Productivity is the key driver of national socioeconomic development endeavors. This necessitates concerted efforts to put it at center stage in national, regional, and sectoral development agendas. Formulation of and updating national productivity roadmaps and policies are among the primary conditions for making productivity the focus of socioeconomic progress.
Productivity and its continuous enhancement are crucial to improve standards of living and prosperity. Its role in national socioeconomic development is a prerequisite for progress. The Specific National Program (SNP) supports the development of productivity-promoting policies such as national productivity master plans. These are comprehensive blueprints comprising milestones, strategies, and roadmaps to raise national productivity with predetermined targets over the medium to long term. The master plans also outline the roles of NPOs as the lead institutions in spearheading productivity improvement at national, sectoral, organizational, and firmlevels. NPOs play critical roles in national productivity movements, including serving as lead partners of governments in the formulation and implementation of productivity master plans. Similar initiatives such as development of sectoral, regional, and other productivity-related policies
may also be covered by the SNP.
The SNP provides policy advisory services through the development of national policies/master plans or NPOs’ institutional roadmaps and accompanying action plans with the following focuses:
National productivity master plans.
Productivity, quality, and innovation policy frameworks and action plans to mainstream productivity and innovation in national development plans.
Productivity-driven sectoral policy frameworks (agriculture, industry, service, and public sectors) to align with national development agendas.
Need assessment of NPOs or member economies to support specific productivity initiatives.
NPO institutional capacity-building roadmaps including digitalization roadmaps.
Provide advisory service to develop national productivity master plans as well as other productivity-promoting policies, institutional development plans, need assessment of NPOs and/or member countries, or similar initiatives; and mainstream productivity enhancement in national, regional, and sectoral development agendas.
National productivity master plans; productivity, quality, innovation, and sustainability policy frameworks; productivity-driven sectoral policy frameworks (agriculture, industry, service, and public sectors) to align with national development agendas; NPO institutional capacity-building roadmaps including digitalization; and need assessment of NPOs and member governments.
Strengthened productivity-promoting policy formulation and enhanced institutional capacity of NPOs.
The maximum project duration is six (6) months (virtual and face-to-face).
1. Letter of request addressed to the DAP President
The letter must be signed by the head of agency/organization or authorized official, along with a short background.
This will provide the basis or rationale for the request for demonstration project. APO Tokyo will decide on the basis of this and usually looks at longer-term strategic programs implemented in cooperation with the DAP as the NPO.
2. Filled out SNP Application Form
SNP application should be submitted through DAP being the NPO. If the application is submitted by an organization or a company other than DAP, the APO must receive an endorsement of the application from the APO Liaison Officer or DAP. The application will neither be processed nor acknowledged by APO until it receives such an endorsement.
The APO Tokyo requires lead time for arrangements and preparations: up to two months for a virtual activity and three months for a face-to-face activity.
All application requirements must be submitted via email to the APO/DAP Secretariat at apodapsec@dap.edu.ph
Closing Date:
First closing date for application: 31 March 2025
Second closing date for application: 30 June 2025
Applications will be reviewed immediately after receipt by the APO/DAP Sec. The APO/DAP Sec will coordinate with the organizations' representative to request for more information or clarify details in the application, if necessary.
Once the closing date for submission is reached, the APO/DAP Sec shall process all applications received for Technical Deliberation by the NPO Screening Committee. Applications that pass the NPO screening will be endorsed to APO Tokyo for final deliberation by the APO Screening Committee. Under normal circumstances, the result of the screening is released within four weeks after the closing date for submission.
The APO Tokyo shall inform DAP of the successful applicants through email. The APO/DAP Sec shall communicate the result to the proponent organization via email. Non-successful applicants shall likewise be notified by DAP through email.
The following financial arrangements are applicable for both virtual and face-to-face modalities:
Expenses for assignments of overseas resource persons.
Financial support to meet part of local implementation costs of up to USD10,000.00 (for the development of national productivity master plans and other productivity-related policies).
All local implementation costs not covered by the APO.
Other implementation and administrative costs.
Applications are reviewed immediately after receipt by APO Tokyo. Consideration for approval will include assessments of clear, tangible benefits and impact of the projects for member economies. Submission of SNP application does not guarantee selection and acceptance by APO Tokyo.
Organizations receiving SNP shall assign a staff member to be closely involved in all stages of the implementation of the SNP project. This is intended to encourage the staff to understudy the resource person(s) and ensure follow-up actions after departure of the resource person(s) (for the face-to-face modality) and/or after the completion of virtual sessions. The coordinator is expected to perform the following:
Virtual Modality
Coordinate technical preparations for the digital platform to be used for the SNP sessions.
Provide information related to the project as requested by APO Secretariat or Resource Persons.
Face-to-face Modality
Arrange local transportation for the resource person, workshop venue, and other logistic arrangements.
Provide information related to the project as requested by APO Secretariat or Resource Persons.
Guide the resource person while engaged for the duration of the project (e.g. airport/hotel transfer, scheduling, courtesy visit with NPO/high-level officials).
Based on the approved proposal and consultation with applying member economies, a PIP will be developed detailing the objectives, time frame, steps, and deliverables of the project. The PIP will serve as the main reference for the implementation of the project.
The DAP must be copy-furnished all communications between the recipient organization and APO Secretariat (Tokyo) for monitoring.
Recipient NPOs or beneficiaries are requested to acknowledge the services by displaying the APO logo on banners and other promotional materials, displaying the APO flag, etc. NPOs or beneficiaries are encouraged to issue media releases or feature the SNP project on their websites or social media network services. Photographs or copies of such displays and statements should be sent to the APO Secretariat with the evaluation report.
Submit proposals containing all necessary information.
Appoint at least one NPO staff member to act as the focal contact point between the APO Secretariat and host NPO for coordination during implementation.
Prepare, manage, and monitor all tasks related to specific activities detailed in the approved proposal.
Design the approach/methodology of the project.
Assign a resource person(s).
Coordinate and carry out consultations with the resource person(s), NPOs, and related parties.
Monitor the overall implementation of the project.
Provide administrative and financial support.
An evaluation report should be submitted to APO Tokyo upon completion of the project.
With regard to the local implementation costs, 50% of the APO share can be advanced after the PIP is issued.
The remaining local implementation costs will be reimbursed after the completion and submission of the final project outputs together with the necessary supporting documents under the applicable APO rules and regulations for the disbursement of project expenses.
The implementing organization(s) is requested to provide all necessary original copies of proof of payment to the APO Secretariat at one time no later than three months after the completion of the project. The proof of payment, such as bills, payment records, and receipts, should be issued by third parties and written in clear English or with an English translation if not originally in English.
The final payment will be made based on the actual expenditure after the implementing organization(s) submits all necessary documents. Internal evidence by the implementing organization(s) including NPOs is not accepted as proof of payment and the expenses claimed by it will not be reimbursed.
If a project is cancelled after the issuance of a PIP, any costs incurred should be borne by the applying member economy.
