders are. They are truly working together tirelessly to ensure our education system is better serving our community.
We are thankful to be invited into this space, and we are eager to continue participating in future decision-making and professional development.

Along with my motto, "Better Working Conditions means Better Learning Conditions!" my 2nd motto is, "Let's get new people involved in the union work, since you can't have a Union without U!"
I am happy to report that we had two members participate in CFT's Leadership Conference, Division Councils (ECTK-12 and Classified), and State Council.

We will be voting (as necessary) towards the end of April.

LMI Labor Management Initiative Conference Report Out
On Feb 26, 2024, a team of AFT 1481 members and Daina Lujan, HR Director, attended a conference together to learn about and improve our practice of Labor Management Council Meetings.
Currently, at each site, the union site reps (“Labor”) meets with administration (“Management”) to discuss issues that have come up and/or to problem solve. In addition, the District LMC (Labor Management Council) meets monthly, and usually reports out in Toni’s Friday Newsletters, as appropriate. We hope to improve these partnerships.
During the conference, we discussed our JUHSD/AFT 1481 methods and procedures. Here are some of the highlights and takeaways to improving our SiteLMCs and DistrictLMC.
Within our LMCs, we want to build structures and tools so that when necessary we are better able to deal with tough issues.
Students are at the top of our list, and remember that when adults are well, then students are well too.
Being a part of a LMC means that you are not invited to the table, but rather you are helping to create the table. We need:
Space and time to meet
Representation at the meeting
Follow through after the meeting
The purpose of the LMC is to work on systems, trends, and patterns- Global Issues.
When we report out (we always need to report out) we should talk about the topics and outcomes, but not personal issues.
Switch the idea of the LMC being a “Leadership Team” to being a “Learning Team”, less of a decision making body, and more of a problem solving/pattern making body.
Site issues need to be better communicated to the District, through report outs and site visits.
This is not the place to talk about items that already have a process, don’t double up the work. (For example, this is not the place for grievances or bargaining contracts.) But, if something keeps happening over and over, then we should be looking for the patterns.
Sometimes, we need to send topics back to someone else, so that we can remember to deal with issues at the lowest level possible.
We hopefully will build a structure that outlives the people in the room.
And, we hope to build new relationships so that people can let go of the past.
We should be working on:
Systematic issues
Transformative topics
Empowerment
Feedback on initiatives or starting initiatives together
When we share out, share the “how” we decided and the “why” we decided.

Negotiations Update:
Many of our proposals reflect a quality of life in the workplace. And always remember that "Better Working Conditions means Better Learning Conditions!"
Today the District Administration and AFT 1481 negotiations teams finalized proposals and presented them to each other. Each side is working on their responses (counter proposals) for the next negotiations meeting on 2/15/24. Both teams are looking forward to continued collaboration.

As a reminder about the process of what happens during negotiations:
The union started negotiations for the FIVE 2024-2027 contracts: Adult School, Certificated Substitutes, Classified (BISS/OSS), Day Certificated, Walk-On Coaches.
All 5 contracts are open for negotiations. This includes salary and benefits as well as all other conditions of employment such as hours of employment, leaves of absence, transfer and reassignment policies, safety conditions of employment, class size, evaluation procedures, grievance processing.
The 1481 negotiations team will negotiate the best possible agreement, representing the interests of members, potential members, union, stakeholders and allies.
When considering monetary items, our goal is to have the greatest effect on the most number of members while trying to create overall equity.
The 1481 negotiations team proposals and rationale of said proposals.

Counter proposals will be discussed at the next meeting on 2/15/24.
When a tentative agreement (TA) is reached, the union members will vote to ratify(accept) the TA(proposals)

ARTICLE XIII RETIREMENT
A. RETIREMENT NOTIFICATION
Unit members will receive a stipend of $500 for notifying Human Resources of retirement for the end of the year on the form designated on the JUHSD Website by February 1st.
Starting July 1, 2024 (Moni had previously mis-stated that this would begin Jan 1, 2024), admin must inform the referring employee about student interventions for behavior issues. See the CFT backed bill re: student discipline, SB 274
(5) (A) A certificated or classified employee may refer a pupil to school administrators for appropriate and timely in-school interventions or supports from the list of other means of correction specified in subdivision (b) of Section 48900.5 for any of the acts enumerated in paragraph (1).
(B) A school administrator shall, within five business days, document the actions taken pursuant to subparagraph (A) and place that documentation in the pupil’s record to be available for access, to the extent permissible under state and federal law, pursuant to Section 49069.7. The school administrator shall, by the end of the fifth business day, also inform the referring certificated or classified employee, verbally or in writing, what actions were taken and, if none, the rationale used for not providing any appropriate or timely in-school interventions or supports.

The EC/TK-12 Council is hosting a Special Education Summit on February 22 - 23 at the new CFT Bay Area Office located at 2100 Powell Street, Emeryville. Let’s try to get some folks to go. Let Moni know who is interested.
The CFT March Summit will bring members together to organize around our union’s work to address ongoing challenges in public education and other key issues. March 14th-16th will include Division Councils, State Council and the CFT Leadership Conference.
The conference will be held in person at the Grand Sheraton Sacramento Hotel.
State council will be held at the Elks Tower.
Attendees will have the opportunity to sharpen leadership skills by attending useful plenaries, a legal update, and workshops on a variety of topics. There will be organizing, political, racial and social justice strands to give members the skills and knowledge to address the systemic racism in our society and in the educational community.
Student Loan Forgiveness Consolidation Deadline Bumped To April 2024
The Biden administration is giving borrowers another few months to apply to the student loan forgiveness credit under the Income-Driven Repayment Account Adjustment.
The majority of borrowers will receive the benefits of the account adjustment automatically, but those who hold FFEL-program federal student loans or those with multiple student loans that have a mixed repayment history may need to consolidate into the Direct loan program in order to maximize the benefits. The Direct loan consolidation deadline was supposed to be December 31 and is now being extended to April 30, 2024.

