Mr. President, my dear colleagues, all the appointees and their families and loved ones. Good afternoon.
Mr. President, if I may be allowed to be sentimental today, today lamang po. I cannot believe that there will come a time when I will be given the duty to confirm the appointment of our esteemed servicemen of the Armed Forces of the Philippines. And I take this duty seriously because I owe that to my father.
My father was a member of the Philippine Constabulary. Kaya po iba ang respeto ko sa ating mga opisyal ng AFP. I know the dedication, discipline, and passion that they put into your work. Iba po ang sakripisyo ninyo dahil tuwing kayo po’y nadedestino sa malalayong lugar, napapalayo po kayo sa inyong pamilya. At kasama ng lungkot na ito ay ang kaba dahil sa panganib sa inyong buhay tuwing kayo ay may operasyon.
The work of the AFP is a thankless job. Minsan ginagawa n’yo lang ang inyong trabaho o kayo’y nagmamalasakit, kayo pa ang natitira at napapasama. My own father had a similar experience where he went head-to-head with a smuggling syndicate. Anong nangyari? Siya ay nasibak sa pwesto at nare-assign. Nabaliktad at nakasuhan dahil may mga makapangyarihan na kanyang nakabangga sa pag-ganap ng kanyang tungkulin.
Mr. President, I want everyone to know that the AFP, as an institution, is one of the most admirable in the government. The professionalism is the model that other agencies should and must follow.
Pero syempre, like any other organization or institution, meron ding mga naliligaw ng landas sa ating mga military personnel. In fact, may mga nakarating sa akin na sumbong involving some of our men in uniform. Buti na lang hindi po tungkol sa korapsyon. Sa halip ang mga ito ay tungkol sa mga personal na bagay. Personal na mga reklamo na di pa rin dapat tularan. That is what I expect of our appointees today, you have to set the bar high.
I call upon all of you who will be confirmed: Be the role models not just in your work but also in your communities and in your families. The values I hold dear to my heart, which I pass on to my own children are values that I got from my father. And this is what you have to be in the AFP. Given that, you are very visible, your visibility must be a driving force of goodness, fairness, and justice.

I would like to express my support for the confirmation of Ambassadors Flerida Ann Camille Puzon Mayo as Ambassador Extraordinary and Plenipotentiary to the Kingdom of Cambodia and Edgar Tomas Quilino Auxilian as Ambassador Extraordinary and Plenipotentiary to the Independent State of Papua New Guinea, with concurrent jurisdiction over the Republic of Kiribati and Solomon Islands.
For: Amb. Flerida Ann Camille Puzon Mayo
One of the best ways of celebrating National Women’s Month is to recognize the “courageous women who have helped our Nation build a fairer, more just society.”
One courageous woman is Ambassador Mayo who has served our country for forty-one (41) long years, with honor and dedication. Having started her career in the Department in 1982 as an Assistant under the Office of ASEAN Affairs, she assumed significant posts at the Home Office and overseas until she was nominated Ambassador to Cambodia.
Back when she was the Vice Consul in Hong Kong, she assisted in the negotiations for a bilateral cultural agreement between the Philippine Government and Hong Kong, as well as in monitoring SARS cases among Filipino workers in Hong Kong during the height of the SARS outbreak in 2003.
She is also lauded as a member of the Philippine Embassy in Sweden’s crisis management team that was dispatched to Bergen, Norway in connection with the MV Rocknes accident in January 2004 involving eight (8) Filipino survivors and sixteen (16) fatalities.
For: Amb. Edgar Tomas Quilino Auxilian
Another esteemed Official from the Department whom I would like to recognize is Ambassador Edgar Tomas Quilino Auxilian. He has twenty- seven (27) years of experience in the foreign service, having started his career in the Department in 1997 as a cadet and working his way up in the foreign service organizational hierarchy. Our Overseas Filipino Workers (OFWs) are close to my heart and I recognized our nominee’s responsibility for ably supervising and enabling the full transfer of the Assistance to Nationals (ATN) function and responsibility for OFWs from the Consulate to the newly established Migrant Workers Office (MWO) in Jeddah, as mandated under the new Department of Migrant Workers (DMW).
As the Deputy Permanent Representative to the United Nations Environment Programme and the United Nations Human Settlement Program from June 2019 to September 2021, Consul General Auxilian was credited for ably spearheading the immediate repatriation of approximately 197 Overseas Filipino Workers (OFWs) in countries under his Post’s jurisdiction during the COVID-19 pandemic in 2020.
As the current Consul General to the Philippine Consulate General in Jeddah, Kingdom of Saudi Arabia, he tirelessly extended assistance to the Yemen Rapid Response Team from Manila in repatriating stranded Filipino nationals in Yemen just this December 2023.
Mr. Chair, ilan lamang ito sa mga kahanga-hangang nagawa ni Ambassador Auxilian para sa ating mga kababayang OFWs.

