Dear Parents,

I hope you and your family are doing well and staying safe. As we approach the end of the school year, I would like to provide a few important updates for our families.

Here is a quick overview of the most important points:

• All American Heritage Charter Schools (AHCS) will finish the last six or seven weeks of the school year in hybrid learning mode to maintain a consistent educational environment for our students, staff, and parents.

• Our schools plan to host many of the year-end events that parents and students look forward to such as kindergarten promotion, 8th grade promotion, high school sports, the Junior-Senior Spring Formal, and ECHS graduation.

• All AHCS programs are planning to offer regular, full-time, in-person instruction for students in the fall.

Recently, the California Department of Public Health (CDPH) modified their COVID-19 health requirements and guidance for schools. Those changes include reducing the 6-foot distancing requirement for students, modifying the quarantine requirements for students and staff, and adjusting some of the limitations on school events. Moving forward, we will incorporate these new guidelines into our daily operations and open up many activities that have been set aside during the pandemic.

However, with the many “starts and stops'' our parents and students have had to endure this school year, we feel it would be best for our school community to continue with hybrid learning through the end of the spring semester. There are only six or seven weeks of school remaining until summer break, and we believe that last-minute changes may negatively impact our students as they complete the curriculum, work on final projects, and prepare for year-end testing. By staying the course, we will be able to provide an important level of consistency that our students, staff, and parents need to finish the school year successfully.

As we prepare for a return to full-time, on-campus instruction in the fall, we would like to highlight the efforts we are making to help our school community get back to normal as soon as possible. All of the campuses have invited students who are struggling academically to attend school full-time to better support parents and help those students improve their grades. At all levels, we are doing our best to bring electives and social activities back.

At the K-8 grade levels, the staff has brought back art, PE, and music enrichment classes. Our K-8 teams are preparing for kindergarten and 8th grade promotion events, and the staff has worked really hard to help our students enjoy the remainder of the school year with fun events, spirit days, award ceremonies, and the end-of-the-year barbeque that the students always enjoy. It is wonderful to see them having fun and getting back to normal.

At the high school, sports are in full swing. ECHS is offering all three seasons of sports during the last eight weeks of the school year. It is more important than ever that students have an opportunity to exercise and enjoy organized sports. Additionally, the high school hosted a Junior-Senior Spring Formal last weekend and plans to host the student-staff barbeque and academic awards ceremony in May.

The high school team is also very excited about plans to host an in-person graduation in June. This has been a very challenging year for our seniors, but they have risen to the occasion. We look forward to highlighting their accomplishments at graduation. The ceremony is also an important way for our staff to thank all of the parents who have supported the school over the years. We cannot wait to honor our students and families! (Additional details about the graduation ceremony will be emailed to parents this week.)

Finally, based on the new guidance from the CDPH, along with the planning our team has completed over the last few months, all AHCS campuses plan to return to full-time, in-person instruction in the fall. Our team is proud of the fact that our schools have been able to offer in-person hybrid instruction since September, but we are definitely looking forward to getting back to normal in the fall.

Dear Parents,

Last Thursday, December 3, Governor Newsom announced a sweeping new stay-at-home order that will significantly impact many businesses, local organizations, and industries in our community. Over the weekend, the stay-at-home-order went into effect in San Diego County and will remain in place for at least the next three weeks.

Unlike last March’s stay-at-home order, the current mandate allows schools that are currently offering in-person instruction, like the American Heritage Charter Schools (AHCS), to remain open. This means our schools will continue to offer instruction on campus in a hybrid format during December.

The recent order divides California into five regions and residents are subject to a stay-at-home order when hospital ICU capacity within their region dips below fifteen percent. The five regions are the San Francisco Bay Area, Southern California, Greater Sacramento, San Joaquin Valley, and Northern California. In addition, the new stay-at-home order will also require many sectors of the economy to close down indefinitely and will mandate that additional health measures be implemented in our community. We are closely monitoring the situation and will work closely with local public health officials as we respond to the new health guidelines. Dear Parents and Students,

Because of power outages in much of Escondido, Valley Center, and other parts of San Diego county due to high winds, Escondido Charter High School will be cancelling Zoom classes for today, December 3. Teachers will be posting assignments and videos in Google Classroom and itsLearning for students to access as they are able with the hope that power will come back on soon. If the power is back on tomorrow, all Thursday cohort students can attend the Zoom class on Friday.

We understand that this is unfortunate with finals coming, but teachers will be modifying their plans to ensure students are prepared. Please be on the look out for an update in the next 24 hours.

We will keep you updated, but for now we are hoping and praying for no fires and for everyone's safety.

Dear Parents,

Health circumstances have become more challenging in recent weeks, so the American Heritage Charter Schools will be making some proactive adjustments to ensure we can safely complete the final three weeks of the fall semester under the strict COVID-19 guidelines.

Over the past few weeks, the number of COVID-19 cases in our community has increased significantly, though there is no evidence of COVID-19 transmission on any of the American Heritage Charter Schools campuses. We expect the number of COVID-19 cases in our community to rise even more following the Thanksgiving break. With the strict health and quarantine guidelines that are in place, a significant increase in the number of cases among our students would place a real strain on our school’s limited resources, particularly our ability to adequately staff classes during the last three weeks of school. As more cases are confirmed, we would likely have to quarantine large numbers of staff and students for the remainder of the semester. To avoid that, we are making adjustments to the final three weeks of the semester.

Because there are still many important learning activities that need to be completed in order to finalize semester grades, including end-of-semester assignments, projects, and most importantly, final exams for the junior high and high school students, we have decided to take proactive steps to ensure the entire American Heritage Charter Schools community remains safe and students are able to successfully complete the first semester. The plan we have developed will enable our schools to complete the second semester with as much in-person learning as possible, while taking seriously the changing health circumstances in our community.