The completion of the Serramonte Del Rey Neighborhood Project will be a win-win for our District and the City of Daly City, generating badly needed revenue for the School District's educational programs (salary for staff is included!), while creating much needed housing for the community. We are very close to getting the approvals needed by the city of Daly City, but WE NEED YOUR HELP TO GET THIS TO THE FINISH LINE!

District Committee is trying to design more flexibility, to maximize revenue, letting developers deal with union worker issue
As of today, there will NOT be a requirement for the whole project to be done with Union labor (although some of it must use union labor) but they are encouraging local labor and practices that are good for workers such as health benefits
Monica has made a statement at the Board Meeting about this
District + Moni have been in conversation with Carpenters Union
This is complex as unions sometimes don’t always have the best hiring practices, either - they often import workers from other states, etc…
Also, this project will take a long time to come to fruition, thus, most of us will not see the benefits. However, we need the project to happen as we have loans out that need to get paid, etc…

We’re all getting back to work after Martin Luther King Jr. Day, and I wanted to share the AFT’s latest Union Talk episode with you. It has a very special guest—me!

It’s so important that we think like organizers this year because we cannot stop working to protect and build a diverse democracy. A second Trump presidency would be a total disaster—much worse than the first one—if you can imagine that!
We all need to ensure that we are engaging our networks because those connections are so authentic and influential. We have only one democracy, and this November will be one of the biggest tests it has ever faced.
In my conversation with Randi Weingarten, I talked about how everybody has to do more than just cast their own votes. When we think like organizers, we recognize the power of talking about real solutions for kids and communities, making sure people are registered to vote, and making sure people know that American democracy is on the line.

Student loan debt erased for 3.6 million borrowers
According to NPR, millions of borrowers have received student loan forgiveness, the U.S. Department of Education announced recently, after flaws and mismanagement were discovered through income-driven repayment plans.
The Biden administration has approved an additional $4.8bn in federal student loan debt cancellation for approximately 80,000 borrowers. This brings the total approved debt cancellation to $132bn for 3.6m borrowers. Education Secretary Miguel Cardona stated that this relief is historic and no other administration has come close to providing such relief. The latest round of relief is a result of fixes to the income-driven repayment plan and the Public Service Loan Forgiveness program. The Education Department has also canceled $11.7bn for borrowers with disabilities and $22.5bn for borrowers who were cheated by their schools or experienced sudden closures.

California program boosts special education teacher recruitment and retention
A four-year California program to help school districts recruit, train, and retain special education teachers has been a success, according to a report from the California Commission on Teacher Credentialing. The program, funded by a $50m grant, has resulted in 82% of teacher candidates being hired or on track to be hired as special education teachers. The funds have been used for tuition, stipends, signing bonuses, and to reduce student debt. The program has also supported the preparation of mentor teachers and the creation of professional learning communities. Despite the grant, teacher turnover remained consistent, but districts were able to fill vacancies with fully credentialed teachers instead of relying on emergency-style credentials. The report highlights the positive impact of the program in addressing the shortage of special education teachers in California.
California teacher credentialing agency working to expand
Thousands of teachers in California could be added to the state's workforce next school year due to a decision by the California Commission on Teacher Credentialing. The decision allows teacher candidates who come within -1.0 standard error of measurement of passing the California Teaching Performance Assessment or the edTPA to earn a preliminary credential. The commission's decision aims to expand the ways in which candidates can demonstrate their readiness to begin teaching. The decision is based on a report that revealed that a majority of teacher candidates who failed performance assessments in the last five years were extremely close to passing. A work group will also convene to study and make recommendations on how to improve all three of the state's performance assessments.

The state has created new laws that require cities to build housing or suffer penalties. The Serramonte del Rey Project developed by Jefferson Union High School District hopes to help the city meet the state requirements for housing development while at the same time generating much-needed funding for our community's high schools. In order to get this plan over the finish line we need your help.

The Impact of APEC on Workers and Women Panel

APALA sponsored a labor panel that focused on the Asia-Pacific Economic Cooperation (APEC) and its impact on workers and women. Event co-sponsors also included the SF Labor Council, UNITE HERE Local 2, San Francisco Committee for Human Rights in the Philippines, and Starbucks Workers United.
Featured speaker Elmer Labog "Ka Bong," Chair of KMU (Kilusang Mayo Uno, the May 1 Movement of the Philippines), spoke about the importance of protesting the APEC summit that will be in San Francisco from November 11-17, 2023. KMU is an independent and democratic labor center promoting genuine, militant, and anti-imperialist trade unionism.
APALA'S SF Chapter President Kat General also spoke at the event and expressed our solidarity to organize and build worker power globally. SF Chapter Board Members Gabe Alegre and Joy Zhan were also in attendance.

