DEADLINE TO REGISTER PENALTY FREE IS NOVEMBER 30TH, 2025
On April 10, 2025, the City of Gloucester Board of Health approved new rental regulations designed to enhance tenant safety while supporting landlords. Based on consultations with landlords and a review of housing issues, we believe these changes will create more value for landlords and ensure safer environments for tenants. Under the old system, landlords were required to complete a pre-rental inspection, navigate complex renewal timelines, and pay $90 per unit for a Rental Certificate, which was only issued after post-inspection corrections.
Under the new regulations, no inspection is required to register a rental unit. Instead, landlords pay just $30 per building annually and agree to follow the State Sanitary Code. Registration is now a prerequisite to access City support services—including grants, short-term rental guidance, and housing assistance. Additionally, unregistered properties will face a $500 daily fine, which will be actively enforced. Registered landlords may also become eligible for funding and resources to help improve their units.