At Heritage Elementary School and the Heritage Flex Academy, where students are in isolated cohorts, students will return to in-person learning for the remainder of the semester based on their current schedule. Some small adjustments have been made to the week of December 7 to better accommodate testing and end-of-semester projects. (You can see the detailed plan by following the links below.) Additionally, both schools will use the final week of school to provide academic support.

At Heritage Junior High School (HJHS), where students are not in isolated cohorts and the chances for exposure are greater, students will return from Thanksgiving Break in a remote learning format for one week. This will provide some time after Thanksgiving for COVID cases, if any, to be identified. HJHS Students will return to in-person learning during the week of December 7 to take final exams on campus. During the last week of the semester (December 14-17), HJHS students will participate in remote learning to complete all school work and receive academic support at home.

At Escondido Charter High School (ECHS), where students are not in isolated cohorts and the chances for exposure are greater, students will return from Thanksgiving Break in a remote learning format for one week as well. This will provide some time after Thanksgiving for COVID cases, if any, to be identified. Students will return to in-person learning during the week of December 7 to participate in finals preparation on campus. During the last week of the semester (December 14-17), ECHS students will complete their final exams remotely from home.

Dear Parents,

As we approach the Thanksgiving holiday, many of our families are planning to travel or get together with friends and relatives. We understand how important these connections are for family, especially children. Maybe more than ever, we feel the need to spend time with those we love. As you reconnect with family over the holiday, please be mindful of those things that will keep you and your family safe. We want to be sure that your children come back to school healthy after the break.

With only four weeks of school left before Christmas vacation, our goal is to complete the first semester safely and successfully with on campus instruction. As you know, the final few weeks of school are very important academically. There are still many important learning activities that need to be completed in order to finalize semester grades, including end-of-semester assignments, projects, and, most importantly, final exams for the junior high and high school. The last thing we want is for students to have to make up assignments and tests when they return from Christmas break. The students (and parents!) need to take time off and have a break from school.

According to local health officials, COVID-19 appears to be more widespread in our community than during the first couple of months of school. As the number of positive COVID-19 cases have increased recently, San Diego County was forced to move to the highest health risk level of “purple.” This means San Diego County has moved into the most restrictive level of the State’s COVID-19 monitoring system and the daily activities of San Diego County residents will be significantly restricted for the foreseeable future. In addition, health officials expect a significant increase in COVID-19 cases in our region during the remainder of the flu season. Keeping our schools open will be a challenge for our staff, and finishing the last few weeks of the semester will require a real team effort.

The self-isolation and quarantine requirements pose the greatest challenge to keeping our schools open. If a student becomes sick with any COVID-like symptoms (e.g., cough, fever, serious fatigue, etc.), they are required to stay home from school for ten days. If a student tests positive for COVID-19, whether or not he or she feels sick, the student’s entire class, including the teacher and aides, may be required to stay home from school for fourteen days. At the junior high and high school levels, this could mean the school would be forced to keep hundreds of students home from school during finals week and would make finishing the semester nearly impossible.

To help us complete the first semester, we encourage parents to do the following:

1. Be extra careful as you enjoy the Thanksgiving Holiday.

2. If your student, or anyone else in the household, experiences any signs of illness after Thanksgiving, please take the extra precaution to keep your student home from school. School staff will work personally with you to make sure your student stays on track academically, including making up any missed work and tests.

3. In the event you learn that any of your family members, including your student, were in contact with someone who was sick during the break, please keep your student home from school when we return from break.

4. If you plan to have your student tested for COVID-19, please keep him or her home from school while waiting to be tested or waiting for results. Keep in mind, when a student tests positive for COVID-19 (whether he or she feels sick or not), the school is required to quarantine all of the students who were in close contact. By keeping your child home from school while being tested, the school may be able to avoid requiring other students to stay home from school.

Si un estudiante da positivo en la prueba de COVID-19, se siente enfermo/a o no, toda la clase del estudiante, incluso el maestro y los ayudantes, deben quedarse en casa y no ir a la escuela durante catorce días. We are excited to return to in-person learning this week. The teachers and staff have been working hard behind the scenes to prepare the campus for reopening. The primary concern of the American Heritage Charter Schools (AHCS) staff is to ensure the health and safety of our entire school community. With this in mind, the Board of Directors, school leadership team, and staff are committed to reopening our campuses in accordance with all state and local health regulations and orders.

The AHCS Safe Reopening Plan is based on a “healthy only” framework. This framework requires that parents and school staff work together to ensure that only healthy individuals enter AHCS facilities. This approach provides the greatest level of “normalcy” for students. It’s success, however, depends on both students and staff staying home if they display any COVID-19 symptoms or have been in contact with others who are symptomatic or who have tested positive for COVID-19. One of the best ways for us to ensure sick students do not enter the campus is for parents to familiarize themselves with the COVID-19 procedures outlined in the Student Parent Handbook. Parents are encouraged to closely follow these procedures when their child becomes sick. We must all do our part to keep our campuses open for in-person learning.

In preparation for reopening, the AHCS staff has taken important steps to create a healthy and safe learning environment for students and staff. These steps include: detailed procedures for limiting outside visitors to campus; wellness screenings for staff, students, and visitors; student training regarding effective hygiene practices; the distribution of dozens of portable hand-washing and sanitizing stations; face covering requirements for students in grades 3-12; an intense cleaning and disinfection plan that will ensure classrooms and other learning spaces remain safe for students and staff; and finally reasonable social distancing guidelines that will provide an added protection for both students and staff.

All of these topics and more are covered in the attached AHCS Safe Reopening Quick Guide. The Guide shares important details about COVID-19 related topics including the steps parents should take if their child should become sick at home or at school. I would encourage parents to set aside time to review this document. If you have any questions or concerns, please contact your school’s principal.

