Includes an Act 46-ish process, through which districts proposed by the legislature will agree to merge.
It also proposes to overlay seven Cooperative Educational Service Areas ("CESA") across districts, the activation of which becomes effective upon passage.
House current proposed timeline:
1. CESA formation
a. CESA board member appointments: w/in 30 days of passage
b. 1 st meeting of CESA board: w/in 45 days of passage
2. UUSD formation (on or before)
a. Facilitator hire: October 1, 2026
b. Study committee assignments and 1st mtg: December 1, 2026
c. AOE study committee status report to GA: January 1, 2027
d. Study committee final report: December 1, 2027
e. School board review of study committee report: February 1, 2028
f. Secretary review: April 1, 2028
g. SBE findings: June 1, 2028
h. Vote to form UUSD: November 7, 2028
i. Facilitator final report to GA: January 1, 2029
j. AOE report to GA w/SU and CESA boundary suggestions: January 1, 2029
