Enhancing productivity can be carried out through strengthening the capability of key institutions to provide solutions to evolving and emerging challenges. The approaches can focus on building up and expanding pools of productivity practitioners. Another viable avenue is dissemination of up-to-date productivity tools, techniques, and methodologies.
Continuous efforts and tailored support to facilitate the development of NPOs in dealing with diverse productivity issues and challenges need to be integrated into the overall approach to productivity enhancement in each APO member.
The Technical Expert Services (TES) Program is the primary vehicle for strengthening the institutional capacities of NPOs and upgrading the technical knowledge and competencies of NPO staff and productivity practitioners through tailored programs conducted by experts and productivity specialists assigned specifically to assist requesting member countries. The TES Program can cover capacity building for NPO staff and related stakeholders in tools, techniques, and methodologies for productivity improvement; and consultancy to resolve productivity-related problems in NPOs and the public and private sectors. It can also follow up other APO projects and support in-country research on specific topics.
Train staff of NPOs and related organizations/stakeholders in requesting member economies in the core tools, techniques, and methodologies for productivity improvement.
Provide consultancy services to resolve productivity-related problems in NPOs, public and private corporations, and organizations in the manufacturing, public, service, and agriculture sectors.
Organize programs and events related to the productivity movement in combination with other programs such as in-house training, seminars, and consultancy services.
Conduct programs to follow up and/or further disseminate the results of multicountry projects or other APO programs or projects.
Implement research projects to address specific topics meeting the needs of a member.
Provide tailored support addressing specific productivity improvement needs and assist NPOs and affiliated organizations across economic sectors in upgrading their institutional and technical capacities to enhance productivity.
The TES Program covers a broad range of topics to meet the requests and needs of APO members or may be offered proactively by the APO Secretariat in new, emerging areas of competency. TES projects aim to increase national productivity by offering real-world solutions to productivity challenges.
Enhanced institutional capacity of NPOs to deliver productivity initiatives to stakeholders and increased ability of NPO staff to utilize productivity tools/ techniques.
Maximum of six (6) working days for virtual modality.
Maximum of 10 working days for face-to-face modality (capacity-building and consultancy services), five (5) working days (follow-up projects), and 6 months (research).
1. Letter of request addressed to the DAP President
The letter must be signed by the head of agency/organization or authorized official, along with a short background.
This will provide the basis or rationale for the request for technical expert services. APO Tokyo will decide on the basis of this and usually looks at longer-term strategic programs implemented in cooperation with the DAP as the NPO;
2. Filled out TES Application Form
TES application should be submitted through DAP being the NPO. If the application is submitted by an organization or a company other than DAP, the APO must receive an endorsement of the application from the APO Liaison Officer or DAP. The application will neither be processed nor acknowledged by APO until it receives such an endorsement.
The APO Tokyo requires lead time for arrangements and preparations: up to two months for a virtual activity and three months for a face-to-face activity.

Applications will be reviewed immediately after receipt by the APO/DAP Sec. The APO/DAP Sec will coordinate with the organizations' representative to request for more information or clarify details in the application, if necessary.
Once the closing date for submission is reached, the APO/DAP Sec shall process all applications received for Technical Deliberation by the NPO Screening Committee. Applications that pass the NPO screening will be endorsed to APO Tokyo for final deliberation by the APO Screening Committee. Under normal circumstances, the result of the screening is released within four weeks after the closing date for submission.
The APO Tokyo shall inform DAP of the successful applicants through email. The APO/DAP Sec shall communicate the result to the proponent organization via email. Non-successful applicants shall likewise be notified by DAP through email.
PCEs will apply to selected proposals from large, profit-making organizations (non-SMEs).
The PCE rate is fixed at USD150.00 for virtual modality, and USD200.00 for face-to-face modality.
The APO Tokyo will notify NPOs concerned before issuance of Letter of Assignment of Resource Person.
PCE is paid directly to APO Tokyo via Bank Transfer. This is collected by APO after the implementation of the TES.
Participants from government organizations, SMEs, NGOs, and Industry Associations are exempted from PCE.
All assignment costs of overseas resource persons including airfare and the Daily Subsistence Allowance for face-to-face modality. In-country research projects can allow for up to two international resource persons.
Financial support to meet part of local implementation costs for follow-up projects (up to USD5,000.00).
All local implementation costs not covered by APO.
Interpretation costs, if necessary.
Applications are reviewed immediately after receipt by APO Tokyo. Consideration for approval will include assessments of clear, tangible benefits and impact of the projects for member economies. Submission of TES application does not guarantee selection and acceptance by APO Tokyo.
