Research projects are in-depth study involving the collection and analysis of data to address specific productivity-related issues. They cover the industry, service, agriculture, and public sectors.
Research activities are conducted through virtual and/or face-to-face modality.
Virtual (for In-country research, data gathering, and meetings, as applicable)
Virtual sessions will use videoconference applications to be designated by the APO Secretariat or implementing NPO.
The APO Secretariat (Tokyo, Japan) will inform resource persons and participants of the link to the virtual sessions.
Participants and resource persons will use their own devices, applications, and internet connections to participate in the virtual sessions. Specific requirements are as follows:
Have necessary devices comprising a computer, web camera, microphone, and speaker or headphones.
Have access to internet connections suitable for videoconferencing. Stable, wired LAN connections are preferred.
Follow the instructions of moderators/presenters in asking questions, joining discussions, and answering questions.
The link will be exclusive to resource persons and participants and should not be shared.
Face-to-face (for Coordination Meetings, as applicable)
Resource persons are dispatched to the requesting member countries to conduct the assigned tasks.
NPO, resource persons, and other relevant stakeholders participate and engage in face-to-face interactions.
Duration of a face-to-face session is around eight hours/day.
The duration of the research project will depend on its objectives and nature. Typically the research duration is three (3) months to one (1) year.
Coordination Meetings
The coordination meeting duration is 2–3 days for face-to-face modality, and up to three (3) hours for virtual modality.
In-country research:
Each national expert will collect and analyze data and write a preliminary report based on the research framework circulated prior to the coordination meeting. The reports will be finalized after the coordination meeting.
Coordination meeting of experts:
A coordination meeting to finalize the research methodology and framework will be organized. The preliminary reports detailing country-specific situations will be presented in this meeting for feedback from other experts. The virtual sessions will be around three hours each day. The indicative agenda items are:
Day 1:
Research overview
Research framework
Methodology and scope
Data availability and sources
Preliminary research findings
Day 2:
Agreement on research framework, format of the final report, and timeline
Final publication requirements
Collect data at national level following the methodology and framework provided.
Write country reports on the analyses and findings based on the data collected.
Present the preliminary analysis during the coordination meeting.
Revise the reports following the agreement during the coordination meeting and reflect the comments of the chief expert and APO Secretariat.
Cooperate with the chief expert to ensure the quality and consistency of the final report.
Submit the reports following the agreed format to the chief expert and APO Secretariat by the deadline.
To be met by APO:
Honoraria (lump sum) for the national experts.
All assignment and relevant research costs.
Overseas travel expenses for national experts attending coordination meeting hosted by other countries, if applicable.
To be met by experts or participating organizations:
All local implementation costs incurred by national experts when collecting data at the national level.

Must be a Filipino citizen;
Must have relevant work experience;
No record of misconduct in similar activity;
No pending administrative case or criminal charges pending trial;
Cleared of obligation from previous APO project scholarship or research (submitted post-project requirements);
All applicants must meet the specific requirements as stated in the Qualification of National Experts in the Project Notification.
Please note that nomination of a candidate does not necessarily guarantee that they will be selected. Selection is at the discretion of the Participant Selection Committee of the APO Secretariat (Tokyo).
