All great journeys begin by taking the first step of forming unyielding and transformative partnerships. The journey of Fleming County Schools cannot be complete without our strong partnership with Cognia over the past decade. Using Cognia’s research, resources, and well-skilled practitioners, Fleming County Schools has advanced from a turnaround school district to a distinguished school district, to now, a leader in the work focused on developing Local Accountability Systems across the Commonwealth.

As Fleming County Schools approached the crossroads of developing the Measures of Quality, a local accountability system, back during the 2021-2022 school year, access to information, examples, and expertise was lacking across Kentucky. In February 2022, Fleming County Schools began preliminary discussions with Cognia’s Kentucky Team, with the desire to strengthen practices associated with standards, measurement, and reporting out quality to stakeholders.

In an effort, that required Cognia’s full team from coast-to-coast, the Measures of Quality were paired with Cognia’s Performance Standards, which are research-based, from extensive experience from the top performing schools and school districts from around the globe. As a team, Cognia’s Kentucky Team and the Fleming County Schools administrators, over several months held in-depth discussions, explorations of evidence, and the development of digital tools that will advance the Measures of Quality to levels not yet seen in local accountability systems found across the nation. Grounded in extensive research conducted by Cognia, the Measures of Quality moves the needle of quality that is aligned with the district’s vision to become a District of Distinction.
