Carolyn Henri: Thanks, Arlene for the update on quantifying changes in fragile critical habitats, specifically MANGROVES. However, the largest problem in places such as BELIZE is enforcement of existing protections. Regulations are in place to protect these important ecosystems. They are simply not enforced, especially in high-development areas. Simply knowing how many mangroves are left will not help in this enforcement environment.

There is also need to consider providing development finance into national "development" banks; maybe something like a revolving fund, in support of adaptation in the fisheries sector.]