Mr. Chair, distinguished colleagues, good morning.
The Department of Finance is tasked to ensure funding of critical government programs that promote the general welfare of our people. While I’m not an expert on fiscal policies, this much I know, the job of Secretary of finance must be given to someone who the people can trust. Yung siguraduhin na ang dapat makolekta ay nakokolekta. Yun dapat paglaanan ng pera ay napaglalaanan ng pera. At yung handa kang sagutin tungkol sa lahat ng lumalabas na pera sa kaban ng bayan. I have very high standards for this , Mr. Chair.
Secretary Recto, while I do not personally know you, looking at your background as a public servant, particularly your time here in the Senate, you definitely have the credentials to understand and perform the functions required of the department. But what is crucial to me is your dedication to the Filipino people. At napakarami ko na pong nakausap na personal na kakilala and they have only good words for you. At kanina kanina lamang narinig po natin si Sen. Loren Legarda all praises sa iyo, abot-abot langit ang kanyang paghanga sa iyo, ganun din po kami lahat dito ngayon.
Therefore, to make it short and sweet, I give my full support to the confirmation of Hon. Secretary Recto for the welfare of the Filipino people. Salamat po, Mr. Chair.

Thank you, Mr. Chair, distinguished colleagues, good afternoon.
I would like to manifest my full support for the confirmation of the ad interim appointments of our Chiefs of Mission and Career Minister of the Department in Foreign Affairs.
Foreign service is not like any public office. It is created not only to serve our citizens abroad and ensure that their rights and welfare are attended to. But they also have to juggle dealing with the foreign state where they are assigned.
I have seen some of our appointees today at work when I visited their assigned countries. Chief of Mission Emmanuel Revilla Fernandez, in particular, has been a solid presence in the Consular Office in Singapore. His insights on our foreign relations with other Southeast Asian nations are valuable and sensible. I implore the group of officials we have today to truly represent our country in their respective missions. Be our eyes and ears out there so that when it becomes necessary, we would be able to make strategic and effective foreign affairs and policies. And of course, serve as a safe space and refuge for our nationals especially our OFWs who have chosen to seek greener pastures abroad.
And for this, congratulations for the confirmation of the ad interim appointments of our sixteen (16) Officials in the DFA. Saludo po ako sa inyo.

