TIER I - Universal strategies are provided to build a strong foundation for all students: All students receive high quality instructional and behavioral support in the general education classroom. The TEKS-based district curriculum features high-quality, research-based instruction that is differentiated to meet individual needs. Universal screening and on-going benchmarking of literacy skills, and other academic competencies, occurs for all students. Schools take a proactive and preventive approach towards support in Tier I. Typically, 80-85% of all students should be successful in Tier I.