Organizations receiving TES shall assign a staff member to be closely involved in all stages of the implementation of the TES project. This is intended to encourage the staff to understudy the resource person(s) and ensure follow-up actions after departure of the resource person(s) (for the face-to-face modality) and/or after the completion of virtual sessions. The coordinator is expected to perform the following:
Virtual Modality
Coordinate technical preparations for the digital platform to be used for the TES sessions.
Provide information related to the project as requested by APO Secretariat or Resource Persons.
Face-to-face Modality
Arrange local transportation for the resource person, workshop venue, and other logistic arrangements.
Provide information related to the project as requested by APO Secretariat or Resource Persons.
Guide the resource person while engaged for the duration of the project (e.g. airport/hotel transfer, scheduling, courtesy visit with NPO/high-level officials).
The DAP must be copy-furnished all communications between the recipient organization and APO Secretariat (Tokyo) for monitoring.
Recipient NPOs or beneficiaries are requested to acknowledge the services by displaying the APO logo on banners and other promotional materials, displaying the APO flag, etc. NPOs or beneficiaries are encouraged to issue media releases or feature the TES project on their websites or social media network services. Photographs or copies of such displays and statements should be sent to the APO Secretariat with the evaluation report.
Feedback and evaluation on implemented projects are crucial for further improvement of TES. Recipient organizations are therefore requested to submit the following reports:

The timely submission of reports may be taken into consideration during the screening process of future requests for TES.
Organizations receiving TES must settle all financial charges such as PCE*, cancellation charges, and other expenses not covered by APO/NPO, once the APO has issued the Invoice. The payment will be made directly to APO Tokyo through bank transfer.
If the project is unable to be completed, the recipient organization must inform the DAP, and APO Tokyo promptly of the reason for the postponement/cancellation. Last-minute postponement/cancellation is likely to result in APO Tokyo incurring unnecessary expenses as well as creating administrative and coordination issues and therefore must be avoided. The timing of the project and the program are to be strictly adhered to by all parties concerned. Under no circumstances, the organizers must postpone or cancel the project without prior agreement in writing from APO Tokyo.
The local implementation costs for follow-up projects will be settled after the completion of the project.
The implementing organization(s) is requested to provide original copies of proof of payment to the APO Secretariat at one time, no later than three months after the follow-up project is conducted. The proof of payment, such as bills, payment records, and receipts, should be issued by third parties and written in clear English or with an English translation if not originally in English.
The final payment will be made based on the actual expenditure after the implementing organization(s) submits all necessary documents. Internal evidence by the implementing organization(s) including NPOs is not accepted as proof of payment and the expenses claimed by it will not be reimbursed.
In case of a cancellation after the issuance of the Letter(s) of Assignment to a resource person(s), all costs associated with the cancellation should be met by the party responsible.
TES Policy is based on the Project Notification 24-SN-02-GE-TES-C effective from 27 January 2025.
What type of organizations can apply for TES?
The TES is open for both public (government agencies, LGUs, government owned and controlled corporations, state universities/colleges) and private sector organizations (Non-government Organizations, Industry Associations, SMEs, Academic institutions, Cooperatives, Farmers organizations, etc.).
Is there an application fee for requesting TES?
There are no application fees. However, recipient organizations of TES categorized as large profit-making companies will be required to pay Participating Country Expense (PCE) that is USD150/service for the virtual modality and USD200/service for the face-to-face modality. This will be collected by APO after the completion of services by the assigned resource person
How many Technical Experts can we request or how many will be approved by APO?
The requesting organization may request up to two (2) technical experts. However, there is no guarantee on how many will be approved by APO.
Can we identify the Expert to be requested?
The requesting organization may already identify the TES expert to be requested. If there are no specific experts requested, the APO will be the one to search within its pool of experts.
Can we request for a local Expert under the TES?
The TES is designed for the deputation of foreign Technical Expert to the requesting country. However, foreign Technical Experts that are residing the country maybe considered.
What is the minimum and maximum number of days we can engage the Expert?
For Virtual modality, the maximum project duration is six days, with optional continuation/follow-up activities. For face-to-face modality, the maximum project duration is 10 days. For cost-efficiency, one day TES duration is not allowed by APO.
Are there requirements to be submitted to DAP or APO after the project has been implemented?
The requesting organization will be required to submit a Project Terminal/Completion Report to DAP, and TES Evaluation Report to APO, within one month after the project implementation.
Can we apply again for a TES after we received the service?
It is possible to apply again for another TES, as long as the post-project requirements of the previous request has been complied. However, we encourage all requesting organizations to plan their program in advance to avoid submitting TES applications on a piece meal basis. If the request is for the same resource person for a same program, there should be an explanation on why the request is repeated or expanded.
How can we pay the PCE or Cancellation Charge, if any?
The APO will issue an Invoice and send via email to DAP. The DAP will communicate with the concerned organization the payment details. The recipient organization of the TES will settle the payment directly with APO through bank transfer.
