Universities typically required a full IB Diploma.
STEM, Business and Economics courses will most likely have IB math and science requirements.
There are some options for students with a High School Diploma and/or IB Courses

A number of universities in Japan offer English-taught bachelor degrees.
There are often several admission rounds for international students and programs may start in August/September or April (the typical start of the academic year).
There are no national IB requirements - each university sets requirements
Japanese-taught programs will require the EJU National entrance exam.
Proof of English level (IB English A or IELTS/TOEFL) is usually required.
IB diploma students usually do not need SAT/ACT scores. HS Diploma students may have SAT/ACT requirements.

Public (Autonomous) universities are highly selective, no published IB point requirements, but high expectations.
