“It takes a village to raise a child”.  This statement as often as it was stated holds true since schools do not exist in isolation.  They need the support and help of the whole community. School- Community collaboration is a must to be able to establish an educative community.  Surveys were conducted. Data were gathered, consolidated and analyzed for the identification of Priority Improvement Areas.  Root Causes were identified to properly address the problems that affect the access, quality and governance of the school.  

In the year 1970’s approximately fifty (50) families who lived at the riverside along San Roque and Kalumpang were relocated in Champaca and Parang. Their relocation made difficult for small children, who were enrolled at San Roque Elementary School and Calumpang Elementary School, to continue their studies because these schools are quite far from Champaca, their relocation site.

Faced with this situation, the relocated families, who by this time had organized themselves as Champaca Neighborhood Association decided to file a petition for the construction of a school in Champaca I. through the leadership of Mr. Alberto Lojo, Mrs. Clarissa Padilla and with energetic support of Barangay Captain Noli Cruz, the construction of the school building began. This was done through the so called Bayanihan System, where the heads of each families rendered free labor during their day-off. The materials needed for the construction of the school building were partially given by the Municipality of Marikina and Fortune Tobacco Corporation.

On June 27, 1977, with eight (8) determined and persevering teachers, the school, known as Parang Elementary School I, an annex of Parang Elementary School, opened its doors to the public, offering primary education (Grade 1 to 4 only) under the administration and supervision of the principal of Parang Elementary School. Official school records and documents were kept at Parang Elementary School.

The continued increase in enrollment over the years prompted the Parents Teachers Association of the School to file a petition for its separation from Parang Elementary school and work for the establishment of an independent Elementary School

Additional buildings were constructed to pave way for the establishment of a complete elementary school, then. Fortune Tobacco Corporation with the collaboration of the Federation of Filipino Chinese Chamber of Commerce constructed and donated two-storey building. Due to massive and overflowed donation and unwavering support of Fortune Tobacco Corporation, it was proposed to change the name of the school to Fortune Elementary school until March 15, 1989 after the ratification of R.A. 6705 (February 10, 1989) the name of the school was approved and changed

In June, 2001 the school was relocated from Champaca to Santan Street, to give way to the road widening project of the City Government. The new building was inaugurated and blessed last December 11, 2002 and named Maria Lourdes Fernando (MCF) Buildings. The new ambience of the school reveals the discipline, good taste and excellence in its physical facilities.

Likewise, on August 2018. Another three-story building was completed and inaugurated which was a project of the then Congressman Miro Quimbo.