Thank you, Mr. Chair.
Good afternoon, Honorable Members of this Body, my dear colleagues and distinguished guests. I rise to sponsor the ad interim appointment of Mr. Juan Edgardo Manalang Angara as Secretary of the Department of Education.
Mr. Chair, ang estado po ng ating bansa ngayon ay resulta ng mga desisyon at polisiyang ipinatupad po ng mga Kalihim ng Edukasyon noong mga nakaraang dekada. The generation running our country and the people voting for our leaders today, are fruits of what the Department of Education was years and years ago. We were all shaped and groomed by the DepEd or DECS of our times. Which is why I took this duty very seriously because the person who will take on the leadership of the Department of Education will make decisions that will determine our country's future.
Fortunately, the person appointed by our dear President made this job easy for us because he appointed someone whose background and body of work equipped him with knowledge, experience, and passion to be the Secretary of the Department. Mr. Chair, I fully support the confirmation of Secretary Angara for five reasons. If you will bear with me, I will go through each one.
1) Secretary Sonny's legislative work on education would show how in-touch he is with our students and educators alike. He authored and co-authored Kabalikat sa Pagtuturo Act, Excellence in Teacher Education Act, Inclusive Education Act, Alternative Learning System Act, Free College Law, Universal Access to Quality Tertiary Education Act, Enhanced Basic Education Act of 2023, Anti-Bullying Law, and Student Fare Discount, among others. I trust that since he knows how we crafted the policies and laws here in the legislative, he will be the best person to implement it.
What is more, his stint as Commissioner in the Second Congressional Commission on Education or EDCOM 2 must have been destiny because even before his appointment as DepEd Secretary, Secretary Angara was already deep into analyzing what is needed by our education sector.
2) Secretary Sonny's experience as the Senate's Chairperson of the Committee on Finance, has trained his eye in keeping watch over the country's budget. And with the Department of Education being allocated the highest budget of P924.7 billion, it is crucial that we place someone in the DepEd who knows about public spending. As a Senator, he has been on our side of the budget cycle, and he knows how every centavo counts. Thus, I am confident that we can entrust upon his capable hands our country's biggest investment, that is, the education of our youth.
And on our part, I commit to the dear Secretary that we will be supporting his programs in addressing the resource gaps in our country's basic education, particularly the backlog and deficit in the construction of classrooms. I am pleased to hear that you are working on the program on providing resilient classrooms that can withstand typhoons and heat waves that come and go every year. These things affect the learning capacity of our students.
3) In the couple of years that I have worked with Secretary Angara here in the Senate, I observed him to be an open-minded person. He listens and considers the points being made by everyone. He is also good in creating compromises among opposing parties. And this is crucial for his work in the DepEd. I hope that he is able to listen to all the stakeholders, the teachers, the students, the administration, the parents, and DepEd Officials. With a holistic approach in addressing DepEd's concerns, I know he will be able to come up with solutions that are practical and efficient.
4) Secretary Angara is a decisive person. Most of the concerns in the DepEd arise from inaction. Si Secretary Sonny po mabilis umaksyon at pasok ang mga solusyon sa mga bagay-bagay. Parang kung paano siya sa basketball court, ganun din po siya sa trabaho. Alam po nating lahat ‘yan. I appreciate the immediate action taken by Secretary Angara in issuing Memorandum No. 41, Series of 2024, regarding the concerns of our students and their parents who have to dole out money for school equipment and fixtures every year by means of collection coursed through the parent-teachers Association. Kawawa po ’yung mga hindi nakakapag-donate sa school, they are discriminated against, and the students feel the pressure for not complying with these collections. These should be covered by our budget already.
5) And finally, the reason why I fully support Secretary Angara's confirmation is because he is an educator at heart. He is an educator to his children. He himself taught in law school. And finally, he was raised by a man who worked towards providing excellent education to the public. The late Senate President Edgardo Angara was the President of the University of the Philippines for seven years. This means Secretary Sonny grew up seeing his father's work in ensuring quality public education for the youth. And I hope that the values instilled in him by his parents, particularly the late SEJA, will guide him in his new mission as Secretary of Education.
With this, I know that our teachers will look after our students, as they now have an ally in the DepEd. And I fully support his programs which would provide easy loan access for teachers and his programs creating a system for the teachers' career progression. Our teachers will be happy to know that their career is not a dead-end-job. Instead, it is a profession that will acknowledge their dedication and decision to stay with our students, instead of going abroad.
With these reasons, not even needing to mention the Secretary's academic achievements, awards, and other public service work, I know Secretary Sonny will be more than capable of leading the country to a better future through the students that he will take under his wing. I look forward to working with you Secretary Sonny and seeing the changes you will be making in the Department of Education.
Mr. Chair, I move that the Commission confirms that ad interim appointment of Mr. Edgardo Manalang Angara as Secretary of the Department of Education.

