JOB FUNCTIONS
Lead the implementation of social risk management measures throughout the Project's implementation process at the regional level;
Prepare periodic reports on Project's compliances with social safeguards policies, standards, and regulatory frameworks;
Establish partnerships with government agencies and regulatory offices at the regional level, local government units, and other stakeholders to ensure (i) land due diligence or relocation; (ii) free and prior informed consent; (iii) gender equality, disability, and social inclusion; and (iv) other measures to avoid or mitigate social risks;
Lead the conduct of social impact assessments and recommend context-specific mitigation and adaptation measures tailored to needs of the area;
Keep records or documentation of up-to-date regional social profiles to support the identification of social risks in project areas;
Provide technical assistance and capacity-building support to field staff and community stakeholders on social risk assessment and management, based on ESMF and social safeguards policies including Land Acquisition and Resettlement Policy Framework (LARPF), Labor Management Procedures (I-MP), Grievance Redress Mechanism (GRM), and the Stakeholder Engagement Plan (SEP);
Lead the implementation of the project's inclusion strategies, ensuring meaningful stakeholder engagement, particularly with indigenous peoples, women, children, senior citizens, persons with disabilities, and other marginalized sectors;
Monitor women's participation in paid labor and recommend strategies in ensuring gender-responsive program implementation;
Support the establishment and institutionalization of the Occupational Safety and Health Technical Working Group (OSH TWG) at the regional level, and lead the reporting of social incidents;
Provide technical assistance to field staff to ensure the timely encoding and uploading of social safeguards instruments into the KAI-AHI CIDSS Information System;
Review and provide inputs to knowledge products, training plans/ workshops/ orientations, guidance materials, and/or toolkits related to social safeguards;
Document lessons learned, success stories, and good practices related to social risks management to enhance program effectiveness and support knowledge sharing within the project;
Recommend practical and innovative solutions to strengthen project sustainability, with a focus on compliance to social safeguards policies; and, 14. Perform other related tasks.
EXPECTED OUTPUT
Regional Status Reports on the Project's Social Risk Management including land acquisition and resettlement, gender and development, and indigenous peoples
Social Incident Reports
Region- or area-specific strategies for compliances to social safeguards permitting requirements including the conduct of Free and Prior Informed Consent and/or applicable NCIP requirements
Guides, manuals, and presentations related to social safeguards to be used for capacity-building activities for concerned stakeholders
Records and documentation of stakeholder engagements, consultations, and agreements involving communities, LGUs, and other partners.
Region-specific tools and documentation of adherence to social safeguards and regulations, as necessary.