The 2024 Open Enrollment Period will run November 1 through November 9, 2023. This is a chance for employees to switch plans, add coverage, or add or remove dependents. Changes outside of this window of time are only allowable if you experience a major life event (birth, marriage, etc.). Changes made during Open Enrollment will take effect on January 1, 2024.
There have been some notable changes in premiums costs and coverage that will take effect on January 1. Specifically,

After a three-year hiatus that began during the pandemic, student loan payments are set to resume October 1. To help ease the transition, the U.S. Department of Education has made some changes, including much more generous parameters for income-driven repayment. The AFT is here to help you sort through it all and find the best path to debt relief, with weekly student debt clinics. The standing committees of the CFT meet regularly to examine issues of importance to educators and unions, ranging from special education to labor education. The committees also put forth policy proposals for the CFT in their areas of expertise.
FRI+SAT Oct 13-14, San Jose: The CFT State Council is scheduled to convene on Saturday, October 14 in San Jose at the DoubleTree by Hilton. We highly encourage you to attend and invite you to bring additional members from your local union to attend as well. Division Councils will also meet on Friday before the State Council.
The role of the State Council is to discuss and adopt policies that emerge from CFT committees and division councils, and from local executive boards. Additionally, the State Council sits as the CFT Committee on Political Education (COPE).
Why attend the State Council?
● The 2024 CFT budget will be brought before delegates for approval and adoption.
● Three major candidates for the U.S. Senate will be interviewed.
● At this election season meeting, you will learn more about CFT's candidate and ballot proposition endorsements and our multiple campaign plan.

SPECIAL EVENT - U.S. SENATE CANDIDATE INTERVIEWS- Oct 14th
We have invited US Senate candidate Representatives Barbara Lee, Katie Porter, and Adam Schiff to join us via webinar. Each will have 30 minutes to discuss their policy positions on education, labor, and other issues that matter to our members.
The candidate forum will take place between 10:00am-12:30pm on Saturday morning.
CFT member attendees will have the opportunity to listen to candidates, submit questions to be asked, and provide live feedback to CFT as part of our endorsement process.
Our goal is to have a very high attendance rate at this event, and will offer CFT members the opportunity to join either in person or via webinar. Additional details regarding registering for the webinar are forthcoming.
For members who plan to attend in person, and who are not identified as the local’s delegate, CFT will help to defray the cost of travel by $150 per member, up to three members, beyond the local president or State Council designee. Please note, these three members must be approved by the local president or executive board to attend.

Sign your name to Urge CA lawmakers to restore repeatability opportunities in community colleges
Please take a moment to urge members of the Senate Appropriations Committee to support AB 811 (Fong) to allow students to repeat certain credit courses. Community colleges have seen devastating impacts because of the restrictions on repeatability that went into effect in 2013.
Sign the petition in support of AB 811
Repeatability allows students to repeat courses for skill-building for transfer and careers. Restrictions on repeatability have reduced the options for students in the arts, world languages, kinesiology, and ESL, which disenfranchised many learners in the community and had disproportionate impacts on students who may not have had access to skill-based courses in high school.

Instructional Quality Commission (SBE Appointed): The State Board of Education will be appointing four members for a four-year term of currently practicing teachers and/or leaders with experience and expertise in English language arts/English language development, health/physical education, and mathematics. Application information is available on the CDE Application Information web page. The deadline for submittal of the application and all required documents is 5 p.m. on Friday, September 29, 2023. CA Practitioners Advisory Group (SBE Appointed): The State Board of Education (SBE) is currently seeking applications to fill four positions on the California Practitioners Advisory Group (CPAG), to provide input to the SBE on ongoing efforts to establish a single coherent local, state, and federal accountability system. The advisory committee serves as the state’s committee of practitioners under federal Title I requirements. CFT members find success advocating at the State Capitol this summer
This summer CFT members have been busy at the State Capitol building, advocating for key legislation to improve public education in California. Included among them was Oranit Limmaneeprasert from the Los Rios Federation of Teachers, who testified in support of CFT-sponsored AB 811 (Fong) before the Senate Education Committee. If enacted, AB 811 would allow students more options to repeat courses in California’s community colleges.
CFT Council of Classified Employees President Carl Williams, BFT Vice President Regina Chagolla, and Jefferson AFT 1481 member Kevin Tan all testified in front of Senate committees on AB 938 (Muratsuchi), key legislation sponsored by CFT that would increase funding for TK-12 schools with the goal of increasing salaries by 50% for both certificated and classified staff.
And finally, CFT President Jeff Freitas testified in support of AB 5 (Zbur) in front of the Senate Education committee. AB 5 is a timely bill sponsored by CFT that would require professional development for secondary K-12 educators focused on providing safe and supportive environments for LGBTQ+ students.
Thanks to all who testified for their great work! We are happy to report that all three bills were passed out of their respective committees on to the next step in the legislative process.

CFT Legislative Update
Many members, leaders, and CFT lobbyists have been actively and successfully engaged in support of our key legislative bills. The list below are all of our bills that have reached the second house, through their respective policy committees, and are being processed by the respective Appropriations committees. The decisions by the two appropriations committees will be at the end of August. The legislators are still out for another week, but when they return, look for a writing campaign for some of these bills. Here is the list of our sponsored bills:
AB 938 (Muratsuchi) - provides a LCFF base increase to help districts raise wages by 50%.
AB 811 (Fong) - provides more opportunities for community college students to repeat courses.
AB 1699 (McCarty) - gives part time classified professionals rights to additional assignments when a district wants to hire additional part-time positions.
SB 872 (Min) - requires class size data be reported annually to the legislature.
AB 800 (Ortega) - creates a workplace readiness week in schools so students learn about their labor rights.
AB 897 (McCarty) - establishes employment permanency for Adult Education instructors.
AB 383 (Zbur) - allows classified to certificated pipeline funds to be used for living expenses, and protects classified employee’s ability to temporarily leave to conduct student teaching.
AB 5 (Zbur) - establishes professional development for LGBTQ+ issues.
AB 504 (Reyes) - protects public workers who refuse to cross a strike line.
AB 1273 (Bonta) - creates a workgroup to establish best practices for classified workloads.
AB 1604 (Bonta) - increases accountability for charter school-owned land when a charter closes.
SB 88 (Skinner) - requires gig-workers that provide transportation to students adhere to the same safety standards as classified bus drivers.
SB 394 (Gonzalez) - creates a state plan for “green schools” to meet the needs of climate change.

