Math fluency is more than just quick recall of basic math facts. Math fluency is the student's ability to understand the math that is happening, and being able to effectively and efficiently solve the task at hand. Students need to be able to work flexibly with numbers and their approach to solving problems. However, when students are fluent with their basic math facts, it allows their overall math fluency to increase as well. This is especially true since being fluent in math requires students to complete some of their math skills mentally. This page is full of ways to build students' basic math fluency, which again, is just a small part of their overall Math fluency.
Here are skills that students should be fluent in by grade level to help improve their overall math fluency, and later success in Math.

First Grade: Add and Subtract within 10 mentally (up to 20 if ready)
