Seal of Child-Friendly Local Government Assesment
The State, under the 1987 Constitution, has the role of defending children's right to assistance, including proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty and exploitation, and other conditions prejudicial to their development. Pursuant to LGC of 1991, LGUs are mandated to ensure the general welfare of their constituents and to provide basic social services, among others, for the care of abandoned minors, children in conflict with the law, victims of all forms of violence against children, persons with mental health conditions, person with disabilities, and other needy and disadvantaged persons, particularly infants, children, and youth below 18 years of age.