Worker strikes are at an all-time high. And CEOs continue to claim they can’t afford to pay workers a living wage. Yet, the annual AFL-CIO Executive Paywatch report shows the CEO-to-worker pay ratio in the United States is at its second-highest level ever.
With performers, writers and many others on strike, we are highlighting the role of artificial intelligence (AI) in transforming our economy and its connection to CEO pay.
It’s not right that while CEOs are rushing to incorporate AI into their businesses, worker wages are falling behind inflation.

CFT Back to School tour kicks off next week with Jefferson AFT 1481
CFT President Jeff Freitas, Secretary Treasurer Lacy Barnes, Vice President Juan Ramirez, and other elected officers of CFT will begin a statewide back to school tour starting next Monday with Jefferson AFT 1481. Over the course of several weeks CFT leaders will visit local unions from every division and in every corner of the state to listen to and learn from rank-and-file educators and classified professionals on what they need to be successful this coming school year.

Governor Newsom and the state Legislature came to an agreement in late June on a state budget for 2023-24 that includes $225 billion in general fund expenditures while addressing a $31.7 billion deficit. While the budget protects public education with ongoing funding, there is still much work to be done to address critical issues facing our schools – including addressing the public education staffing crisis.

Trans Day of Visibility (TDOV) celebrates the joy and beauty of trans and non-binary folks across the globe, elevating their voices, and working together to make them feel seen, understood, and protected.
This year in particular, TDOV feels especially important. In states across the U.S, trans people are under attack. Whether it’s attempts to ban gender-affirming care for trans youth, trans youth participation in sports, or even ban insurance companies that provide trans adults with healthcare, basic human rights have been put up for debate. Not to mention, Black and Brown trans women continue to face fatal violence.
It’s more imperative now than ever to fight for and affirm our trans neighbors, friends, and loved ones.

Trades Introduction Program Orientation - Saturday, April 1st at 9am in Burlingame
Are you or someone you know interested in a career in construction but unsure which craft to pursue or where to begin? The San Mateo County Trades Introduction Program (TIP) can help! The San Mateo County Union Community Alliance and Local Apprenticeship Programs offer a certificated, Apprenticeship-Readiness Training course that prepares trainees to enter a green construction career ladder through state certified joint apprenticeship training programs. The program lasts approximately 20 weeks, with classes twice a week from 6-9pm. We are currently recruiting for our July 2023 cohort, and have an orientation coming up Saturday, April 1st at 9am. Orientation attendance is mandatory for anyone wishing to apply for TIP.

For decades, schools have been subject to annual federal testing requirements in reading, math and science. These tests have driven so much else of what happens in schools—with consequences like teaching to the test and crowding out art, music and anything that is not tested. These tests are inappropriately used for decisions about grade retention, graduation and teacher evaluation. And they rarely give educators useful information on how to support student learning, let alone foster joy, collaboration, creativity or problem-solving skills.
This bill would also quadruple funding for Title I to address the chronic underfunding of our public schools, expand and fund a program to allow states to develop better assessments, and prohibit states from using these tests as the sole or dominant factor in large-scale grade-retention policies, teacher evaluations or high school graduation policies, or as the sole factor in school rating systems.

The San Mateo Labor Council Opposes the Recall Effort Against San Mateo Mayor Amourece Lee
On Monday, February 13th the San Mateo Labor Council delegate body voted unanimously to oppose the recall effort against San Mateo Mayor Amourence Lee. Recall elections are intended to provide a mechanism for voters to remove an elected official from office if they are found to have engaged in egregious behavior such as malfeasance or corruption. Unfortunately, as seems to be the case with this one, they are often used as a tool for political interests to target public officials with whom they disagree. Recall elections are expensive and time-consuming, and they rarely result in removing the targeted official. Rather than using over one million taxpayer dollars on a costly recall, particularly given that Mayor Lee will stand for election next year, we urge the concerned citizens to instead focus on more effective and impactful forms of political engagement. That one million dollars of City funds would be far better spent on continuing to invest in the programs and services that make San Mateo such an incredible place to live, work and raise a family.

