Board of Directors

Each board member serves a four-year term, and together, they are responsible for establishing the district's goals and policies and are the governing body on adoption of school budgets and all fiscal matters. It's the job of the superintendent, who represents the board, and the district staff to carry out the board's wishes.

The board welcomes and encourages public participation during its meetings. Members believe that good schools and the community nourish each other and that active citizen interest guarantees the excellence of public schools.

Board meetings begin at 5:30pm at the district's Administrative Service Center ( 13413 NE LeRoy Hagen Memorial Drive). All meetings are open to the public (with the exception of executive sessions). At each regular or special meeting, the public can participate in one of two ways:

The board asks for citizen comments to permit audience members to raise district issues not listed on the agenda. However, board members will only be able to listen and/or ask clarifying questions. They will not respond or take action on items not on the published agenda. Or, at regular or special meetings, you can speak regarding any information or action item on the agenda, at the time that item is discussed.

Board Meetings

Any citizen wishing to address the Board about an item not on that meeting’s agenda may do so during the designated time on the agenda for Citizens’ Comments, as long as the comments are not personnel-related or about an individual employee or student and are not legal in nature. Each speaker will be allowed three (3) minutes to address the Board.

Members of the public who wish to address the School Board during the citizen comment period must sign up prior to the meeting and provide their legal name, telephone number, address, and the topic they would like to address.


Updated guidelines from Governor Inslee’s office (as of February 16, 2021), in response to COVID-19, and the Open Public Meeting Act (OPMA), now allows for in-person meetings to occur, but limited to 25 percent capacity of the meeting room, with all social distancing protocols in place.

Members of the public who would like to attend the board meetings in person, please call 360-604-4005 to sign up for one of the limited available seats. You will still be able to access the meeting via Zoom Webinar by clicking on the link below.

To address the School Board during the citizen comment period, either in-person (following the process described above for reserving a seat), or virtually, call the district office at 360.604.4005 by noon on the day of the meeting to be included on the agenda.

Members of the public must provide their legal name, telephone number, address, and the topic they would like to address.

Board Members

Victoria Bradford

Victoria Bradford (School Board President), the President of Comfort Interiors, was elected to the school board in November 1999 to the District 3 slot. She is the mother of two daughters, both products of Evergreen Public Schools. A former bank officer and long-time school volunteer, Ms. Bradford attended Portland State University and Marylhurst College. Prior to joining the board, she served as chair of Evergreen Citizens for Schools, chair of Evergreen Coalition of Parent Organizations, and president of the Harmony Parent/Teacher Association. She worked on other district committees and was a member of a Shared Leadership Team. She is a cofounder of the Quality Education Coalition of Clark County and a member of the Vancouver Downtown Association. She was re-elected to the board in 2003, 2007, 2011, 2015 and 2019.

Ginny Gronwoldt

Ginny Gronwoldt (School Board Vice President) was elected to the Board, District 5, in November 2017. She was a long-time member, and former President, of the Evergreen School District Foundation and the York Elementary PTA. In addition, her current and past volunteer work includes Educational Opportunities for Children and Families (EOCF), Leadership Clark County, Junior Achievement, Police Activities League of Vancouver and East Vancouver Business Association. Ginny has a long career in the banking field and is a Business Lending Officer for iQ Credit Union. Ginny has three children who attend Evergreen schools.

Rob Perkins

Rob Perkins (School Board Legislative Representative), the Chief Technology Officer for Finite Solutions, is a 1987 graduate of Mountain View High School. He and his wife, Kim, have five children who have graduated, or are currently enrolled in, Evergreen schools. Rob started his volunteer work in the district with two years as PTA Treasurer at Harmony Elementary School. He followed that up with work on the district's ad-hoc Budget Committees and Instructional Materials Committees. He was officially sworn in at the Board’s March 11, 2014 meeting to represent District 2 and was re-elected in 2015 and 2019.

Julie Bocanegra

Julie Bocanegra

Julie Bocanegra, appointed to represent District 1 the Evergreen Board of Directors in February 2012 and re-elected in November 2013 and November 2017, manages a branch of Columbia Credit Union. She also is a former chair of the Battle Ground Chamber of Commerce, former president of the Evergreen Little League and a lifelong Vancouver resident. Bocanegra and her husband have a son, Zach, who graduated from Heritage High School. In Fall 2020, she was selected to serve as a member of the Washington State School Directors Association Board.

Rachael Rogers

Rachael Rogers was selected to fill the District 4 seat in March 2019 and elected for the seat in November 2019. Rachael and her husband are parents of two young children whom attend Fisher’s Landing Elementary School. As a Clark County Senior Deputy Prosecuting Attorney, she holds a law degree from Willamette University and a Bachelor of Arts in International Affairs and French from Northeastern University. She cites her commitment to public service as well as volunteer activities, including coaching the Hockinson High School Mock Trial team, as part of her interest in seeking the Board position.

Superintendent

Mike Merlino

Superintendent Mike Merlino grew up in Vancouver, attended Fort Vancouver High School and is a graduate of Washington State University. Merlino started his career in public education in 1988 at Educational Service District 112. He worked in various capacities including creating and overseeing the regional Business Services cooperative and as Assistant Fiscal Officer. In 2000, he moved to Evergreen serving as Director of Budget and Operations, Chief Financial Officer, then Chief Operating Officer, before being named Superintendent in April of 2019.

Superintendent Merlino routinely has been called on to advise state and federal officials and groups on a range of educational topics. Governor Christine Gregoire appointed him to the Washington Learns K-12 Advisory Committee. He served on the Washington State Legislative Joint Task Force on Local Effort Assistance and the Local Funding Work Group. Within Southwest Washington, he is a member of the Educational Service District 112 Workers’ Compensation Trust Executive Committee and Specialized Transportation Advisory Board.
