PROJECT DEVELOPMENT OFFICER II (Private Sector Partnerships)
The Project Development Officer for Private Sector Partnerships serves as the lead technical staff in the engagement and management of partners from the private sector such as Civil Society Organizations, Private Enterprises or Corporations, Private Schools, Colleges or Universities, Private Banks and Financial Institutions, or International Non-Governmental Organization (INGO) and other collaborating private entities for the provision of needed interventions related to Micro-enterprise Development (MD) and Employment Facilitation (EF) of SLP participants to ensure sustainability of their livelihoods.
Under the primary supervision and guidance of the Regional Program Coordinator (RPC), the PDO for PSP, shall:
Analyze related market and labor trends and come up with an assessment on the emerging opportunities for micro-enterprise and employment, and identify existing or new partners from the private sector for the provision of needed interventions for SLP participants related to MD and EF or linking said participants to relevant private programs or projects to ensure sustainability of their livelihoods.
Facilitate private partnership engagements ensuring the following to be undertaken:
Prepare of the Regional/Provincial/Local Livelihood Assets and Market Map for MD and EF involving private partners.
Identify and engage key partners from the private sector that can contribute in the provision of the needed technical, technological and/or financial support to ensure the sustainability of the livelihoods of SLP participants.
Lead in the livelihood model development involving the private sector.
Conduct pre-engagement assessment of private partners.
Formulation of contracts, Memorandum of Agreements/Memorandum of Understanding (MOA/MOU), and Terms of Reference (TOR) with private partners.
Monitoring of the private partnership projects or its components in collaboration with concerned National Program Management Office (NPMO) staff and/or field PDOs.
Assessment of private partner’s performance and the related projects implemented in the region in collaboration with the concerned NPMO staff and/or field PDOs.
Preparation of the required monitoring, assessment and/or terminal reports involving private partners in collaboration with the concerned NPMO staff and/or field PDOs.
Recommend to the Regional Program Coordinator (RPC) the extension, termination and/or renewal of the partnership based on assessment.
Converge with the DSWD’s Standards Bureau/Unit on the engagement of qualified private partners, such as those who are registered with the Area-Based Standards Network (ABSNET), for the proper implementation and monitoring of social welfare and development programs and services, provision of technical assistance and conduct of advocacy activities on regulatory services of the DSWD.
Collaborate with the PDO for Government Sector Partnerships and the Monitoring and Evaluation Officers in the proper updating and/or maintenance of the partnership database to ensure consistency of the data reflected in various accomplishment reports.
Provide technical assistance to the Provincial Coordinator (PC) and the field PDOs with regard to private partnership engagements
Perform other related tasks that may be assigned from time to time.

Certification from school for Masteral units earned or completed, if any, and
Individual Performance Contract Rating for the last semester of employment for applicants from any government agencies; or Performance Evaluation signed by the supervisor or the HR Head for applicants from any private company/ institution; or GMC for newly graduates.
