After reviewing General Mier y Teran’s report from his tour of Coahuila y Tejas, On April 6, 1830, the Mexican government created a new set of laws restricting the Anglo settlers and settlements. The government used the new law to encourage the immigration of Mexican and European families to Texas with generous land grants and financial assistance. But, the biggest impact of the law was that the government restricted the immigration of settlers from the United States, restricted trade with the United States and Mexican officials also said that there would be no more slaves can be brought into the country. Below are some major key points of the Law of 1830:
Article 4: The governor is allowed to take lands to build new forts in Texas.
Article 7: Mexicans who want to move to Texas will be provided transportation and the best lands.
Article 9: No Americans can come to Texas unless they have a passport issued by a new empresario.
Article 10: No more slaves can be brought into Texas.
Article 11: Any incomplete land grants will be suspended and Anglo colonists cannot live near the U.S. border. If they already are, they must move.
Article 12: Trade with the United States would be heavily taxed
This new law angered the Anglo settlers and would lead them to join together to decide their next steps concerning the Mexican government. This was Mexico’s way to control and limit the American influence in Texas.
