DCS CSOs employ procedural justice in implementing person-centered supervision to achieve successful outcomes, build trust, respect, fairness, and legitimacy in officer-client relationships, thereby enhancing public safety in the community.
Abstract
Procedural justice, a framework for authority figures to treat people with fairness and respect, can improve probation supervision and core supervision outcomes. With support from Arnold Ventures, the Urban Institute, the American Probation and Parole Association (APPA), the Center for Court Innovation (CCI), and LaGratta Consulting partnered on an effort to develop and pilot a new procedural justice training curriculum—the Evaluation of Procedural Justice in Probation—outlining new tools and practices for probation officers. Analyses of interactions between supervising officers and people under supervision, survey responses regarding perceptions of supervision, and analyses of administrative data provided mixed findings, with some preliminary indications that participating in the procedural justice training may make probation officers’ treatment of people under supervision fairer and more respectful and improve supervision outcomes. However, the conclusions that can be drawn from even those results supportive of intervention impact are subject to significant limitations, given the nonexperimental nature of the design and the small number of observations in some of the data collected.

Abstract
This study describes the development and refinement of a practical measure for use by community supervision staff to assess the extent to which individuals under community supervision perceive the supervision process as fair. Seven items functioned statistically and theoretically well. Results showed a clear, one-factor structure. The resulting measure demonstrated significant relationships with supervision outcomes of both crime and technical violations across two independent community supervision samples. This practical measure is grounded in theory and provides supervision agencies with a tool to measure the degree to which the interactions between supervisees and officers are positive and prosocial, and facilitate outcomes that are perceived as legitimate. Findings are framed within the “what works” corrections literature, and the important, yet under researched theory of procedural justice as it related to community corrections settings.

Abstract
The May 2015 release of the report of the President’s Task Force on 21st Century Policing highlighted a fundamental change in the issues dominating discussions about policing in America. That change has moved discussions away from a focus on what is legal or effective in crime control and toward a concern for how the actions of the police influence public trust and confidence in the police. This shift in discourse has been motivated by two factors—first, the recognition by public officials that increases in the professionalism of the police and dramatic declines in the rate of crime have not led to increases in police legitimacy, and second, greater awareness of the limits of the dominant coercive model of policing and of the benefits of an alternative and more consensual model based on public trust and confidence in the police and legal system. Psychological research has played an important role in legitimating this change in the way policymakers think about policing by demonstrating that perceived legitimacy shapes a set of lawrelated behaviors as well as or better than concerns about the risk of punishment. Those behaviors include compliance with the law and cooperation with legal authorities. These findings demonstrate that legal authorities gain by a focus on legitimacy. Psychological research has further contributed by articulating and demonstrating empirical support for a central role of procedural justice in shaping legitimacy, providing legal authorities with a clear road map of strategies for creating and maintaining public trust. Given evidence of the benefits of legitimacy and a set of guidelines concerning its antecedents, policymakers have increasingly focused on the question of public trust when considering issues in policing. The acceptance of a legitimacy-based consensual model of police authority building on theories and research studies originating within psychology illustrates how psychology can contribute to the development of evidence-based policies in the field of criminal law.