Please Donate to Support Those Impacted By Yesterday's Mass Shooting in Half Moon Bay
Brothers, Sisters and Siblings:
Half Moon Bay was rocked yesterday afternoon by a horrific multi-site shooting that claimed the lives of seven people and critically injured an eighth. It was the second mass shooting in California inside of three days, and the victims were coastside farmworkers and members of the AAPI and Latinx communities. It is believed the shooting was an instance of workplace violence.
Gun violence is a pressing issue of workplace safety. No one should report for a shift, go to a business or attend school with the fear that they won't return home. Families shouldn’t be left having to explain to children why a parent will never again walk through the front door. We in the labor community are both saddened and infuriated by this senseless loss of life and join our regional leaders in calling for an end to gun violence once and for all. It isn't even the end of January, and at least 69 people have already been murdered across 39 mass shootings nationwide. Where my peers and I did earthquake drills in elementary school, my five-year-old does active shooter drills in kindergarten. When will enough finally be enough???
As we collectively mourn the loss of life in Half Moon Bay, the County of San Mateo is providing mental health counselors and other support to the community. The San Mateo County Crisis Response Team (CRT) from Behavioral Health and Recovery Services has been meeting with families in the reunification center and other locations in Half Moon Bay. CRT staff are trained in crisis response, suicide prevention, and other mental health interventions. They provide individual and group psychological first aid, grief support counseling, connection to needed ongoing services and crisis intervention counseling free of charge to residents in need. There are also two local organizations accepting donations to support both the families of the shooting victims and the workers displaced until law enforcement investigations conclude and they can return to work. Sick Leave vs Personal Necessity Leave:
There has been some confusion about using these leaves. They are not interchangeable and you will be docked $ on your paycheck if you go over the allotted leaves, for Personal Necessity. Please check your own contract to make sure you do not go over your "Personal Necessity Leave" in a year. Also, do not use the numbers listed on monthly checks as your sick leave info, it is incorrect- due to SMCounty system.
Here is the contract language for each unit:
Adult Certificated: Unit members may apply on appropriate district forms for personal necessity leave which will be charged to annual sick leave and limited to six (6) days per year. Four (4) of these six (6) personal necessity leave days may be used as personal business days with prior notification given to the supervisor. (page 10)
Classified: Unit member may apply on appropriate district forms, for Personal Necessity leave up to seven (7) days per year. All seven (7) days of personal necessity under this section may also be used as personal business days for any reason with advance permission of the unit member’s supervisor, whenever such notice is possible. Such permission shall not be unreasonably denied. (page 19)
Day Certificated: Unit members may apply on appropriate district forms, for Personal Necessity leave up to seven (7) days per year. All 7 days of personal necessity under this section may also be used as personal business days for any reason with advance permission of the unit member’s supervisor, whenever such notice is possible. Such permission shall not be unreasonably denied. (page 14)
Issues at many Campuses/Sites:
Heat is not regulating, and many systems are down and need to be replaces or parts are difficult to get. HVAC is working on it. Let your site rep know if this is still an issue for you.
Job Classifications are something that we look at when folks feel that they are doing work outside of their class. It may take some time to get this dealt with, maybe at the next negotiations in 2025, but b patient and let us know.
Additional Supervisions for Day Cert Members has been organized differently at each site, although none of those methods is totally equitable. Talk to your site reps if you have issues.

Disaster relief for
CFT members impacted by storms
The recent storms in California have uprooted communities and schools across the state.
While the rain is welcome relief for the years-long drought, so far the storms have claimed at least 19 lives and led to evacuations, substantial property damage, and some school closures.
If you have lost your home or suffered property damage because of the storms, please let us know. Contact Liz Soto at 818-843-8226 or esoto@cft.org to see if you qualify for accessing support from the CFT Disaster Relief Fund.

Union Hardship Fund Helps Union Members in Need
The San Mateo County Union Community Alliance (SMCUCA) is a nonprofit 501 (c)(3) organization dedicated to enhancing the quality of life for all workers and their families in San Mateo County.
SMCUCA's programs aim to maximize the capacity of labor and community organizations to support quality job creation, ensure community health, and increase social justice.
The Covid-19 pandemic and ensuing economic recession have taken an extreme toll on union members.
SMCUCA's response to this crisis has been:
Instituting a twice monthly grab-and-go Union Food Distribution since April 2020 - serving more than 27,000 union families and San Mateo County residents. With the support of many volunteers from affiliated unions and hundreds of volunteer hours from union members, we have distributed more than one million dollars worth of food to families in need
Creating a four-county Union Hardship Fund, with United Way Bay Area, to assist our most vulnerable union members
Providing Rapid Response benefits assistance to hundreds of union members facing unemployment
Participating in regional workforce development and training efforts
We have also continued important programs, including
The Trades Introduction Program (TIP), our union-based apprentice readiness training course, We have placed more than 236 'TIP graduates in union construction apprenticeships.
Thank you for supporting our programs. With many state and federal Covid relief programs ending, we need your help more than ever!

Saturday December 10th Jefferson High School Food Bank
JUHSD Staff and Community:
Happy Holiday month! Show your holiday spirit and love for your community this Saturday, December 10th at Jefferson High School, as we will be hosting our monthly Second Harvest Food Bank organized by Pacific Islands Together (PIT) serving over a 1000 of our communities' families.
If you have time this Saturday, we could use the help setting up and distributing food to the needy in our community, that will support families and possibly their family pre-Christmas. If you can help at any time Saturday, that would be greatly appreciated to ensure the success of this much appreciated community service.
If you know of any students who are looking for service hours, please have them email me to sign up to volunteer. Of course we will have donuts and coffee when you get to Jefferson High School!

Please let your students know about the free grocery service. It is free, no questions asked, just some basic information for the Second Harvest Organization to know who is getting the food. The food distribution starts at 11:00 AM

Negotiations between Macy’s and its workers are under way. It’s time for Macy’s management to show its appreciation for all of the hard work and health & safety risks that Macy’s workers have taken during the pandemic. But, instead of recognizing the workers sacrifices, Macy’s is proposing to reduce the full time guarantees and seniority provisions in the contract. This is totally unacceptable!
UFCW Local 5 Union Square Macy’s workers are standing together for their families and their community. Union Square Macy’s workers have had a traumatic couple years between the closing and opening of the store due to the pandemic and civil unrest, and notable incidents of violent thefts at the workplace. All the while Macy’s and its CEO have raked in huge profits while the workers have been crushed by rising inflation. Now it’s time for Macy’s to take care of their workers and the community!

