PROBLEM STATEMENT
Faced with the rapid pace of industrialization and urban expansion in our country, environmental challenges related to the management of all types of waste (solid, liquid, and gaseous) and pollutant emissions are becoming increasingly significant. Current practices reveal clear shortcomings in traditional management models, which tend to focus on downstream treatment rather than on prevention and sustainability, and remain disconnected from global technological and economic transformations.
At the same time, underexploited opportunities are emerging, particularly the use of artificial intelligence technologies to improve operational efficiency, and the adoption of carbon market mechanisms to stimulate green investments.
From this observation arises the central issue of the conference: How can an integrated and innovative system for the sustainable management of waste, liquid effluents, and emissions be developed, one that harnesses the potential of artificial intelligence and carbon market mechanisms, in order to achieve interconnected environmental, economic, and social objectives within the framework of the circular economy and the green digital transition?
Provide a forum for academics, researchers, practitioners, and policymakers to exchange knowledge and expertise.
Stimulate and align academic and applied research (particularly for doctoral students) with practical challenges.
Generate actionable recommendations and policy frameworks to promote the adoption of smart and sustainable solutions.
Strengthen partnerships between universities, research centers, and the public and private sectors, while encouraging investment in green technologies.

All submissions should be full paper in English and plagiarism-free, i.e., they should not have been previously published in any conference proceedings, book, or journal and should not currently be under consideration elsewhere.
The official languages of the conference are Arabic, English and French.
All submissions must present original and unpublished work that is not currently under consideration elsewhere. Submissions can have up to 8 pages formatted according to the standard IEEE two columns template:

At least one author of each accepted paper should send a video recorder and is expected to present the work online.
How to prepare a PowerPoint file in video format:
The Microsoft CMT service was used for managing the peer-reviewing process for this conference. This service was provided for free by Microsoft and they bore all expenses, including costs for Azure cloud services as well as for software development and support.
Below are the summary steps and guidelines to assist you in the review process:
Accepting Review Invitations: Upon receiving an invitation, click the "accept" link in the email. If you decline, click "decline."
Reviewer Console: Access your assigned papers in the Reviewer Console. You can view abstracts, download papers, and start your reviews.
Editing Reviews: Answer all required questions, marked with an asterisk (*), and use the "Save Draft" feature regularly.
Submitting Reviews: Once satisfied, click "Submit" to finalize your review. A confirmation email will be sent to you and the Chair.
Offline Review Option: Download the XML file for offline review, edit it, and upload it back to the system.

We kindly ask all participants whose submissions have been accepted to pay the participation fees for the "CSMWEE-2026" conference, which are set to:
Doctoral Students: 3,000 DZD
Lecturers / Researchers: 5,000 DZD
Professionals and Socio-economic actors: 7,000 DZD
(-50% for a second paper)

Once the transfer has been completed, please send the receipt of the payment by email to: csmwee@enset-skikda.dz or submit it in the CMT system with the final paper (Camera-Ready).
At least one author of each accepted paper must register to attend the online conference. After the conference, a certificate will be delivered to attendees.
