Registration: Teams must submit an intent to play form and pay all state fees to the state treasurer by Mar, 1, 2022. State fees will be refundable if a team withdraws prior to April 15, 2022. Teams must purchase insurance though the Connecticut Baseball program and present proof of insurance at time of registration.
Eligibility: The age 13 level is open to anyone born between May 1, 2008 and Aug. 31, 2010 inclusive. Players who have eligibility remaining in any U12 program including but not limited to Little League, Cal Ripken, Mickey Mantle, may play American Legion baseball but should give first priority to their U12 regular season and tournament teams. Any player joining an American Legion program after the conclusion of a U12 season will be eligible to participate in the state tournament. Rule 6D does not apply for Age 13 players who have competed for a 12U team during the season.
Bat Rule 1B. Any USA bat with Certification Stamp on the bat (approved age level bat) or any bat with permanently embossed BBCOR authentication may be used in the Age 13 level
DH/EH Rule 11: The EH (Extra Hitter) will be permitted in the Age 13 Division. For all divisions, Connecticut follows the National Rule, a player can only DH for the pitcher
Pitching Rule IR: No player may pitch more than a total of 90 pitches per day. A pitcher will be allowed to finish a batter if he reaches or exceeds the maximum limit during an at bat, but must exit the position after that hitter. No player may enter the game as a pitcher unless having fulfilled the required rest days as mandated in the chart below. No player may make more than two appearances as a pitcher in any consecutive three-day period. PENALTY: The pitcher shall be removed from the game, the head coach shall be ejected from the game and serve an additional two game suspension if a protest is filed with the umpire-in-chief before the last out of the game.
Rentry Rule 1S: Re-entry for starters will be allowed in both the regular season and state tournaments as per National rules.
State Tournament Rule 11: All teams in the Age 13 Division will qualify for the state tournament. All players listed on the team’s National Form 1 are eligible to participate in the tournament.
Territorial Boundaries Rule (Rule 3): Teams may draw players from the territory of any contiguous U19 Plan A team providing that
a. The neighboring program does not have a team in the Age 13 division.
b. Total enrollment cannot exceed 7500.
c. Teams must enter into an agreement with neighboring towns and submit combination requests to the state committee by March 15, 2022.
d. The home town team will have final say on where age 13 players are assigned
e. Any player from a territory where there is an Age 13 team must follow the waiver procedures as outlined in Rule 3.B.1.a
f. Any player drawn from a neighboring program must play for his home program once he ages out of the Age 13 Division.
g. A player from a neighboring territory may not be dual rostered at a higher level in the program but may be on the roster of a higher level team in his home territory.
Other Rules: Unless specifically modified here, all other rules of Connecticut American Legion baseball apply to the Age 13 level