As students return to in-person learning this week, we expect that there will be some unforeseen challenges. With this in mind, I want to encourage parents to continue to be patient as the AHCS staff makes adjustments. Our primary focus is always the needs of our students and families.

Over the next few weeks, AHCS will provide additional information regarding different aspects of the school’s reopening plan, including practical information to help parents understand the new COVID-19 procedures, how to stay informed when health issues arise at school, and how to support their child academically at home. I hope you and your family are doing well and had a good first week of school. Although the American Heritage Charter Schools (AHCS) were required to begin school remotely, the students have had a great start. We realize the past six months have been challenging for our families, and the thought of starting a new school year remotely was discouraging for us all. Despite these challenges, the entire school community has come together to put the needs of our students first. I want to personally thank you for being patient and flexible as our schools started the new school year. Your positive outlook, hard work, and dedication to your children has been key to our success.

Last week the California Department of Public Health (CDPH) removed San Diego County from the state’s COVID-19 “watchlist.” This is very encouraging news and should enable AHCS to reopen its campuses to in-person learning in September. Based on the state guidelines, as long as San Diego County’s key COVID-19 indicators remain at an acceptable level for at least 14 days our schools will be permitted to bring students back to campus in a hybrid learning format. Our expected date for students to return to in-person learning is Tuesday, September 15.

In preparation for reopening our schools, the entire AHCS team has spent the past few months preparing for staff and students to safely return to in-person learning on campus. The AHCS team developed a comprehensive Safe Reopening and Operation of Schools Plan that will be used by the faculty and staff to ensure the health and safety of our entire school community.

As we get closer to September 15, there may still be families who are uncomfortable with their children returning to campus for in-person instruction. The AHCS staff has developed a remote learning option to accommodate these families. This option is designed to allow students to complete a similar core curriculum independently from home. Students enrolled in this program will have access to recorded lessons, textbooks, digital curriculum, and support from their AHCS teacher. Dear Parent,

I hope you and your family are doing well and staying healthy and safe. On July 20, you received an email that briefly discussed Governor Newsom’s recent directive regarding the opening of schools in California. The governor’s new order requires that all California school districts, charter schools, and private schools that are located in counties identified on the California Department of Public Health watch list remain closed for in-person instruction until the county has been removed from the watch list for at least 14 days. San Diego County is currently on the watch list.

The first day of the school year will still be August 17 as planned, but students will begin the school year in a remote learning (fully distance learning) format, and all American Heritage Charter Schools (AHCS) campuses will remain closed to students for at least the first two weeks of school, and likely until the end of the first grading period on September 11. AHCS has taken this action to enable teachers, parents, and students to prepare for the new year without any surprises or last minute changes. This email will fill you in on all of the details you will need for starting the year in a remote learning mode.

Because the AHCS staff is prepared to fully reopen our schools as soon as it is safely possible, the administration will send regular updates to parents on the reopening plan. Once the AHCS campuses are permitted to reopen safely for in-person instruction, parents will be informed at least two weeks in advance to enable them to prepare for the transition. In an effort to keep parents well informed, the ACHS administration will regularly update the American Heritage Charter Schools COVID-19 Information website linked here and will invite parents to participate in Zoom calls and continue to send out regular email notifications.

All AHCS schools will start the 2020-21 school year in a remote learning mode. This means students will complete all of their school work independently from home. Unlike last year’s school closure, students will be assigned five days of school work per week, with the goal of each student completing approximately four hours of school work per day. This aligns with the California Department of Education guidance provided to schools. Students will demonstrate daily academic engagement by participating in regular live instruction, completing daily assignments, and regularly communicating with the teacher. In addition, AHCS teachers will utilize Google Classroom as a learning management platform to post assignments, monitor student academic progress, and communicate with both students and parents. Students will be regularly assessed and assignments will be graded in order to determine the student’s final grade for each course. This is a significant departure from last year’s closure.

In order to ensure student success, teachers will use the same curriculum at each grade level and for each upper level course. This will ensure consistency and academic rigor in remote instruction. The curriculum in grades K-6 will place a heavy emphasis on the mastery of grade-level foundational skills and knowledge, especially in reading, writing, and math, while grades 7-12 will emphasize the mastery of these skills in the specific subject areas. At the elementary level, subjects such as history, science, and enrichment classes, will still be made available to students to extend their learning opportunities.

In order to make the start of school less stressful for parents and students on August 17, the first week of school will provide a slower start to enable students to be brought up to speed more easily. The first days of school will be devoted to providing students with their necessary course materials, reviewing school and class policies, and introducing them to the digital platforms that will be used to deliver the curriculum and instruction. Also, during the first week of school the staff will spend time building community with the students and parents.

As San Diego County’s health metrics improve, and the AHCS campuses are permitted to reopen safely for in-person instruction, the schools will quickly transition from a fully remote learning schedule to a hybrid learning schedule where students attend school in person two full days per week and complete school work at home the other three days. Under this plan, students with last names starting with A-L will attend classes on campus with a regular, full-day school schedule on Tuesdays and Thursdays and will complete their school work remotely from home on Mondays, Wednesdays, and Fridays. Students with last names starting with M-Z will attend classes on campus with a regular, full-day school schedule on Wednesdays and Fridays and will complete their school work remotely from home on Mondays, Tuesdays, and Thursdays. Families who have students with different last names will be accommodated so their children can attend school on campus the same days.

For families who are uncomfortable with their children returning to the school campus either full-time or in a hybrid-learning situation, AHCS will offer a fully remote learning option where students will complete all of their school work from home. Parents will be able to sign their children up for this program during July and early August. For parents who choose fully remote learning for their children, we ask that you make at least a one school-year commitment. Parents who opt for the fully remote learning option will be permitted to re-enroll their children in a full-time, on-campus school for the 2021-2022 school year.

