Program History

The Foothill Consortium Induction Program began in 1999 as the Tri-District Beginning Teacher Support and Assessment (BTSA) Consortium as a partnership between Charter Oak Unified, Claremont Unified, and West Covina Unified School Districts, with West Covina Unified School District serving as the sponsoring LEA (Local Education Agency). The Tri-District BTSA Consortium became the Commission Approved Foothill Consortium BTSA Induction Program in 2005 with the addition of Bonita USD. Glendora USD joined the Consortium in 2006. In 2021, Foothill Consortium received accreditation for the Clear Administrative Services Credential.

Although primarily supporting new teachers and administrators in the member districts, Foothill Consortium also provides Induction for new teachers and administrators at private schools and in surrounding school districts.
