PROJECT DEVELOPMENT OFFICER II (Provincial Coordinator)
Develop implementation strategies through plans, such as:
Preparing a provincial work and financial plan for implementation;
Conducting a periodic performance assessment to provide necessary technical assistance through a mentoring plan; and
Identifying strategies to sustain good practices to accomplish targets.
Conduct preparatory activities for program implementation, such as:
Gathering provincial data and information relevant to participant and project identification, such as the government investment through Provincial Development and Physical Framework Plan and Annual Investment Plan (AIP), development projects of civil society organizations, as well as available and accessible natural resources for potential use;
Coordinating with provincial public and private sector stakeholders as development partners for social preparation and trainings, provision of complementary interventions, and institutional market linking.
Supervise and guide Implementing PDOs in the following:
Organizing social preparation and other capability-building activities for program participants;
Facilitating livelihood assistance for program participants; and
Reporting and monitoring program implementation with the necessary forms and documents.
Supervise and guide Monitoring PDOs in reporting and monitoring program implementation through:
Reviewing and verifying the fund utilization checks of approved projects conducted by the Monitoring PDO to ensure that downloaded funds are utilized vis-à-vis approved amount;
Using the monitoring and evaluation system by encoding collected data and information on program participants served and specific assistance provided;
Documenting key livelihood models, approaches and strategies developed by field implementers for replication and localization;
Reviewing submitted reports on the status of the immediate and intermediate outcome indicators and other reportorial requirements;
Preparing reports on track-specific project implementation, financial performance and organizational status of SLPAs:
Reviewing plans for supplementary interventions; and
Conducting operations assessment to ensure that the program is implemented in accordance with the SLP policies and guidelines.
Perform over-all supervisory and coordination work, including the following:
Syncing strategies and activities with the other core programs in the Provincial Action Team (PAT) and other public and private institutions in the province;
Supervising the provincial implementation of SLP special projects and for vulnerable sectors and livelihood referrals;
Managing referrals and grievances promptly and ensuring appropriate actions are done within timeline and follow standard operating procedures;
Coordinating with the SLP Social Marketing Officer and Monitoring and Evaluation Officers for Operations and Finance for the presentation and dissemination of reports on physical accomplishments.
The Project Development Officer II – Provincial Coordinator (PC) supervises the over-all provincial program implementation in the assigned province to ensure that the directives and physical and financial targets are delivered. The PCs set the direction for Implementing and Monitoring Project Development Officers (PDO) on planning and strategizing. The PCs also coach and mentor the Field PDOs on program operations. PCs also supervise Provincial Monitoring and Evaluation Officer (PMEO) for results monitoring, preparation, and analysis of reports.