Based on parent feedback, the AHCS team has developed two fully remote learning options for K-8 families who do not want their students to return to campus in the 2020-2021 school year. The first option is a traditional homeschool learning program called Flex Home Learning. In this program the parent is the primary teacher who provides the vast majority of the instruction. The school will provide all of the learning materials and assign each student a fully-credentialed teacher who will facilitate the educational process. The second option is for families who do not have the resources to manage a traditional homeschool program, but still prefer for their student to remain at home. Students who attend Heritage Elementary School and Heritage Junior High School will be able to have their students work from home remotely while completing similar core curriculum in both English Language Arts and Math. These students will have access to recorded lessons, textbooks, digital curriculum, and live tutorial time with their AHCS teacher.

As we look toward next school year, there is still a great deal of uncertainty surrounding the health directives for schools as they are continually evolving. We realize this uncertainty is frustrating for our families. Dear Parent,

Last Friday, Gov. Gavin Newsom issued an order that provided specific reopening guidelines for California’s K-12 schools. This order specifically impacts the American Heritage Charter Schools (AHCS) and will affect how and when our schools will reopen in the fall.

Gov. Newsom’s order requires that all California school districts, charter schools, and private schools that are located in counties identified on the California Department of Public Health watch list to start the school year with remote learning until specific health conditions are met. This order impacts all San Diego County schools.

In addition, the new order provides clarification and new guidance around the state-level expectations related to face coverings and physical distancing, and when schools will be permitted to reopen. The AHCS Leadership Team is carefully reviewing the new order to determine how the updated guidance will impact our schools. Fortunately, the AHCS Leadership Team anticipated the new guidance outlined in the directive and has already included many of its elements in our reopening plan for the fall.

As a result of Gov. Newsom’s order, all AHCS schools will begin the 2020-2021 school year in a remote learning format. Our school campuses will remain closed until San Diego County meets the school reopening guidelines outlined in the governor’s directive. We recognize that starting the school year in a remote learning environment presents significant challenges and hardships for many of our families. The AHCS staff has been working diligently the entire summer to prepare an effective reopening plan for the fall. Please know our team is prepared to quickly and safely reopen our schools. Moreover, the AHCS staff has thoughtfully developed both a hybrid and fully remote learning plan that will enable our schools to address whatever scenario arises next school year. In addition, our team is prepared to adapt to our dynamic situation.

In order to help parents plan for the start of the school year, please expect to receive additional correspondence in the coming days that will provide specific details about both the remote and hybrid learning plans for August. Moreover, I will host a second parent Zoom meeting on Thursday, July 30, at 3:00 p.m. Additional details will be emailed home to parents the week of July 27.

SACRAMENTO, CALIF. – The California Interscholastic Federation (CIF) has determined, in collaboration with our 10 Sections, that education-based athletics for the 2020-2021 school year will begin with a modified season of sport schedule (see following pages for 2020-21 sports calendar). Our calendar reflects the season for each CIF sport and the last date for Section Championships and Regional/State Championships in those sports where a Regional/State Championship is currently offered. Following this announcement, each CIF Section Office will release their own calendar to reflect regular season starting and ending dates and Section playoffs. It is anticipated that most Section start dates will commence in December 2020 or January 2021.

Dear Student and Parent,

The purpose of this letter is to inform all Escondido Charter High School (ECHS) families about the grading policy that was implemented effective April 20, 2020. Following are a list of questions and answers related to the school closure grading policy.

Why continue with remote learning?

To keep all students progressing in their classes, ECHS, in alignment with guidance set forth by the California Department of Education (CDE), will continue “to support students in preserving the progress they made prior to school closures and enable them to demonstrate further learning in ways that are appropriate to their context.” ECHS students have worked hard this school year, and we want to ensure they are able to continue showing academic growth in their courses as they prepare for the coming school year, college, and post-secondary goals. Additionally, our school’s remote learning curriculum provides students and families with a sense of normalcy and creates structure during this unprecedented time.

It is important to remember that teachers and students cannot be expected to cover the same amount of academic content in a remote learning environment as they would if they were still taking classes on campus. We also recognize the transition to remote learning creates accessibility challenges for students, especially those with special needs and limited resources.

For these reasons, the remote learning curriculum is designed to focus on the most essential skills and knowledge for each course. The work assigned to students should not be considered simply “homework.” Rather, the school work assigned to students reflects the most important components of the coursework students would have completed if they were receiving their instruction at school.

How will student academic progress be assessed?

The grading policy adopted by ECHS is designed to achieve several important goals: (1) to keep students academically engaged during the closure, (2) to promote academic skills and knowledge required for subsequent courses, (3) to incentivize students to continue with their studies, and (4) to provide reasonable allowances for those students who may face obstacles in fully accessing remote curriculum and instruction.

Following are the key points of the grading plan:

• To measure content mastery and communicate academic progress, teachers will continue to enter grades, including zeros, during the school closure period; however, teachers will be flexible and accommodating when issuing credit for late work and will allow students to revise, remediate, and improve assignment grades.

• In place of the Final Exam for each course, teachers will instead provide a weekly participation grade (scores ranging from 0-10 reflecting the percentage of weekly assignments completed). This change will help students improve their standing in courses during the school closure. The participation score will indicate a student’s level of engagement for each week, starting April 20-24 and extending through the duration of the school closure. Teachers are expected to have updated participation grades for the previous week in Synergy by 12:00 noon each Tuesday, and this grade will provide a quick snapshot of a student's level of engagement for the previous week.

• The End of Semester Report Card that will be issued in June will take into consideration the work completed prior to the March 6 midterm progress report grade and the academic progress made during the school closure.