Redwood City — Thanks to an improved emergency alert and warning system, those who live and work in San Mateo County can now get messages via text, email and voice that include maps, images and multiple languages. The new features of SMCalert are meant to empower residents further by providing key information to help keep them safe and navigate away from incidents like major traffic delays and detours, wildfires, floods and mountain lions. The added capabilities are due to a new vendor, RAVE, which replaces former provider Everbridge.
Existing recipients of SMCalert are encouraged to create a new account to enable the new features. If you don’t, you will continue receiving alerts as before, but cannot take advantage of the added features. To do so, visit www.SMCalert.info.

A thinking routine is a set of questions or a brief sequence of steps used to scaffold and support student thinking. When the Supreme Court overturned Roe v. Wade, many experts worried the same legal thinking could be used to overturn our freedom to marry the person we love and strip away other rights we hold dear. We know extremists will take every opportunity to attack LGBTQ+ people - we see the repeated attacks on transgender and non-binary people and the drumbeat of anti-LGBTQ+ legislation popping up around the country.
Right now, we have a chance to protect our freedom to marry. The U.S. Senate is voting today to open debate on the Respect for Marriage Act, which passed the House of Representatives in July. Senators will then vote later this week on whether to pass the bill and send it to President Biden to sign into law.

The Leadership Conference will bring members together to organize around our union’s work to help address our ongoing challenges in public education and other key issues under the theme

(Justice, Equity, Diversity, Inclusion).
There will be organizing, political, and a racial and social justice strands to give members the skills and knowledge to address the systemic racism in our society and in the educational community. We hope to give you the skills, tools, and knowledge to unleash your inner JEDI for our schools, families, and communities.
Attendees will have the opportunity to attend useful workshops, hear inspiring guest speakers, and sharpen your skills as union leaders.

The California Democratic Party Bylaws (Article VI) provide that Assembly District Election Meetings (ADEMS) be held in each of the 80 California Assembly Districts in January of each odd-numbered year to elect 7 “self-identified female” and 7 “other than self-identified female” to be Assembly District Delegates (ADDs) to represent their Assembly District to the California Democratic Party. These elections are open to all registered Democrats statewide.

We stand with the AFL-CIO in its support of women's right to bodily autonomy
We share AFL-CIO President, Liz Shuler's strong belief that everyone should have control over their own bodies and decisions on their reproductive health care.
At this critical time, we also proudly reaffirm our support of gender justice and economic equity for all people and stand against any actions that limit those freedoms.

First up: Proposition 1, the Right to Reproductive Freedom Amendment.
CFT urges its members to vote Yes on Proposition 1 on November 8.
In an interview on MSNBC, Weingarten stated, "There's been a teacher shortage for years. What you're seeing now is that it's reaching a tipping point.” On NPR, she expresses sympathy for teachers and school staff who worked hard to fight for their students during COVID and are now being attacked by political opportunists like Gov. Desantis and Gov. Abbott, who have made LGBTQ+ students and the teaching of accurate history their latest punching bags.
And in an appearance on Good Morning America, she spoke to the root of the problem: "We have a teacher shortage because we have a shortage of respect for public school educators. A shortage of the professional working conditions which makes it difficult for teachers and other staff to meet their students' needs. We have a shortage of pay for what is arguably the most important job in the world. And we have politicians who want to ban books and censor curriculum rather than help teachers meet the social, emotional, and academic needs of kids."
AFT is working with state affiliates to address this issue; in fact, CFT’s own Carl Williams serves as co-chair of AFT’s Teacher and School Staff Shortage Task Force.
Social media bill heads to a Senate floor vote
Even adults know how overwhelming social media can be. But with the rise of teenage bullying, body dysmorphia, and suicide amongst teens, social media platforms must reform themselves to be non-addictive and have strong guidelines to protect our students.
The CFT is advocating for much-needed reform for platforms like Facebook and Instagram to protect the safety and mental health of students who spend time online.
AB 2273 (Wicks) will require age-appropriate design codes for social media platforms and was passed out of the Appropriations Committee on August 11 and now heads to the Senate floor for passage. A similar bill, AB 2408 (Cunningham), would have prohibited them from using designs or features that are known to be addictive to children, but it did not make it out of the Appropriations Committee.
Please contact your State Senator and urge them to vote yes on AB 2273!
These people are finally free of student debt. Join them.
After major changes to the federal Public Service Loan Forgiveness program, many borrowers have at last escaped what they thought would be a lifetime of student debt. If you’re an AFT member, you probably qualify; but to benefit from the changes, you have to file before Oct. 31, 2022. Learn how to get debt relief, and then read about members who have had hundreds of thousands of dollars in student debt canceled.
AFT leader discusses teacher shortages
This week, AFT President Randi Weingarten spoke on numerous media outlets about solutions to the school staffing crisis. CBS cited our survey showing that many teachers would not recommend the profession. Teachers are simply burned out, Weingarten told CBS News. “But at the same time, they want to make a difference in the lives of kids.” On Tuesday, Weingarten was on NPR’s “Here & Now,” saying that last year was the worst of teachers’ careers due to aftereffects of the pandemic—but pointed to successes in some states like New Mexico, which is offering flexibility, pay hikes and paperwork relief. On the “Today” show, she warned that school staff have reached a “tipping point."
How Florida is disrespecting teachers
AFT Secretary-Treasurer Fedrick Ingram continues his series for Word in Black with a column about how Florida is allowing veterans who have the best of intentions to become teachers without training or certification. In no other profession would this be permitted, he writes. It's time to pay teachers like we mean it, he says: “Now is the time to empower teachers to stay and return to the classroom instead of looking for replacements. Now is the time that we, as a country, show teachers that we truly thank them for their service."
Let’s give our kids the schools they need
Karen Lee Arthmann works as a security guard in a diverse suburban high school. Now that everyone is back at school in person, she says, one thing is clear: High schoolers are acting like middle schoolers, middle schoolers are acting like elementary kids, and elementary kids … well, it isn’t pretty. But teachers and other school employees already have the knowledge and experience to make changes that will matter, Arthmann writes in AFT Voices. With collaboration among parents, administrators and staff, these changes can start right away. The time for handwringing is over. Our kids are depending on us.