Seconding speech for HANS LEO JAVIER CACDAC for the confirmation of his ad interim appointment as Secretary, Department of Migrant Workers (DMW)

Good afternoon, Mr. Chair, honorable Members of this Body, my dear colleagues and distinguished guests.
Today, I second and fully support the confirmation of the ad interim appointment of Sec. Hans Leo Cacdac, because a support for Secretary Cacdac is a support for our dear Migrant Workers.
In my years of advocating for our Migrant Workers, even before I became a Senator, I have seen Secretary Cacdac at work when he was still Administrator of the Philippine Overseas Employment Administration and as Administrator of the Overseas Workers Welfare Administration. He is very hardworking, dedicated, and effective in handling the concems and cases of our Migrant Workers. Wala pong oras at wala pong lugar na pinipili kung magserbisyo si Secretary Hans. Basta may tawag tungkol o para sa mga Migrant Workers sumasagot si Secretary Hans. At 'di lang siya basta sumasagot, siya po ay umaaksyon.
His long line of experience in public service with the NCMB, DOLE, POEA, OWWA, at DMW, makes him the best man for the job. Why is that? Because he knows his team! And his people in DMW trust him in leading them because he is one of them. Alam niya kung ano ang kayang gawin ng kanyang mga tao. He knows how to utilize the best talents and abilities of the people in DMW. Above all, his genuine concern for our migrant workers is undeniable
Mr. Chair, in the past two (2) years as the Chair of the Committee on Migrant Workers here in the Senate, I have considered Sec. Hans Cacdac as a partner in improving our policies for our Migrant Workers. Our working relationship has been collaborative. In fact, iniisip ko pa lang kadalasan ay may nakahanda nang plano si Secretary Hans. He is really in touch with what is happening on the ground. Among the concerns he has addressed, and I hope he will continue to address, are as follows:
1) The prosecution of illegal recruiters and the delisting of recruitment and manning agencies that have placed our Migrant Workers at risk. His experience as lawyer of SALIGAN and Undersecretary for Labor Relations of the DOLE helps him in dealing with these cases.
2) The One Repatriation Program has proven to be effective in answering the call of our Migrant Workers that need rescuing. His stint as OWWA Administrator has definitely given him the skills in acting immediately in helping our distressed migrant workers.
3) I have seen some advancement in several Bilateral Agreements with foreign states which provide real and actual protection for our Migrant Workers, because these Bilateral Agreements are guaranteed by the foreign states in protecting our people who are in their lands. Secretary Cacdac's years as Administrator of POEA has given him enough experience in dealing with his labor minister counterparts abroad.
4) His years as a professor of law shows how much he values education. His program for Orientation Seminars is something I really support. "Yan po ang kailangan ng ating Migrant Workers, 'yung alam nila kung ano ang kakaharapin nila sa buhay sa bansang pupuntahan nila. Suportado ko po yang Post Arrival Orientation Seminar na masasama ang future employers sa seminar para masiguro na ang mga papasukan ng ating mga kababayan ay matitino at hindi sila aabusuhin.
5) Finally, I support the financial education program of the DMW because diyan po natin masasabi na matagumpay ang ating DMW at ang ating mga Migrant Workers dahil kung pag-uwi nila ang kanilang buhay ay umasenso na. They need to know how to manage their finances and protect themselves from scams.
With this, Sec. Hans Leo Cacdac, Congratulations. I look forward to continue working with you towards improving the lives of our Migrant Workers.

Today I second and fully support the motion for the confirmation of the ad interim appointment of JBC Member Jose Vicencio Mejia.
I have a very high regard for the Judicial and Bar Council. The nature of their work is crucial in ensuring that our appointed judges and justices are of proven competence, integrity, probity, and independence. This is their mandate under the Constitution. And to be able to determine who has these qualities. They themselves must have these qualities. It takes one to know one.
Based on the reputation, experience, and background of Attorney Mejia, he is of proven competence, integrity, probity, and independence. I have asked around amongst the legal community about him, and they said that he is ideal for the work of the JBC. And the fact that he has been trained under former Senator Rene Saguisag, his integrity and independence is unquestionable. Finally, I believe in his competence as a long-time law professor.
With this, Atty. Jose Vicencio Mejia, congratulations! Keep watch over our judiciary. They are our frontliners in delivering justice to the Filipino people.