• While our hope is that students use this time to improve their grades, students who have not demonstrated sufficient academic progress during the school closure will be expected to participate in summer school or retake classes as needed. Additional information regarding summer school will be provided in the near future.

• Students who were not passing a class prior to the school closure and did not improve their grade during the school closure period, will receive a “No Mark” (NM) and will be required to attend summer school or retake the course next school year.

What supports are available for students?

Teachers will continue to remain accessible and communicative each week that school is in session. Moreover, each teacher will be available at least twice per week for video conferencing and virtual “office hours” to provide additional support and guidance to students. Questions from students or parents about the assignments or expectations in a class should first be addressed to the teacher.

Weekly assignments and the teachers’ video conferencing schedule will be updated each Monday morning on the Academic Links page found on the AHCS COVID-19 Information web-page. Moreover, we will continue to send a daily email to students and parents with the direct link to assignments. If you are not receiving the assignment emails during the school week, please email Mrs. Salas at (ysalas@echs.org).

Peer tutoring is available to students who need additional help in specific subjects. Several current students and recent graduates offer tutoring for either community service credit or compensation. Please contact Student Services (student.services@echs.org) for help getting paired up with a tutor.

Will there be final exams if the school remains closed through the end of the school year?

No, teachers will not administer final exams in a remote learning environment. The last week of the school year, May 26-29, will include a shortened list of assignments to complete the course from home.

How can parents support their students from home?

There are several steps parents can take to help students be more successful with remote learning from home. Because students benefit from structure and routines when learning remotely, following are a few suggestions:

• Set aside specific times each weekday devoted for schoolwork with built in breaks to help students be more productive with their time.

• Provide a dedicated location in the home (such as a desk or dinner table) where students complete their assignments.

• Check in with your student each morning or evening to discuss their progress.

• Create a calendar of assignments and times when students will complete the work.

• Calendar scheduled teacher video conferencing and virtual “office hours” so your son or daughter does not forget to participate.

• Review your son or daughter’s participation grade each Tuesday afternoon, to easily evaluate your student’s progress.

How will colleges and universities view student grading during the school closure?

Many colleges and universities have made it clear that students will not be penalized for missing standardized exams, like the SAT or ACT, and they will be more flexible when determining admissions criteria. You can see recent announcements from the University of California and California State University systems here. The association of independent California Colleges and Universities has also provided guidance here. We encourage parents and students to visit university admissions websites to learn more about each university’s policies.

What should students and parents do if they need support or have additional questions?

Please know the administration and Student Services teams are also working throughout the week and are dedicated to helping students and parents successfully navigate the expectations of remote learning. For students who have limited access to a computing device, we have Chromebooks available to be checked out from the high school campus. As we implement this remote learning, we are so grateful for the high level of student engagement and the trust extended from parents to our teachers and staff. High school academics are very important to students and their ability to achieve post-secondary goals.

This is why we have tried to be very thoughtful about the implementation of the remote learning curriculum and intentional about the grading procedures. The national crisis we are facing has presented many challenges for both our students and parents. These challenges present an opportunity for our students to grow as young men and women in important ways--ways that we may not fully recognize for years to come. I hope you and your family are staying healthy and safe and were able to enjoy some much needed rest during the extended break. When we started this journey on March 13, no one expected the school closure to last this long. For the past five weeks, our parents, staff, and students have been working very hard to stay on top of the remote learning curriculum. As we enter the final stretch of the spring semester, I would like to encourage parents and students to keep moving forward.

Although circumstances related to COVID-19 in California and throughout our nation seem to be slowly improving, we expect many of the current restrictions to remain in place for the foreseeable future. Based on recent guidance from state and local officials, the American Heritage Charter Schools (AHCS) staff is now planning for an extended closure that may last through the remainder of the spring semester. The school closure will not go on indefinitely. Soon we will be able to reopen our schools, and our students, parents, and staff will be back together again. We miss seeing our families!

As we continue remote learning, we appreciate your ongoing encouragement and support. Please know our faculty and staff are here to support you and your family. One unique challenge of remote learning is maintaining the privacy and safety of students while they complete schoolwork online. In order to promote student engagement and provide important academic support, AHCS teachers utilize a variety of digital learning tools, including a video communication platform called Zoom, to run live classroom sessions and meetings. In order to protect students, teachers are expected to utilize security settings to lock down their virtual classrooms. Moreover, they have been provided with administrative guidelines and training to help them create and maintain a safe online learning environment for all students.

The past month has been challenging for our families. As the school closure has been prolonged, the demands of completing school remotely make it difficult for some of our families to support their children. Please know the AHCS staff is always available to help your family. As we move into the final month of school, our staff has made strengthening the sense of community among our parents, staff, and students a priority. With this in mind, we are working hard to create community building activities for students and families. Over the past three weeks, the COVID-19 pandemic has forced our families to make significant changes in almost every area of their lives. With the rapidly changing circumstances in our community, it’s been difficult for our parents and students to adjust. The American Heritage Charter Schools (AHCS) staff is grateful and inspired by our families’ spirit of hope, service, and devotion to their children. Although this has been one of the most challenging obstacles we’ve faced, I’ve never been more proud of our school community.

As circumstances evolve quickly, there is an unprecedented level of uncertainty for California’s public schools. From the moment officials initiated the countywide school closure, the AHCS staff had no way of knowing when our schools could reopen. Initially, we hoped that closing our schools through early April might provide enough time for San Diego County health officials to get a handle on the pandemic. It now appears California’s shelter in place directive will likely remain in place for the foreseeable future, requiring San Diego County schools to remain closed. This means it’s likely AHCS schools will be closed through April and maybe longer.

