All department level tournaments will be run under the following rules with the exception of the final best of three round in the Senior Division Tournament which is a part of the National Tournament and must follow National Tournament Rules
A. The state tournament will be played under regular season rules according to the Connecticut State rule book except as noted differently below.
B. The state baseball committee will set the format, dates and schedule for the state tournament no later than the April meeting in each year.
C. At the start of each round all teams will be seeded based on regular season finish. Ties within the zone will be broken first by head to head then by the random number
assigned to each team at the start of the season. Cross zone rankings will be determined based on regular season winning percentage. Ties for seeding purposes will be broken by the random number.
D. For all games prior to the final round of a pod, the home team will be the higher ranked team. The winner of Game 4 will be home team for all final round games of the pod. If the same two teams meet for the second time in an if necessary game at the end of a round, the home teams will be reversed for the second game but the host site will remain the same.
E. Prior to the start of the super regional at neutral sites, the home team will be the host team. The host team is responsible for providing a safe, adequately prepared field at the designated start time for the game. When it is necessary to change a field for a scheduled game, other than for weather, the visiting team manager shall be notified twenty-four (24) hours before game time.
F. Weekend games will start at 1 p.m. +/- one hour. Weekday games will start at 4:30 pm. +/- one hour. If there is the potential for a doubleheader, start time of the first game should be early enough to reasonably ensure that both games can be played. If the host team has lights, the travelling team may mutually agree to a later start time. Single weekday games at neutral sites will start at 6:30 p.m. State director must approve in advance any change of more than one hour to the start time except in weather situations. Webmaster must be notified of any change in start time.
G. Host site must report scores and pitch counts via the state website within three hours of the completion of any game.
H. All state tournament games will be seven innings. The ten-run mercy rule is in effect after five innings.
I. Prior to the super regional which will be played at a neutral site, each team shall be responsible for paying for one umpire. Each team will be responsible for providing 6 baseballs. The state baseball committee will pay for all umpires and provide baseballs for all neutral site games.
J. Regular season pitching rules will apply. Days of rest requirements will carry from one round to the next including from the end of the regular season to the start of the tournament.
K. Protests during state tournament games must be filed with the home plate umpire prior to the next pitch being thrown. The game will be stopped until the protest is resolved.
L. Re-entry is permitted in the state tournament up to the final best of three championship series.
M. During the state tournament, prior to the start of the National Tournament, a player will be allowed to attend a showcase or other baseball related event and still continue eligibility in the tournament provided that:
a. He does not miss a game or any part of a game. Player must be present in uniform in his team's designated area at least one half hour before the scheduled start time of the game.
b. He has advance written permission from his coach
c. He has submitted an American Legion Baseball Form 6 to his coach in advance. The coach will submit it to the state director or his designee and receive approval prior to his attendance at the event.
Once the National Tournament begins (our final best of three series) the National Tournament rules are in affect and the state director cannot grant permission to attend a showcase event. Attendance at such an event will make the player ineligible for the remainder of the Department, Regional and World Series tournaments. However a player attending a college orientation workout may be granted an exception on a case-by case basis. Players granted such an exception may not miss any game of a national tournament. Prior written approval is required.
