JOB FUNCTIONS
Provides technical advice in the selection of the appropriate technology and renders assistance in the conduct of site validation in response to the identified prioritized community problems.
Conducts environmental and social safeguards screening and identifies possible geo-hazards the municipality maybe prone to, and assists community volunteers in preparing the environmental management plan.
Assists community volunteers in their planned community procurement packaging and conducts community procurement training to ensure completeness, consistency and correctness of technical documents;
Conducts the pre-implementation conference at the community before the actual start of construction activities, reviewing the implementation plan, task assignments, work scheduling, LCC commitments delivery, and the construction forms and reports required during construction period and discuss details of how women can be engaged during construction.
Provides technical advice and/or conducts review of engineering plans, detailed cost estimates and program of works for proposed community sub-projects in adherence to Project guidelines and policies on technical, environmental, social and gender.
Ensure that ESMP/POW include attendant costs of measures to mitigate impacts of subprojects to communities and residents.
Maintains and updates inventory of qualified suppliers, technical service providers, contractors, construction materials pricelists, survey of labor cost rates, material testing and water quality laboratories, available equipment and rental rates from existing infra projects in the municipality.
Provide technical assistance/advice in procurement to community volunteers, Municipal Inter-Agency Committee, Municipal Area Coordinating Teams thru meetings, trainings, fiduciary reviews, and coaching.
Maintain, monitor and update the procurement activity in KALAHI CIDSS Electronic Procurement Monitoring System (E-PMS) database.
Reviews procurement documents from communities prior to issuance of AC Clearance and NOL request as to completeness of required procurement supporting documents, consistency of all entries, and correctness of evaluation, and facilitates necessary actions required as result of procurement review.
Provide necessary actions on identified community procurement Red Flags, based on the result of conducted random field visits and procurement documents review.
Ensure that updated copy of Community Based Procurement Manual (CBPM) and other relevant issuances are furnished to covered communities and Local Government Units.
Monitors the over-all status of all on-going sub-projects in the municipality and provides technical inputs to resolve issues and problems that may arise during implementation; monitors implementation of the community procurement plan, environmental and construction safety plans; During Sub-Regional Project Management Team and other local meetings, presents analysis on the status of sub-project implementation.
Assists in the preparation of the Monthly Barangay Individual and Consolidated Municipal Physical Progress report for submission to the RPMO;
Conducts joint and final inspection of completed sub-projects with other representatives from the community, Municipal Inter-Agency Committee (MIAC), S/RPMO, Commission on Audit (COA) and other Project stakeholders;
In the absence of the Area Coordinator (AC) in the municipality, temporarily acts as the Team Leader of the Area Coordinating Team;
Where requested and necessary, appear in Municipal Development Council, Sangguniang Bayan and Municipal Action Team to discuss on technical matters of the subproject
EXPECTED OUTPUTS
Kalahi program compliant project plans and proposals (engineering plans, detailed cost estimates, procurement plans)
Monthly Barangay Individual and Consolidated Municipal Physical Progress Reports.
Technical documents to support Sub-Project Completion Report.
Inventory of qualified suppliers, technical service providers, contractors, construction materials, pricelists, survey of labor costs, material testing and water quality laboratories, and available equipment.
Compliance monitoring reports on environmental management plan.
Reviewed Procurement documents of communities prior to issuance of Area Coordinators Clearance and “No Objection Letter” request and provide appropriate actions.
Regularly update the Electronic Procurement Monitoring System (E-PMS) database.