Great news: Because of our calls and letters, the House of Representatives just passed the Inflation Reduction Act, a generational bill to cut costs for working families, curb climate change, create jobs, and more.

The Inflation Reduction Act makes prescription drugs more affordable while stopping Pharma’s price gouging. It gives middle-class families a break on healthcare premiums. It requires the biggest and most successful corporations to pay a fairer share in taxes. And it creates jobs with historic public investment in manufacturing, energy security and lower energy costs for working families—all while helping address the impacts of the climate crisis. And it does all of this while decreasing the deficit.
This bill is a huge win for working families, and its passage is the result of many weeks and months of hard work and advocacy. It’s also another example of the Biden administration delivering on what working families need. This bill follows the passage of the Bipartisan Safer Communities Act to reduce gun violence, the PACT Act to provide necessary healthcare to veterans who had been exposed to toxic chemicals and burn pits, and the CHIPs Act to create jobs and boost our supply chain.
I want to thank congressional Democrats for getting this important bill written and passed, and I want to thank activists like you for helping push these historic investments and reforms over the finish line.

What union reps can do to help support members when meeting with administration
In our April Union Exec Board meeting, we discussed sharing info about what union reps can do to help support members when meeting with administration. Please take a look and let me know if you have any questions or concerns.
When staff members are asked to meet with admin, they are allowed to say:
“If this discussion could in any way lead to my being disciplined or terminated, I respectfully request that my steward/union rep be present at the meeting. Without representation present, I choose not to respond to any questions or statements.” These are called Weingarten Rights!
Representation for Union Members (and Unit Members)
In their role as Site Rep, they may be asked to support a unit member in a (disciplinary) meeting. When attending a meeting, their role is to ensure that the process follows provisions as outlined in the contract. They are not there to defend the unit member’s behavior or choices. Some helpful things they can do in the meeting include:
Remember, we are helping to honor the processes that are in place. It is not a personal referendum about who we like or who we don’t. We must help the folks involved respect the process.
This process is for staff to admin (not staff to staff)
Site Reps should take notes for the unit member as they are possibly nervous, so they may not remember everything that is stated in the meeting.
If Site Reps notice that the unit member is getting agitated, request a break.
If the unit member is comfortable with Site Reps asking questions, they can ask questions that the unit member did not think of.
After the meeting, Site Reps send notes to the unit member.

The goal is that we have at least 20 AFT 1481 members join, with a goal of 2,000 people total. Wear your union T-shirt and I will bring our banners and posters.

The event will kickoff at 10 AM at the Embarcadero
The march will begin at 10:30 AM and march up Market Street to Civic Center.
Rally at Civic Center: (3-4 speakers)
Our lead contingent this year will be UFCW and Teamsters, in support of their ”Make Amazon Pay” campaign.

There will be workshops on topics such as advocating for your work, work shouldn’t hurt, safety, and communication. The day will include a continental breakfast, lunch, and in CCE style, the conference will close with a raffle.

The San Mateo County Union Community Alliance (SMCUCA) is a nonprofit 501 (c)(3) organization dedicated to enhancing the quality of life for all workers and their families in San Mateo County. Our programs aim to maximize the capacity of labor and community organizations to support quality job creation, ensure community health and increase social justice.

With the support of many volunteers from your locals and hundreds of volunteer hours from your members, we have distributed more than a million dollars’ worth of food to families in need.
- Creating a four-county union Hardship Fund in partnership with UWBA to assist our most vulnerable union members
- Providing Rapid Response benefits assistance to hundreds of union members facing layoff
- Participating in regional workforce development and training efforts
We have also been able to continue important programs, including:
- Trades Introduction Program (TIP), our union-based apprentice readiness training course. We have placed 236 TIP graduates in union construction apprenticeships since the program’s 2014 inception.

How to help Ukrainian refugees

Night after night, it’s hard to watch the terror Ukrainians endure trying to defend themselves and their sovereignty in this terrible, unprovoked war Putin is waging against them. Between the carnage from Russian attacks and the increasingly dire refugee crisis, the impact of Russian aggression will last for generations.
Many of us are children, grandchildren or great-grandchildren of people who escaped fear or famine in a faraway place. So this crisis in Ukraine, like the ones in Afghanistan and Haiti, moves us to want to do something. My grandparents escaped the pogroms in Ukraine, and I was part of a trade union mission in 2014, as the ashes were still burning in Kyiv from the overthrow of Russia’s puppet oligarchical government.
Following the lead of President Joe Biden and the bipartisan group in Congress, our AFT pension council has agreed with my recommendation to divest AFT members’ pension funds from Russia, including from businesses run by the oligarchs. While we work to do that, here’s how you can help Ukrainian refugees.
We’ve been coordinating with the teachers’ unions in countries that border Ukraine, including Poland, Romania and Slovakia. Through our Disaster Relief Fund, we’re going to send money to these unions’ relief efforts. They’re setting up welcome programs in public schools for the children who have fled the Russian invasion. In Poland they’re even caring for refugees in their offices, but so far, they haven’t received any funds from the government to support the refugees. Eventually we hope to be able to send support to the teachers in Ukraine to reopen their schools after Russia is forced out.
I can only imagine how scary the world must feel for the children who have fled. Teachers and school staff just want to help these kids feel safe and welcome.