As we initiated the school closure over two weeks ago, the school staff implemented a two-phased approach to providing curriculum and instruction for our students. During the first three weeks of the school closure, the school’s focus was on successfully transitioning the curriculum and instruction to a fully remote learning environment while continuing to provide a basic level of instruction for all students. Thanks to our teachers, parents, and students, the transition could not have gone any better. The AHCS staff are now preparing for the second phase, which involves implementing a long-term educational plan that ensures all students have access to the curriculum and are able to successfully complete the school year. This phase will begin when students return from Easter Break.

After break, the focus of the K-8 curriculum will be to ensure students have mastered the fundamental skills and knowledge necessary to advance to the next grade level, with an emphasis on reading, writing, and math. Moreover, students will only have the opportunity to improve their grades. The decision to take this approach was made based on the fact that many of our students are performing at or above grade level and have successfully completed the majority of the curriculum, the difficulty of providing distance learning for this particular age group, and the challenges distance learning places on families.

In terms of the high school, the staff will implement a plan that focuses on the core components of the curriculum in each subject area. The goal of the teaching staff is to make sure students successfully complete their courses, are prepared to advance to the next grade level or course, and are fully prepared to attend college and pursue post-secondary goals. Teachers will still monitor student academic progress in their respective courses by entering grades received during both phases of remote learning. In addition, the school staff are formalizing a thoughtful plan to make sure students stay engaged with our school’s mission of academics, service, and leadership. Moreover, we plan to create opportunities for students to stay connected with their peers and feel supported by our school community. This plan involves working with parents, staff, and students to consider our options for important school events like the Spring Formal, Senior Exhibition, and, of course, graduation.

The past few weeks have been very difficult for our families. The uncertainties surrounding the national emergency, concerns about family and friends, and the challenges of completing school remotely have been stressful. Even though it’s important that our schools continue to educate students, it’s also important for our families to step away from school work, recharge, and spend time together without the pressure to keep up with the academic responsibilities. In order to do this, the Easter Break for students will be extended by one week. The break begins on Monday, April 6 and will continue through Friday, April 17. During this time, we encourage students, parents, and staff to take a break. You deserve it!

Thank you for the patience and encouragement you’ve shown the American Heritage Charter Schools’ staff over the past week. We are filled with gratitude and feel very supported by our families. As the challenges in our community continue to change, please know our team is committed to moving forward and providing the excellent education our families have come to expect from our schools.

Although this week has presented unique challenges for parents, students, and teachers, our transition to remote learning has gone well. Our parents, with all the new responsibilities and challenges this national emergency has placed on their families, jumped right into teaching and working with their children at home. On behalf of the entire staff, I want to thank you for your hard work and dedication!

Behind the scenes, the teaching staff have spent the past two weeks preparing the curriculum and instruction for remote learning and doing their best to make sure their students did not lose valuable instructional time during the closure. We’re proud of their commitment to students.

During the televised press conferences this week, Gov. Newsom discussed the possibility that California’s school closure might last through the entire spring semester and issued a shelter in place order for all California residents. We recognize how these new circumstances make schooling at home even more difficult. The administration and faculty have developed a thoughtful plan to keep students on track academically but also one that takes into consideration the unforeseen circumstances our schools and families are now facing.

For the next two weeks, we’re asking families to follow the curriculum plan for their children as best they can. Please know the curriculum is designed to provide as much flexibility as possible for families. In addition, our teachers are working very hard behind the scenes to provide the highest level of academic support for students. In terms of the potential for a long-term school closure, the administration and faculty have developed a plan to ensure students remain academically engaged through the remainder of the semester. While we cannot anticipate the decisions that may be made at the state level, the American Heritage Charter Schools are committed to providing educational opportunities for all of our students.

As students work from home, we recognize the unique challenges this places on families. Because homeschooling children can be difficult, our teachers are taking steps to modify their curriculum and instruction. To help us better respond to student and parent needs, I want to encourage parents to provide feedback by completing the following eight question survey.

Over the last few days, circumstances have changed rapidly in our community. Thank you for your patience and understanding as our schools adapt to the situation we are faced with and work to continue serving you and your family's needs. It is discouraging to have to temporarily close school and postpone athletic contests, artistic performances, fun field trips, and other important school events. But we know that doing our part to slow and stop the spread of COVID-19 is essential to the health and safety of our community.

Please know this time will not be wasted since our dedicated faculty and staff are working tirelessly to make sure your child stays on track academically. We know that for many of our students the routines, personal connections with friends and teachers, and the learning that takes place at school are both important and comforting. This makes being away from school challenging for everyone. For students and families who need additional academic or emotional support during the closure, please know you can reach out to me directly or any member of our team. We are here to support you!

Our goal over the next few weeks is to continue to provide the highest level of instruction possible while we transition to a remote learning environment. At the same time, we realize this will require significant changes to the assignment and assessment expectations so that students can complete them independently. Please know the entire teaching and administrative staff is available via email to answer questions and address concerns.

The remote learning academic plans will be available via our school website and will be emailed home each Monday similar to the regular email homework and will include an entire week worth of work to be completed by the student. If for some reason you do not receive these emails, please contact Ms. Salas at ysalas@echs.org. All assignments will use the same remote learning template that includes the teacher’s name, course, the resources needed to complete the assignment, detailed steps and directions to complete the assignment, how the assignment will be graded, how the assignments are to be submitted, and the due dates for the assignments. Please know the assignments were thoughtfully designed and the due dates provide parents and students with flexibility.

In order to complete some of the assignments, students must have access to a computer and the Internet. If your child does not have access to a computer or the Internet, please email Mr. Gilbertson at mgilbertson@echs.org. The school will work with your family to make sure your child is successful.

Please remember ECHS will be closed from March 16 through April 13. We encourage all students to pick up their textbooks from school as soon as possible. The school will be open on Monday, March 16 between 12:00 p.m. and 3:00 p.m., Tuesday, March 17, and Wednesday, March 18, between 8:00 a.m. and 12:00 p.m.

