Welcome to the Region 3 ESC & Texans Recovering Together Crisis Counseling Program (CCP) Grant Resource page. This site was developed during the grant cycle (February 1, 2018 through October 31, 2018) which was awarded to Region 3 ESC as part of a larger state grant from FEMA/SAMHSA in response to long-term recovery needs (Regular Service Plan or RSP) from Hurricane Harvey. Hurricane Harvey hit the Texas coast on September 25, 2017 and was devastating to a large number of counties along the Texas Gulf coast. The Region 3 area was hard hit with wind, rain and floods and disaster declarations were issued for all 11 counties within the Region 3 catchment area. While the RSP CCP grants typically are administered by local mental health authorities for a particular area, the Texas Education Agency (TEA) partnered with Health and Human Services Commission (HHSC) to provide RSP CCP services to counties in need. ESC Regions 2, 3, 4, and 5 were asked to participate in the RSP CCP along with 3 local mental health authorities in the greater Houston area. This marks the first time that educational entities were tasked with providing mental health and crisis counseling support services to counties following a disaster. New partnerships and collaboration efforts were forged and new experiences and challenges were provided to the ESCs.

Region 3 Education Service Center serves 39 public school districts located in an eleven county area of 10,833 square miles serving approximately 50,000 students. Early in the grant cycle, it became apparent that to adequately serve the geographically large and very rural locale of the Region 3 counties, development of a resource that would provide Crisis Counseling Outreach Workers and the individuals they served with the local and county resources available.
