Comprehensive Development Plan
The Local Government of Code of 1991, specifically Section 20 (c), 447 (a) (2) (vii), 458 (a) (2) (vii), as well as Executive Order No. 72, s. 1993 provide that local government units shall adopt their CLUPs, enacted through Zoning Ordinance. Corollary to CLUP preparation is Section 106 (a) (title six) which requires all local government units to prepare a comprehensive multi-sectoral development plan to be initiated by its development council and approved by its Sanggunian.
