Mr. Chairman, distinguished members of the Commission on Appointments:
Today, the Committee on Information and Communications Technology convened to deliberate on the ad interim appointment of Mr. Henry Rhoel Ratuita Aguda as Secretary of the Department of Information and Communications Technology.
In this digital age, the Department of Information and Communications Technology plays a vital role in nation-building by ensuring that every Filipino has access to reliable, secured, and affordable digital services. By promoting digital inclusion, strengthening e-government, and supporting innovation, the DICT helps create opportunities for education, livelihood, and good governance, making technology a true driver of progress for our country.
Given the vital role of the DICT in advancing nation-building, it is critical that its leadership rests in the hands of a secretary who is both highly qualified and competent. The challenges of digital transformation, cybersecurity, e-governance, and closing the digital gap demand not only technical expertise but also vision, integrity, and leadership. The appointment of a capable secretary ensures that the DICT can carry out its mandate effectively and safeguard the country's digital future.
Secretary Aguda brings with him over 35 years of experience in technology, digital banking and telecommunications.
His long experience in digital banking provides him with the insight to strengthen the country's cybersecurity, expand digital payments, and promote financial inclusion. His background in the telecommunications sector equips him to address connectivity challenges and improve infrastructure, thereby ensuring that every Filipino has access to reliable internet services.
This unique combination of experience positions him to lead the DICT with both vision and practicality ensuring that its policies are not only well-conceived but also effectively implemented.
Mr. Chairman and distinguished Members of the Commission, on behalf of the Committee on Information & Communications Technology, I respectfully move for the confirmation of the ad interim appointment of Mr. Henry Rhoel Ratuita Aguda as Secretary of the Department of Information and Communications Technology, I so move, Mr. Chair.

I second the recommendation for the Commission to confirm the ad interim appointments of the 70 General and Senior Officers of the Armed Forces of the Philippines.
These officers have spent decades in faithful service to the Republic. Their careers reflect unwavering loyalty to the Constitution, steadfast commitment to duty, and a profound dedication to the protection of our nation and its people.
Through the years, they have carried the burdens of command with discipline, integrity and courage. Their service has required not only professional excellence, but also personal sacrifice– time away from their families, exposure to danger, and the constant readiness to defend the sovereignty of our country.
An institution is only as strong as the character of its leaders. These officers have proven that they possess both the professional competence to lead and the moral integrity to inspire the men and women who serve under their command.
In recognition of their lifetime service, sacrifice patriotism, I most respectfully second the motion for the confirmation of their appointments.