As we transition to remote learning for the next few weeks, there will almost certainly be some challenges. Although we want to make sure students continue learning, we also recognize this can be a valuable time for students and parents to be together and enjoy family time. With this in mind, we plan to keep students engaged in learning without overwhelming them and their families.

Dear Parent,

The purpose of this letter is to inform all American Heritage Charter School (AHCS) families about the immediate closure of our schools in response to the novel coronavirus (COVID-19) pandemic.

Specifically, all AHCS campuses, including Heritage Elementary, Heritage Flex Academy, Heritage Junior High School, and Escondido Charter High School, will be closed effective Monday, March 16. This means all classes on-campus will transition to remote learning and any student-related activities will be suspended between Monday, March 16 and Monday, April 13. Based on current guidance, all AHCS campuses will plan to resume normal school operations on Tuesday, April 14 after the planned Easter Break. Updates will follow on our school websites as information changes.

Please know this decision was made after guidance from both State and County health officials, who have recommended closing K-12 schools to slow the transmission of the virus. While we hope to minimize exposure of COVID-19 to our students and the community by closing our schools, we are fully committed to ensuring the education of our students continues.

Remote Learning (or Online Learning)

To keep all students progressing in their education, we will begin to leverage technology and shift our teaching toward age-appropriate, online instruction. How this looks for your student will depend on the grade-level and subject. Our teachers will use systems already in place and those already familiar to their students (for instance, homework emails, Google Classrooms, ItsLearning, etc.). School administrators will support the timely communication of information by directing teachers to create weekly plans for each of their classes, which will be readily accessible to students and parents through school websites and emailed correspondence and updated periodically.

Many of our teachers already use online instruction and communication tools in their classes; however, we anticipate challenges as we move all instruction to an online format. Your support and involvement in this process from home will lead to higher achievement for students. We have always held fast to the notion that parents are the primary educators of their children, and we will need to partner together to navigate this complete transition to remote learning.

Successful outcomes in remote learning will require computing devices for students as well as access to the internet. If your student does not have access to a computing device or internet connection, please contact your site administrator so we may make arrangements to provide the necessary resources for your student to access the curriculum.

Students with Special Education Services

The United States Department of Education published guidance that indicates Local Education Agencies (LEAs) are not required to provide services to special education students during a school closure enacted to slow or stop the spread of COVID-19. Still, we recognize the important individual needs of our students and anticipate our teachers, case managers, and instructional aides will attempt to deliver the services indicated in each student’s IEP and Section 504B plans through the platforms available during this school closure. As schools reopen and students return to the classroom, the Student Support Teams, including parents and teachers, can meet to determine what additional interventions may be necessary.

Open lines of communication, patience, and understanding during this time between parents, students, and teachers will promote higher levels of academic achievement and more appropriate levels of support, especially for our students with individual needs.

Athletics and Extracurricular Activities

All school-related team sports and extracurricular activities will be suspended until further notice. This includes all practices, meets, banquets, and competitions. Additional information regarding athletics and other extracurricular activities will be shared with families as information changes.

State Assessments and College Board Testing

The United States Department of Education (USDE) has issued preliminary guidance about potential changes to state testing mandates. Depending on the length and scope of school closures, more information should follow about whether or not the California Assessment of Student Performance and Progress (CAASPP) will be administered this school year. At this time, we have received no information from the State regarding changes to mandated state testing for this school year.

Regarding high school students, we have received numerous notices of cancelled registrations for SAT testing at specific testing locations in California; however, this information continues to be updated here. Please know students will be contacted directly by the College Board with information about cancelled registrations. The ECHS administrative team is in communication with the College Board about postponing Advanced Placement (AP) testing dates. At the time of this writing, no indication of changes to Advanced Placement exams have been issued.

Meals for Students

We will suspend the breakfast meal program until after AHCS schools reopen to further protect our students, families, staff.

Evening School Events

Effective immediately, all school-based evening events will be cancelled through April 14, 2020. Specifically, this policy includes (but is not limited to) New Parent Orientations, History Night, the National Honor Society Induction Ceremony, athletic banquets, plays, and dances. We will continue to monitor this situation and may extend these cancellations as warranted.

Regarding important events scheduled later in the semester, all decisions involving whether or not to conduct the Spring Formal, and promotion or graduation ceremonies would be made in the future and based on the most up-to-date-information and guidance from County and State health officials.

Facility-Use

All AHCS school sites will be closed to students and parents. Site administrators and staff will be permitted to be onsite voluntarily to conduct school operations.

Given the unprecedented nature of the COVID-19 coronavirus, we fully expect schoolwide decisions to evolve as this situation continues to change. Moving forward, we encourage all of our AHCS parents and their efforts to provide structure and routine to their children during this school closure event. Directs Californians to follow public health directives including canceling large gatherings more than 250 people

Order removes waiting period for unemployment and disability insurance for Californians who lose work as a result of the COVID-19 outbreak

Readies state to commandeer hotels & medical facilities to isolate & treat COVID-19 patients

Allows local and state legislative bodies to hold meetings via conference calls while still meeting state transparency requirements

SACRAMENTO – Governor Gavin Newsom today issued a new executive order further enhancing California’s ability to respond to the COVID-19 pandemic.

