REGIONAL PROCUREMENT OFFICER
Procurement of Goods and Consulting Services
In coordination with the Administrative Officer IV (AO-IV) for procurement, prepare the Annual Procurement Plan (APP) and Project Procurement Plan (PPMP) for the KC-NCDDP; furnish copy to the procurement and supply unit;
Review Request for Quotations (RFQ) for goods and consulting services;
Monitors contract implementation and provides timely feedback to the end-users; provide recommendations in case of potential delay or issues/ observations that needs appropriate action; and,
Maintain and update a database for regional suppliers and service providers.
Community based procurement manual (CBPM)
Ensures that updated copy of the Community Based Procurement manual (CBPM) and other relevant issuance is furnished to the SRPMO’s;
In coordination with the FO MATAs; plan, organize, implement and evaluate procurement activities; ensure that training schedules are strategic to the CEAC or SPI; provide inputs on procurement training design; act as resource person in procurement trainings; and participate in the evaluation of procurement training program for possible improvement or adjustment of design;
Reviews NOL requests and check the completeness and correctness of the required supporting Procurement documents;
Facilitates actions on procurement NOL requests;
Provide technical assistance to the community procurement officers at the SRPMOs;
Monitors and validates procurement actions through purposive or random field visits; and,
Prepares and/ or consolidates procurement compliance documents/ reports, and provides TA when necessary.
Implementation of procurement system is in accordance to the KC-NCDDP procurement guidelines and the community based procurement manual (CBPM);
NOL request reviewed and provided with appropriate actions;
Consolidated reports on expost fiduciary review, procurement benchmarking/ tracking;
Updated web disclosure procurement database;
Updated Annual Procurement Plan (APP) and Project Procurement Management Plan (PPMP)
Application Letter;
Comprehensive Resume or Hard copy of the Personal Data Sheet (CS Form No. 212 with an attached job description for each position held in previous work);
Transcript of Records and Diploma (Certified photocopies);
Certificates of Trainings / Seminars attended and Employment;
Certificate/s of Board Rating/ Professional License/ CS Eligibility, if applicable only
Certification from school for Masteral units earned or completed, if any, and
Individual Performance Contract Rating for the last semester of employment for applicants from any government agencies; or Performance Evaluation signed by the supervisor or the HR Head for applicants from any private company/ institution; or GMC for newly graduates.
NOTE: All requirements will be submitted once called upon for initial interview. However, Requirements #2 (Resume / Personal Data Sheet) must be uploaded on the online application form.
