In this standard, students are expected to understand that a digit in one place is 10 times greater than the same digit in one place to the right or 1/10 times the size of the same digit to the left.
Example:
When comparing the numbers 123.4 and 532.9...
123.4=the value of the 3 is 3
532.9=the value of the 3 is 30
So, the value of the 3 in 123.4 is 1/10 of the size of the 3 in 532.9. The value of the 3 in 532.9 is 10 times the size of the 3 in 123.4.
