While conflicts were taking place in Texas, General Antonio López de Santa Anna, a federalist and strong supporter of the Mexican Constitution of 1824, was leading a revolt against the centralist President Anastasio Bustamante. President Bustamante was unpopular with Texans, who believed his Centralist rule went against the Mexican Constitution of 1824. News reached that General Santa Anna had won a decisive battle in Mexico against the centralist forces. After the events at Anahuac and Velasco, Texas settlers met at Turtle Bayou on June 13, 1832 and adopted what would be called the Turtle Bayou Resolutions. In these resolutions, they declared the following:

  • Their loyalty to Mexico and the Constitution of 1824.

  • The Texans stated their support for Santa Anna and Mexico’s Federalist government.

  • They explained that the events at Velasco and Anahuac were not a rebellion against Mexico but rather against the Centralist government.

The events at Turtle Bayou would lead Anglo and Tejano leaders to meet at the Conventions of 1832 and 1833 to draft their petitions and ideas for a new Texas state in the Mexican Federal Republic.
