QUALIFICATIONS
Eligibility : RA 1080 (Registered Social Worker)
Education : Bachelor’s Degree in Social Work
Training : Sixteen (16) hours of relevant training
Experience : Three (3) years relevant experience
JOB FUNCTIONS
Interprets, communicates and implements program policies and guidelines including NPMO, RPMO instructions and advisories at the provincial level.
Reviews and provides inputs and recommendations to proposed activities and budgetary requirements of the municipal links.
Consolidates proposed activities and budgetary requirements into the work and financial plan of provincial operations and submits to Regional Program Office for approval.
Checks and evaluates the resource requirements of provincial operations (personnel, materials and logistics), follows-up with concerned units, coordinates with cluster links and allocates resources accordingly.
Coordinates the release of budgets to support timely implementation of approved activities.
Checks and authorizes the implementation of activities and budget disbursements according to approved work and financial plan.
Reviews, validates and keeps track of municipal caseloads of the province, providing inputs/comments and consolidates:
a. Municipal Accomplishment Reports submitted by Cluster Links with reports generated by provincial systems (BDMD, CVS, GRS) focals
b. Updated library of school centers and health centers at the provincial level in coordination with ITO to ensure these are updated
c. Verification of Compliance (households, children, schools and health centers)
d. Household data updating
e. Queries, Complaints, Grievances and actions taken
f. Reports on conduct of cash grants releases, issues and actions taken
g. Reports on Supply Side Commitments of LGUs
Checks and provides technical assistance to subordinates to ensure functioning of all advisory committees and action teams in the province (Municipal/ Local/ Provincial Advisory Committees, Municipal/ Local/ Provincial Action Teams).
Evaluates program situation in the province and conduct consultative meetings and communicates with stakeholder counterparts to discuss provincial program situation, issues and concerns and seek their involvement in the resolution of such and promotion of the program specifically on meeting the supply side requirements, advocacy and convergence thrusts including tapping and mobilization of community resources.
Regularly checks the performance of provincial operations/staff and conducts consultations, meetings, dialogues, case conferences to discuss operational targets, performance and policy concerns and issues, and provides advice and technical assistance to staff.
Coordinates the attendance of provincial staff in meetings, training and development activities.
Conducts performance evaluation of provincial operations/staff and follows-up on outputs and deliverables, and provides inputs to program enhancements.
Discusses with team members individual and team concerns and issues at the sub-cluster and cluster levels, provides counseling and assists them in resolving these issues.
Attends meetings at field office to discuss operations and administrative plans, policies, performance, issues and concerns.
