This engagement was designed to provide a clear, data-driven roadmap for the development potential of several sites around the city. The project began with a review of prior context and planning work, followed by an extensive analysis of economic and demographic trends and a real estate market assessment using CoStar, MLS, and Census data. This was supplemented by interviews with market participants to capture on-the-ground perspectives.
Findings informed a preliminary Highest and Best Use study, testing market-supported development scenarios based on modeling of projected revenues and costs, and calculation of residual land values. Building on this work, the team delivered a set of initial recommendations and a preliminary development strategy, including program mix, positioning, density, phasing, and potential incentives for the city to consider. The work provided actionable insights and a strategic direction supported by both data and stakeholder input.