"Good morning Mr. President, distinguished colleagues, and honorable Members of the Commission on Appointments-
It is with great pleasure and confidence that I rise today to express my full support for the appointment of Atty. Marilyn Bugarin Barua-Yap as the new Chairperson of the Civil Service Commission.
Atty. Barua-Yap's exemplary career in government service spans over four (4) decades, beginning in 1973. This remarkable and long-standing commitment to public service speaks volumes about her dedication, experience, and deep understanding of the inner workings of our government. Over the years, she has held various positions that have honed her leadership skills, legal understanding, and passion in serving the Filipino people.
What truly sets Atty. Barua-Yap apart is her 29 years of service in the legislative branch where she served in various capacities, including being a Secretary General at the House of Representatives -- this is a significant streak that has given her invaluable insights into the complexities of legislation and policy-making. This experience in the legislative department will be a tremendous asset in her new role as Chairperson of the Civil Service Commission. Her first-hand knowledge of how laws and policies are crafted, as well as her ability to navigate the intricacies of the legislative process, will prove to be indispensable as she works with lawmakers to advance the civil service agenda and enact reforms that will improve the efficiency and effectiveness of our public institutions.
I am keen that her leadership will be guided by the core principles of transparency, accountability, and excellence. Atty. Barua-Yap has always shown unwavering commitment to upholding the law, promoting merit-based governance, and ensuring that the civil service continues to serve the best interests of the Filipino people.
For these reasons, I am confident that Atty. Marilyn Bugarin Barua-Yap is the ideal person to lead the Civil Service Commission during this pivotal time. Her extensive experience, her dedication to public service, and her deep understanding of both the legal and legislative processes make her uniquely qualified to spearhead the Commission's work.

Mr. Chair, esteemed colleagues, good afternoon.
It is my honor to express my strong support for the appointment of Eduardo Jose A. de Vega as the Philippine Ambassador to the Republic of France and the Principality of Monaco.
With a solid academic foundation as a Juris Doctor and Political Science graduate from the University of the Philippines, as well as his credentials as a bar passer and a Career Minister, Ambassador de Vega possesses the legal acumen and diplomatic skills essential for advancing Philippine interests.
Ambassador de Vega is a seasoned diplomat with thirty-three (33) years of dedicated service in the Philippine Foreign Service. His impressive career path speaks of his deep expertise in international relations, law, and diplomatic negotiations.
His previous postings as Ambassador to Belgium, Luxembourg, and the European Union and as Ambassador Extraordinary and Plenipotentiary to the United Mexican States have demonstrated his ability to represent our nation with distinction. His experience extends to multilateral diplomacy, having served as Deputy Permanent Representative and Minister at the Philippine Permanent Mission to the United Nations in New York.
He has been serving as the Undersecretary for Migration Affairs at the Department of Foreign Affairs since July 2022, where he has played a crucial role in protecting the rights and welfare of Filipinos abroad.
I personally worked with him several times as he played critical roles during various operations such as the safe rescue of our Filipino workers and their families during the Gaza conflict in 2023, the rescue of our seafarers kidnapped by Houthi rebels, also in 2023, and in the repatriation of thirteen (13) trafficked victims of illegal surrogacy in Cambodia last year, 2024. Just to name a few.
Saludo po ako sa kanyang malasakit bilang Undersecretary ng DFA, isang tawag lang ay agad tumutugon si Ambassador de Vega. He works with strategy and makes his actions speedy. llang beses na akong nakipagtulungan kay Usec. De Vega, mula pa sa aking public service radio program. Siya ay kasangga na ng ating mga OFWs at maituturing na Aksyon Man ng DFA.
Given his exemplary service record, leadership in consular and migration affairs, and extensive diplomatic experience, I have no doubt that he will continue to serve with integrity and competence as our country's representative in France and Monaco.
To all the other nominees and appointees, congratulations and I wish you the best. Let us continue to serve the Filipino people wholeheartedly.

