We are on the verge of a major milestone: 60 ratifications, the threshold needed for the Treaty to officially enter into force.

Key Points:
The High Seas Treaty has reached the threshold for entry into force. This is a once-in-a-generation achievement for global ocean governance.
In just over a year since adoption, countries around the world have come together to protect nearly half the planet, the ocean beyond national jurisdiction.
The Treaty will officially enter into force 120 days after the 60th ratification and its first Conference of Parties should happen within a year after that. This is an opportunity to:
Celebrate this diplomatic and environmental milestone.
Showcase leadership by early ratifiers.
Focus attention on implementation and inclusivity moving forward.
Entry into force is only the beginning. We now call on all UN Member States to ratify the Treaty to ensure the legitimacy and effectiveness of its future governance, equitable participation in decision-making, and strong collective action against the climate and biodiversity crises.
Countries must also keep working to build strong foundations in the form of the Treaty’s institutions and processes at the upcoming Preparatory Commission meetings, happening in August 2025 and March 2026, to make sure it delivers on its ambition to protect biodiversity and advance equity in the High Seas.
At the same time, there is a lot we can already do to lay the groundwork for swift and effective implementation by working together to gather the information needed to develop protection proposals for the Treaty to agree once it is up and running.

🌊 A historic milestone! With 60 ratifications, the High Seas Treaty is officially set to enter into force in 120 days.
This is a landmark moment for ocean governance and multilateralism, the result of years of tireless advocacy, diplomacy, and collective determination. The Treaty will, for the first time, provide a legal framework to protect marine biodiversity in areas beyond national jurisdiction, covering nearly half the planet.
From high-level political leaders to policy champions, from civil society to philanthropy, from scientists to Indigenous People and youth activists, this achievement belongs to all of us.
But this is only the beginning. We must now bring the rest of the world on board and ensure the Treaty delivers meaningful and equitable protections for our shared ocean and reach universal or global ratification. We must also work for the effective set up and implementation of the High Seas Treaty.