For those of you who go to Starbucks, here are a couple of articles about their tactics to discourage their workers from forming/belonging to unions. With so many choices out there, we can choose union friendly companies.

Parents stand with educators and public schools
A new national poll released by AFT this week found that supermajorities of parents give public school teachers high marks for their herculean efforts during the COVID-19 pandemic. Parents' perception of educator unions is also soaring to record highs.
Overall, 72% of parents say their school provides excellent or good-quality education, and 78% believe the quality and performance of their teachers is excellent or good, up 7 points from 2013, according to the poll. 83% of parents are satisfied with their schools’ efforts to keep students and staff safe. And by a 31-point margin, parents feel that teachers unions are having a positive, rather than negative effect on the quality of education.
The poll results come as a concerted campaign to bash educators and our public schools is underway across the country. But despite this campaign, most parents aren’t buying it.
“Parents are incredibly appreciative of the heroic efforts of teachers and classified staff during the pandemic,” says CFT President Jeff Freitas. “They are standing with us in defense of public education because they understand that the virus is the enemy, not one another.”

With great pride we announce that our Raoul Teilhet Scholarship program has now awarded more than $2 million in student scholarships. To date, the CFT has helped 741 children or dependents of members reach their higher education goals through this prestigious benefit of union membership.
The Raoul Teilhet Scholarship program is now accepting applications from high school seniors with a deadline of December 15. At that time, we shift and begin to accept applications from continuing college students through June 15, 2022.

You may be eligible for public service loan forgiveness under new rules
After years of pressure and lawsuits from AFT and other advocates, the Department of Education recently announced sweeping changes to the Public Service Loan Forgiveness (PSLF) program that will make it easier to qualify and easier to achieve forgiveness.
For a limited time only through October 31, 2022, the Department of Education is offering a Limited PSLF waiver to count previous payments that were previously ineligible because of loan types or repayment plans. This will help thousands of borrowers who were denied forgiveness in the past and could now be eligible to have their entire loan balance wiped away.

According to the AFT, more information will continue to be announced in the coming weeks and months, including changes to streamline the application process. The long term structural proposals will take longer to be approved and implemented, and will probably undergo changes in the rulemaking process. The good news is that things are moving in the right direction to make student loan forgiveness easier and more accessible to borrowers.
The CFT Organizing Department has facilitated many student debt clinics for hundreds of our members over the last few years, resulting in many people getting the help and support they needed to get on the right path to PSLF. Through those clinics, we also identified several California members who worked with AFT on the advocacy and political work resulting in the overhaul of PSLF. They participated in a critical lawsuit against Navient (resulting in the company no longer servicing student loans due to their predatory practices), visited electeds, talked with reporters, and much more. This is a huge victory and CFT members helped make it happen!
Legislative update: Three out of four priority CFT bills signed by the governor into law
We are happy to report that Governor Newsom has signed three bills championed by CFT during the latest legislative session. First up, the governor signed AB 438 (Reyes, D-Grand Terrace), which matches the classified school employee layoff calendar to the layoff calendar for teachers. AB 438 is not only a matter of respect and equity for hard working and dedicated classified employees, it also compels school districts to make well-thought-out budgetary decisions, rather than guessing and potentially laying off classified employees at any time of the year.
Second, Governor Newsom signed CFT-sponsored AB 1550 (Rivas, Luz, D-Arleta), a priority bill for UC-AFT, the teaching faculty at the University of California. AB 1550 guarantees that UC-AFT faculty whose existing job classifications are added to the Academic Senate will have their bargaining rights protected.
Third, Governor Newsom signed SB 294 (Leyva, D-Chino), which removes the service credit limitation with CalSTRS during leaves of absence for labor union service.
Unfortunately Governor Newsom decided to veto AB 375 (Medina, D-Riverside), which would have formally increased the workload cap available to part-time faculty from 67% up to 85% of a full-time faculty workload in California’s community colleges. The veto came following intense pressure from the California Community Colleges chancellor’s office, which grossly overestimated that yearly costs would top $400 million. However, in his veto message the governor committed to working through the budget process to specifically address issues facing part-time faculty in next year's state budget.

Saturday Food Bank Volunteer Sign-up
Saturday, September 25th at Jefferson High School, we have one of our bi-monthly Second Harvest Food Bank serving over a 1000 of our community families. If you have time this Saturday, we could use the help setting up and distributing food to the needy in our community.
This weekend, Jefferson High School has both a food bank going on and a youth football tournament going on, at the same time, so help with parking and traffic, as well as doing set up and distribution quickly and safely is much needed. If you can help at any time this Saturday, that would be greatly appreciated to ensure the success of this much needed community service.
Of course we will have donuts and coffee from the Chit Chat Cafe in Pacifica when you get there! Please sign up using the volunteer sign up form linked here. Thank you for your continued support of this community resources organized by Pacific Islands Together and Second Harvest.

This was done because the staff was heard and the district acknowledges that this additional work - which for many of us would require time outside the workday to complete - in supporting our students requires compensation. This is a one-time payment, but we will try to negotiate something for future years as well. See attachment for the MOU.