The Governor’s order:

• Waives the one-week waiting period for people who are unemployed and/or disabled as a result of COVID-19;

• Delays the deadline for state tax filing by 60 days for individuals and businesses unable to file on time based on compliance with public health requirements related to COVID-19 filings;

• Directs residents to follow public health directives and guidance, including to cancel large non-essential gatherings that do not meet state criteria;

• Readies the state to commandeer property for temporary residences and medical facilities for quarantining, isolating or treating individuals;

• Allows local or state legislative bodies to hold meetings via teleconference and to make meetings accessible electronically; and

• Allows local and state emergency administrators to act quickly to protect public health

Last night, Governor Newsom and state public health officials announced that gatherings should be postponed or canceled across the state until at least the end of March. Non-essential gatherings must be limited to no more than 250 people, while smaller events can proceed only if the organizers can implement social distancing of 6 feet per person. Gatherings of individuals who are at higher risk for severe illness from COVID-19 should be limited to no more than 10 people, while also following social distancing guidelines.

“Each of us has extraordinary power to slow the spread of this disease,” said Governor Newsom in announcing the state’s new policy last night. “Not holding that concert or community event can have cascading effects — saving dozens of lives and preserving critical health care resources that your family may need a month from now. The people in our lives who are most at risk – seniors and those with underlying health conditions — are depending on all of us to make the right choice.”

In accordance with guidance from the CDC, San Diego County Health and Human Services Agency, and California Department of Public Health, American Heritage Charter Schools (AHCS) will update these policies regularly.

Current Understanding of Virus

• Symptoms most commonly include: fever with cough or shortness of breath; Some people have fewer or no symptoms at all. Headache, sore throat, and runny nose also occur with this virus.

• Children may also present with no fever, mild diarrhea and vomiting. They have fewer symptoms and problems.

• Spread is most likely from droplets (cough and sneezing)

• The Centers for Disease Control and Prevention (CDC) considers this a serious public health threat, but with health risk from this virus to be low at this time.

• It is not yet known whether people carrying the virus, but have no symptoms, can spread the virus to others.

• Symptoms of COVID-19 may appear in as few as 2 days, or as long as 14 days, after exposure.

• Most people with this infection will recover on their own. There is no specific treatment for novel coronavirus infection yet.

• For patients who are more severely ill, hospitals can provide supportive care.

What are Schools Doing?

The AHCS Leadership Team continues to follow CDC guidance, as well the guidance from public health departments at the State and County levels to keep our student and staff populations safe and healthy.

Current AHCS Policy

1. All children and staff members with respiratory symptoms or fever (>100 F / >37.8 C) should remain home (from school and other activities) until they have had no fever for 24 hours, without fever medication, and respiratory symptoms are gone.

2. Students and staff members who present at school with fever and/or symptoms of a respiratory infection should be sent home.

• Until the person leaves school, you may place a surgical mask on that student or staff member if available and if tolerated.

• If possible, keep that person isolated (students must still be visible and supervised by a staff member); otherwise try to keep a 3 to 6 foot distance between that student (or staff member) and others.

3. Exclude students and staff members who have a travel history over the course of the last 14 days to an area identified by the CDC as Level 3 Travel Health Notice. This list can be found at: https://wwwnc.cdc.gov/travel/notices

• As of date above, these countries are: China, Iran, Italy, South Korea. Japan is Level 2, and may be upgraded to Level 3; check CDC website.

• Exclude these people from school for 14 days, beginning the day they departed that country.

• Schools are advised to find methods to provide educational support for students who are at home for these weeks, so that they do not fall behind. These students or staff members should stay at home and limit contact with anyone outside the home.

4. Healthy members of a household who did not travel, but where someone else from that household returned from CDC Level 3 country (https://wwwnc.cdc.gov/travel/notices) are not required to stay away from school as long as all members of that household are healthy (i.e., no new respiratory symptoms and no fever).

5. Students and staff members who have visited one of these countries within the past two weeks should be advised to call their doctors for instructions if they have fever with either cough or shortness of breath.

6. Students should not be excluded from school or any school activities based on race or country of origin.

7. A student or staff member who has been in close contact with a person with a laboratory-confirmed case of 2019 novel coronavirus over past two weeks will be excluded from school until cleared by the local public health department.

8. If any student or staff member at school is suspected to have the virus (i.e., becomes a County Health Department “patient under investigation”; or “PUI”) for COVID-19, the AHCS Leadership Team will work with public health authorities who will collaborate with that student’s or staff member’s own physician to guide further restrictions and public notifications.

9. As a reminder, all student and staff health information is confidential and cannot be shared with other students or with school site staff. Confidential health information can be shared only with the AHCS Leadership Team and with the County Public Health Department.

10. When confirmed COVID-19 cases are reported to school officials (confirmed cases of students, school employees or their household contacts), the school site should assign one person to notify the AHCS Leadership Team.

11. Any disease notification letters sent from school to the general school community and to schools’ parent community will always be cleared first with the executive director, and be done in consultation with the Public Health Department.

Basic Prevention of Virus Spread

• Make sure all family members are up-to-date with their flu shots.

• Promote basic hygiene:

  • Any coughing or sneezing should be directed into one's sleeve, rather than into hands or the air.

  • Wash hands after using and handling used tissues, after blowing nose, before/after eating, and after toilet use.

  • Wash for 20 seconds with soap, rub between fingers and under nails; and then rinse and dry. Use alcohol (60%+) hand gel if sinks are not readily available.

  • Avoid rubbing your own eyes, nose and mouth.

  • Schools should encourage hand washing (by students and staff) through education, scheduled time for handwashing, and the provision of adequate supplies

  • Do not share utensils, cups etc.

  • Stay home when sick.

  • Avoid contact with those who are sick.

• Wearing of masks in public is not recommended for Americans by the CDC nor by our local public health department. It will be discouraged in schools. Handwashing is considered the best protection from infectious diseases.

American Heritage Charter Schools Plans if Coronavirus Begins Spreading Locally

The AHCS Leadership Team already works collaboratively with the San Diego County Health and Human Services Department (our public health department). American Heritage Charter Schools will follow all directives to reduce exposure in school. It is the public health department that decides on: quarantines, school closures, and exclusion policy, not AHCS.