Mr. Chair, esteemed colleagues, I rise today to express my full support for the confirmation of the 36 General Officers/Flag Officers and Senior Officers of the Armed Forces of the Philippines.
With the growing security challenges in our country, the continued threats to our sovereignty, and the urgent need to modernize our Armed Forces – the role of our defense Officers is more critical now than ever. We need competent, dedicated, and principled leaders at the helm of our national defense.
These Officers have proven their commitment to protecting our country and ensuring the safety of every Filipino. Marami sa kanila ay naglaan na ng deka-dekadang serbisyo para sa ating bansa. Whether it be safeguarding our territorial waters, combating insurgency, responding to disasters, or supporting our troops on the ground -- our uniformed personnel have consistently shown professionalism, integrity, and an unwavering sense of duty.
Bilang anak ng isang dating sundalo and as someone who has long fought for the rights and welfare of our uniformed personnel, I recognize the importance of strong leadership within the DND. We need Officers who will not only strengthen our defense capabilities but also prioritize the welfare of our soldiers, ensuring they are well-equipped, well-compensated, and well-supported in their mission to protect our nation.
With that, with full trust and confidence in these thirty-six (36) defense Officers, I stand behind their confirmation. Their leadership and expertise are vital to our national security, and I have no doubt that they will continue to serve with courage, integrity, and loyalty.

“Mr. President, esteemed colleagues,
I rise today as Chairman of the Committee on Public Services to sponsor and support the appointment of Mr. Vivencio "Vince" Dizon II as Secretary of the Department of Transportation.
TRACK RECORD
We need someone who will get the job done. Walang paligoy-ligoy, walang drawing, at lalong walang pa-pogi. We need action, results and trabaho. Based on his track record, Secretary Vince Dizon is no stranger to getting things done. Isa siyang action man! Being in the government service for 26 years, having worked in both the legislature and the executive, he knows how to navigate between drafting effective regulations and implementing them. During his previous roles: as Presidential Adviser on Flagship Programs and Projects, as President of the Bases Conversion and Development Authority, and as Testing Czar during the pandemic—he delivered. These are projects that Filipinos actually benefited from. And as transportation is a public service that every single Filipino needs and every industry utilizes, we need someone capable of executing our plans efficiently.
PH TRANSPORTATION PROBLEMS
At the moment, our public transportation is a daily punishment for millions. Long lines everywhere. Overcrowded trains. Broken elevators. MRT na tumitirik. Bus terminals na magulo. Traffic na parang parking lot. Araw-araw, milyong Pilipino ang naaapektuhan, mga estudyante at empleyado ang napapagod sa byahe pa lang. Drivers drowning in fuel costs. Pedestrians and cyclists, risking their lives just to get from point A to B. That’s the reality. At kung tayo'y mananatiling reactive walang magbabago.
VISION OF A PEOPLE-CENTRIC TRANSPORTATION
The first step to fixing these problems is to know the problems first- hand. I am glad to see Secretary Dizon going around in person to check on our transportation. The second step is the desire and will-power to implement change. In the months that I have worked with Secretary Dizon, he has acted on concerns raised to his office with urgency. It is clear that he understands that our transportation situation goes into the dignity of our people. Dignidad ng bawat Pilipinong umaasa sa pampublikong transportasyon araw-araw para pumasok sa trabaho, para makauwi sa pamilya, para makapag-hanapbuhay.
CONCLUSION
Together, as Secretary of Transportation and Chairman of the Senate Committee on Public Services, we can work proactively— not reactively. Hindi dapat tayo maghintay ng aksidente, reklamo, o viral video bago kumilos. We will push for stronger policies, better systems, and real accountability. Secretary Dizon, I am watching. The public is watching. They are depending on you. You are being leaned on for real actions and real results. I believe you fit the role and are up to the task. So today, with firm conviction, I recommend the confirmation of Vivencio “Vince” Dizon II as Secretary of the Department of Transportation. Let us give him the chance and the full support— to do what needs to be done.
