JOB FUNCTIONS
1. Facilitate community related activities as outlined in the CRIP to ensure meaningful participation of the vulnerable sectors and partner stakeholders;
2. Ensure the availability and completeness of Means of Verification (MOVs) for all conducted activities based on the CRIP, and submit for approval and endorsement prior to encoding and uploading to the Monitoring and Information System (MIS) within the prescribed timeline;
3. Facilitate the integration of the community resilience and development priorities with the local development plans and investments of the covered Barangays in close coordination with the Barangay Development Council and Area Coordinator
4. Facilitate and monitor the community activities such as Barangay assemblies, meetings, training, and workshop, ensuring inclusive participation of vulnerable sectors and strengthened community understanding and ownership of resilience concepts under the CRIP framework;
5. Mobilizes the community in organizing and forming the Barangay Resilience Team and Barangay Resilience Sub-Project Management Committees to strengthen local leadership, coordination, and accountability in implementing resilience-building initiatives through community resilience network;
6. Monitor community compliance to the various thematic areas and/ or requirements, including Environmental and Social Safeguards, IP Safeguards, Gender and Development, Resiliency, Child Protection, and Sustainability—throughout all stages of the CRIP;
7. Ensure the integrity of all community-level social processes in compliance with program standards, guidelines, and quality assurance protocols;
8. Attend and participate in Barangay Development Council (BDC) meetings to present implementation progress, identify and resolve bottlenecks, and mobilize support for project sustainability;
9. Provide coaching session with the Community Volunteers on the CRIP particularly during the Participatory Risk, Vulnerabilities, and Capacity Assessment (PRVCA), project identification and proposal development, resource mobilization, project implementation and monitoring, organizational development and management, partnership building and networking, and conflict resolution and management;
10. Guides the community in the identification of priority issues/problems and facilitate generation of ideas and solutions address in the identified issues/ problems with emphasis on the GEDSI, IF), livelihood, and environmental using the prescribed processes and tools such as PRVCA;
11. Review the completeness, correctness, and consistency of Request for Fund Release (RFR) documentary requirements for onward submission and processing (e.g. ESMP, LARR, Project Proposals, and other social process documents);
12. Prepare summary of finance related roles of CEF as indicated in the finance manual such as: Initial review of DVs as to completeness and validity.
13. Assist the community in mobilizing resources and funds for non-prioritized barangays by identifying and mapping potential donors and partners, advocating for support, and fostering partnerships supporting the resiliency agenda at the community level in close coordination with the BDC and AC;
14. Assist the community in securing required documents, conducting procurement activities, and ensuring compliance with fiduciary requirements—including LARR, permits, licenses, and expense reporting—to support the Technical Facilitators and the Municipal Financial Analyst;
15. Assist the community in organizing the Operations and Maintenance (O&M) Group, and provide technical assistance in developing the O&M Program and other sustainability arrangements;
16. Provides assistance to the Lupon Tagapamaya in managing conflict and grievance resolution through Grievance Redress Mechanism (GRM) of the PCRP and ensuring GRM intake form is properly accomplished and reflected in the Monitoring Information System (MIS);
17. Records daily community-level activities in a journal, capturing observations, insights, reflections, and other relevant details;
18. Document community experiences, lessons learned, strategies, and good practices and story leads during implementation to inform continuous improvement and knowledge sharing.
