These requirements are for Foreign Placement Agencies (FPA) planning to recruit Filipino housekeepers for their clients. Individual employers are NOT allowed to directly hire from the Philippines and must hire Filipino household service workers through a licensed Foreign Placement Agencies (FPA).

Clear Copy of the Permit to Operate as Placement Company of the FPA issued by MIEEPEC (with legalized English translation signed by the translator)
Company Profile & Organizational Chart
Clear Copy of valid passport or CIN of the official representatives and owners of the FPA (submit copy of valid passport and la carte if foreigner President)
Legalized Contingency plan by the FPA

Employers who want to hire Filipino household service worker (housekeeper, nanny/baby sitter, driver) must hire through an accredited recruitment agencies in Morocco. Please be reminded that pursuant to Morocco Immigration rules, it is your responsiblity as the employer to process the work permit and residence card (ANAPEC contract, la carte) of your foreign worker.

Service Contractor/Staffing/Dispatch Agency — refers to any single proprietor, partnership or corporation duly licensed in the host country to recruit foreign workers for its projects or for the projects of its clients, and remains as the employer of the deployed workers. Service Contractor/Staffing Agency remains as the employer/principal of the deployed workers
Copy of the valid Dispatch License of the dispatch company issued by MIEPEEC with legalized English translation (signed by the translator)
List of Clients of the dispatch company (Names and Addresses of Clients)
Legalized Manpower/Job Order request from the client company addressed to the dispatch company
Notarized service/dispatch agreement between the dispatching company and its clients
Placement Agency — refers to any single proprietor, partnership or corporation duly licensed in the host country to engage in the recruitment of foreign workers for placement with their clients.
Copy of the valid Permit to Operate as Placement Company of the MPA issued by the Ministry of Labor with legalized English translation (signed by the translator)
Legalized Manpower/Job Order request from the actual employer addressed to the MPA
Legalized Recently issued certified-true-copy of the Commercial registration of the company/actual employer issued by the proper government authority (must be in full operation for at least one year prior to application with the Labor Section of the Philippine Embassy)

Pursuant to Philippine laws, rules, and regulations governing the Overseas Employment of Filipino Workers, particularly DOLE Administrative Order No. 196 series of 2018 in relation to Article 18 of the Labor Code of the Philippines (Ban on Direct Hiring), Republic Act 10022, and the Revised Rules and Regulations Governing the Recruitment and Employment of Landbased Overseas Filipino Workers of 2023, and Memorandum Circular No. 8 series of 2018 on the Implementing Guidelines on the Registration of Direct-Hire Overseas Filipino Workers (OFWs), Foreign employers hiring Filipino Workers without agency may submit their ‘Request for Exemption from the Ban on Direct Hire’ for consideration of the Migrant Workers Office (MWO) and Department of Migrant Workers (DMW).
