The PMT shall have the following functions and responsibilities:
The Secretariat organizes a consultation meeting involving all Heads of Offices to discuss the targets outlined in the office performance commitment and rating form;
the Planning Office ensures alignment between office performance targets, measures, budgets, and those of the agency while rationalizing the work distribution among Offices/units;
the PMT proposes the approval of the office performance commitment and rating to the Agency Head;
functions as the appeals body and ultimate arbiter for performance management matters within the Schools Division;
identifies potential top performers and offers insights to the PRAISE Committee for the consideration of awards and incentives; and
formulates internal rules, procedures, and strategies to execute the aforementioned responsibilities, encompassing meeting schedules, deliberations, and the delegation of authority to representatives in the absence of members.
Additional functions:
Ensures compliance of the SDO/School, and supervise compliance of requirements for the grant of grant PBB;
regularly reports to the RO/SDO PMT the status of compliance with the SDO/School level reports and requirements on agency eligibility;
ensures cascading of the PBB guidelines and other related issuances;
organize information dissemination and orientation activities at the SDO/School level, and provide technical assistance to those under its jurisdiction; specifically on the rationale, criteria, and process for grant of PBB;
gathers necessary data, information, and/or documents to be used as bases for the performance review and evaluation and ensures the reliability and completeness of these data, information and/or documents;
regularly reports to the RO/SDO PMT the status of performance review and evaluation and discusses pressing issues and concerns. Documentation thereof is required for onward submission to the RO/SDO PMT;
addresses all queries and clarifications related to the implementation of PBB under respective jurisdiction;
sets up a feedback mechanism or ensure that the results of the performance review and evaluation are conveyed or discussed with all personnel at the SDO/school, and ensures the results are used as a tool in strategic planning and encouraging better performance in the future;
acts as the initial deciding authority at the SDO regarding the appeals of individual eligibility for the grant of the PBB, and the appellate deciding authority for schools under its jurisdiction, regarding appeals of individual eligibility for the grant of the PBB; and
constitutes internal rules and regulations as needed in aid of the fulfillment of the roles mentioned above.
