Eligibility : R.A. 1080 (Licensed Civil Engineer or Architecture)
Education : Bachelor's degree in Civil Engineering or Architecture
Training : Four (4) hours of relevant training
Experience : One (1) year of relevant experience
JOB FUNCTIONS
1. At the municipal level, oversees the planning and implementation of infrastructure sub-projects, ensuring that these are completed in accordance with engineering, community procurement, and environmental safeguards policies and standards:
a. Provides technical assistance and guidance to community volunteers and LGU partners on en engineering , community procurement and environmental safeguards concerns during capacity building activities and meetings, and/or through coaching, mentoring, and tactical sessions throughout the implementation process on the implementation;
b. Prepares engineering and architectural documents in accordance with set standards;
c. Regularly monitors, conducts checkpoints and spot checks on sub-project implementation and the operationalization of environmental safeguards and community procurement policies and plans;
d. Conducts joint and final inspection of completed sub-projects with other representatives from the community, Municipal Inter-Agency Committee (MIAC), S/RPMO, Commission on Audit (COA) and other Project stakeholders;
e. Prepares mandatory and on-demand municipal level engineering, community procurement and environmental safeguards reports, including updates on monitoring activities, technical assistance provided, capacity development efforts, and implementation progress; Presents reports during meetings, as necessary.
f. Manages engineering, community procurement and environmental safeguards trackers and databases ensuring that data are complete, correct, regularly updated and consistent with GTWA data.
g. Maintains and updates inventory of qualified suppliers, technical service providers, contractors, construction materials price lists, labor force availability, survey of labor cost rates, material testing and water quality laboratories, available equipment and rental rates from existing infrastructure projects in the municipality.
h. Reviews and ensure proper filing of engineering, environmental safeguards and community procurement management documents in collaboration with the Area Coordinator , Community Empowerment Facilitator , and Municipal Financial Analyst;
i. Provision of support in the design and delivery of capacity-building initiatives at the community and municipal levels;
j. Supports stakeholder engagement at the municipal and community levels.
2. Supports proper funds utilization through the:
a. Review and approval of sub-project documents required for the release and utilization of project funds,
b. Participation in fiduciary reviews
c. Review and approval Variation Orders
d. Participation in Procurement Post Reviews (PPRs)
3. Supports the continuous development and refinement of infrastructure and engineering, community procurement and environmental safeguards policies by submitting evidence-based recommendations that address field-level implementation challenges—especially those related to resilience and sustainability;
4. Provides technical support and guidance to Area Coordinating Teams (ACTs) and communities in addressing and managing grievances or disputes arising from sub-project implementation especially those related to engineering, community procurement and/or environmental safeguards.
5. Supports Knowledge Management through the provision of support in the documentation and submission of engineering-, community procurement-, environmental safeguards - related good practices, success stories, and lessons learned for possible inclusion in the Project's Knowledge Management Portal;
